Fishermans Bend Advisory Committee Application Guide The Advisory Committee is appointed pursuant to Part 7, Section 151 of the Planning and Environment Act 1987 to report on the preparation of a detailed strategic plans for the neighbourhoods and employment precinct of Fishermans Bend. The Minister for Planning has announced a review of the planning of Fishermans Bend with the development of the Fishermans Bend area into a series of distinct neighbourhoods to demonstrate best practice urban renewal. A Fishermans Bend Advisory Committee is being set up by Government to focus on the development of strategic plans for the area which will include four detailed neighbourhood plans for Lorimer, Montague, Sandridge and Wirraway; an Employment Precinct Plan and an Infrastructure Plan in consultation with key stakeholders and the community. The detailed strategic planning process will be undertaken by a Metropolitan Planning Authority‐led Taskforce in association with the Cities of Melbourne and Port Phillip. Positions Available The Minister is seeking to appoint a Chairperson, and nine (9) members to the Fishermans Bend Advisory Committee. Chairperson Candidates will possess a strong reputation as a dynamic leader with exemplary levels of professional credibility and integrity. The successful candidate will possess knowledge of and familiarity with the Victorian planning system. Members The Fishermans Bend Advisory Committee will comprise of four (4) members which the Minister considers necessary and are appointed under one or several of the following categories: a.
Strategic planning, statutory planning and urban design b.
Urban economics, urban renewal, value capture and development contributions c.
Integrated transport planning d.
Social planning and community infrastructure e.
Environment and built heritage The Advisory Committee will also have three (3) community‐based representatives with a broad knowledge and understanding of the Fishermans Bend area that the Minister considers necessary. The Advisory Committee will also include a nominated representative from each of the councils, the City of Melbourne and the City of Port Phillip. Members are expected to behave in a professional manner at all times, acting with integrity, identifying and appropriately managing any conflicts of interest and earning the trust and respect of others. Fishermans Bend Advisory Committee Members are expected to communicate well with people from diverse backgrounds, seek and listen to the views of others, participate in constructive debate and make objective, considered decisions based on all relevant facts. Role The purpose of the Fishermans Bend Ministerial Advisory Committee will be to provide independent advice to the Minister for Planning on:  The preparation of detailed strategic plans for Fishermans Bend including: o four detailed Neighbourhood Plans for Lorimer, Montague, Wirraway and Sandridge o a Fishermans Bend Employment Precinct Plan; and o an overarching Infrastructure Plan for entire Fishermans Bend area, including transport infrastructure, community infrastructure and open space, environment and water sensitive urban design responses and development contributions  The draft planning scheme amendment and any proposed implementation actions arising from the development of the plans  The draft Community Engagement Plan 
Future governance arrangements for the implementation of the strategic plans. Time Commitment and Meeting Schedule Members are appointed on a part‐time basis and will be appointed for a fixed term as determined by the Minister, up to a maximum of 12 to 18 months. Members are required to attend as a minimum, 75% of the scheduled Advisory Committee meetings. Remuneration and Allowances Remuneration of members is provided on a sessional basis in accordance with Government guidelines. Remuneration, terms and conditions are at the current rate for a Panel appointed under Part 8 of the Planning and Environment Act, 1987. As a guide, payment is made for the following: 
attendance at meetings, including committee meetings of the Advisory Committee and other necessary activities, such as site visits conducted as part of Inquiries; and 
formal meetings with industry and community representatives. Payment will not be made for: 
individual research or reports not authorised by the Minister; or 
preparation time for meetings (this has been incorporated into the fee). Members will be provided with the minimum level of superannuation provided for under the Superannuation Guarantee (Administration) Act 1992. In accordance with government policy, public sector employees (including state, federal and local government bodies) will only be entitled to remuneration if they are not employed in executive officer or equivalent position and their duties on the board will be performed outside their current position.
