Advertisement
Applications are invited from Indian Citizens for filling up the following posts of Civil
Defence Department, Assam. Application should be submitted in the Standard Form of
Application Published in part- IX of the Assam Gazette along with the attested copies of
certificates in support of Age, Qualification, Other qualification, Caste certificate and Character
certificate etc. to the Director General of Civil Defence and Commandant General of Home
Guards, Assam, Beltola, Guwahati-28.The last date of receipt of application is up to 4 p.m. on
30/05/2015.
Attention of all candidates is drawn to Article 5 to 8 of the constitution of India and the
Citizenship rules 1956 published in Assam Gazette under A.B.M. 12/53/2226, dtd.30/7/1957.
1. 1(One) post of Asstt. Deputy Controller of Civil Defence (Jr.), in the Scale of pay of
Rs.5200-20200 + G.P.2800 enhanced to Rs. 3300/- w.e.f. 01.01.2011 pm plus other
allowances as admissible under rules.
(A)
Educational Qualification -
Bachelor degree in Arts, Science,

Commerce

Pass Certificate of Instructor Course

National
Civil
Defence
College, Nagpur and

defect or bodily infirmity likely to

the

possessing the necessary qualification will have to appear for an objective
type written test and Interview (Viva- Voice) on the date and time to be

(H)
The applicant for the post of Civil Defence Demonstrator cum wireless
operator possessing the necessary qualification will have to appear for an
objective type written test and interview (Viva-Voice) on the date and time to
be intimated later on. The written test will be a objective type written test of
100 marks of comprising following subjects (HSLC standard) –
1. General English
-
20 marks
2. General Knowledge
and test of reasoning –
25 marks
3. Civil Defence matters 50 marks

On the basis of scoring of the written test for both the categories of post, candidates
will be called for interview and Viva- Voice. The interview and Viva- Voice will
carry 15(fifteen) marks and each member of the Selection Board will award marks
independently and average out. The final result will be on total marks obtained out
of 115 marks with usual provision of reservation as per rule.
The selected candidates will have to undergo medical examination
and will be appointed subject to medical examination, fitness report and suitable
Police verification report.
On selection, candidates shall be required to undergo departmental
training as may be prescribed and shall pass the departmental training/ examination.

The candidate for all the categories of the posts will affix 2(two) copies of recent
passport size of photograph attested by Gazetted Officer with the Application form.
5.
The applicants for all the categories of the posts claiming themselves as
ST(P)/ ST(H) category have to furnish caste certificate from the competent
authority.
6.
The candidate for all categories of the posts will have to submit the application in the
Standard Form as shown in the beginning of Part-IX of the Assam Gazette together
with receipt of Treasury Challan of Rs.50/- (Rupees fifty) and Rs.25/- (Rupees
twenty five) in case of SC/ST candidates only to be deposited under the Head of
account “0070 other Administrative Service” in favour of the Director General of
Civil Defence & Commandant General of Home Guards, Assam, Beltola, Guwahati –
28. Money order, Cash, Cheque, Bank draft etc. in lieu of Treasury Challan will
not be accepted.

7.
The application received for all categories of the posts with incomplete informations and
without required documents will be rejected. The list of rejected applications showing the
ground of rejection will be displayed in the office Notice Board as well as Office website
of the O/o the Director General of Civil Defence and commandant General of Home
Guards, Assam, Beltola, Guwahati-28 for information of the Candidates concerned.

The application received for all categories of the posts should be sent in properly closed
cover with marking “ Application for the post of ……………………..”
9.
The application received for all categories of the posts after 30/05/2015 will not be
accepted even on plea of postal delay.
10.
The application received for all categories of the posts, Who are Govt. employee must
apply through proper channel.
11.
The application received for all categories of the posts will have to appear in all the test/
interview at their own expenses.
12.
Canvassing directly or indirectly for the post shall invite disqualification.
13.
No application shall be received through any private courier service.
14.
“Governments servants joining the service of the State Government on or after 1st
February/2005 shall not be governed by the existing Assam Services (Pension) Rules,
1969 and orders issued there under from time to time. So far as their pension and other
retirement benefits are concerned, they will be governed by new set of Pension Rules,
which are being formulated in line with the contributory Pension Scheme announced by
Government of India recently.”
Further, it has also been decided that fresh recruits joining the service of the State
Government on or after 1st February/2005 have to furnish an undertaking along with
joining report as prescribed below :
“ I understand and accept the Government servants joining the service of the
State Government on or after 1st February/2005 and shall not be governed by the existing
Assam Service (Pension) Rules, 1969 and orders issued there under from time to time
and that their pension and other retirement benefits will be governed by a set of new
Pension Rules, which are being formulated in line with the contributory Pension Scheme
of Government of India and going to be notified in due course.”
