CALL TO ORDER:
Mayor Rundborg called the Regular City Council Meeting to order at 7:00 p.m. He led
the Pledge of Allegiance.
ROLL CALL:
Council Members Present: Sue Erickson, Sheryl Landgraf, Maria Ostrander, and Tony
Stoker
Excused: Dave Hunsaker and Jim Lancaster

AGENDA:
Motion by Landgraf, seconded by Stoker and carried by unanimous vote of the Council
that the agenda be approved with the addition of NB #4.
SPECIAL AGENDA ITEMS:
1. DeWitt District Library Update by Jennifer Balcom, Director:
Director Jennifer Balcom of the DeWitt District Library updated the Mayor and City
Council regarding the current status of the Library.
APPROVAL OF MINUTES:
Motion by Ostrander, seconded by Landgraf and carried by unanimous vote of the
Council to approve the minutes from the March 10, 2015 Regular City Council
Meeting with the removal of the last sentence in NB #5.
PUBLIC COMMENTS:
Jamie Torrez thanked the City Council for the Proclamation proclaiming April 19, 2015
as Congenital Diaphragmatic Hernia Action Day.
CITY ADMINISTRATORS REPORT:
GOAL SETTING WORKSHOP
The workshop will be held at City Hall starting at 6 pm, April 1st. The agenda and
materials for the workshop will be delivered by Friday, March 27.
KAYAK LAUNCH
We have scheduled the launch to be installed at Riverside Park on April 20, 2015,
weather permitting.
COMMUNITY SHOWCASE
The Community Showcase will be on Thursday, April 16, 2015 from 5-8 PM at the
DeWitt High School.

1. Proclamation for Congenital Diaphragmatic Hernia Action Day:
Parents, Jamie and Luis Torrez of DeWitt recently lost their son Jacob Luis Torrez to a
birth defect called Congenital Diaphragmatic Hernia. Jacob survived only four hours
after his birth on January 9, 2015. Attached is a letter from Jacob’s parents that provides
further information regarding this birth defect and their request to proclaim April 19,
2015 as Congenital Diaphragmatic Hernia Action Day.
Motion by Ostrander, seconded by Stoker and carried by unanimous vote of the Council
to proclaim April 19, 2015 as Congenital Diaphragmatic Hernia Action Day.

2. Request from DARA for Campout at the DeWitt Sports Park:
The DeWitt Area Recreation Authority (DARA) would like to sponsor a Family CampOut Event at the DeWitt Sports Park the evening of Friday, July 31st.
The focus of the Camp Out is to encourage youth and adults to work together as one
team. The outfield will be the location for each registered family campsite.
A copy of an email from Lindsay Parkinson, Program Coordinator of DARA outlining
the Events potential plans which are to occur during National Park and Recreation
Month was provided.
Motion by Erickson, seconded by Landgraf and carried by unanimous vote of the
Council to authorize the DeWitt Area Recreation Authority to hold an overnight
camp-out at the DeWitt Sports Park on July 31, 2015 per City of DeWitt
Ordinance Chapter 23 Section 23-11.
3. Approval of Plat Resolution:
The DeWitt Drive Assessor’s Plat consists of three parcels on the SE corner of Webb
and DeWitt Drive. Specifically, the Looking Glass apartments at 211 W. Webb and 303
W. Webb. The accomplishment of the plat is to ensure correct property descriptions for
these parcels.
Arden Pierson, Pierson Surveying, has completed the work on the DeWitt Drive
Assessor’s Plat. Legal notification of the DeWitt Drive Plat has been published in the
DeWitt Bath Review on February 8, February 15 and February 22, 2015, and with the
adoption of the Council resolution, will be signed and submitted to the State on March
25, 2015.
Motion by Erickson, seconded by Landgraf and carried by unanimous vote of the
Council to approve the DeWitt Drive Assessor’s Plat of the City of DeWitt and
direct the City Clerk to acknowledge the completion, certification and approval of
the Plat and to forward all copies of the Plat to the State Treasurer.
4. Property Acquisition:
Motion by Stoker, seconded by Landgraf and carried by roll call vote of the Council to
go into Closed Executive Session per Section 15.268 (d) of the Open Meetings Act
of 1976 to discuss the possible purchase of real property in the City of DeWitt at
7:32 pm.

COUNCIL STAFF REPORTS:
City Administrator, Daniel Coss updated City Council in regards to the church property.
Dan Matson recently attended the Municipal Attorney’s Conference
Police Chief Bruce Ferguson reported on:
Union Negotiations starting within the next month and, the DeWitt Take-A-Breath for
PH & Get Moving for MS Half Marathon will start the planning process for this year’s
marathon.

this meeting be adjourned at 8:35 p.m.
