Solid Waste Management Plan 2040
A 20-member citizen advisory committee appointed by Mayor Beutler has
worked with the City-County Health Department and the City Public Works
and Utilities Department to develop a solid waste management plan for Lincoln
and Lancaster County. Solid Waste Plan 2040 will provide a guide for policy
decisions regarding solid waste management systems, facilities and programs
for the next 30 years. The goal is to create a comprehensive, integrated system.
Committee members reviewed a wide range of components, including waste
reduction; household hazardous waste collection; residential and commercial
recycling; construction materials recycling; organic waste composting; disposal
capacity for solid waste and construction and demolition wastes; and collection
and processing programs. The advisory committee developed 20

newspaper-only drop-off sites in Lincoln
and Lancaster County. Most are open
24-hours a day and offer convenient

Solid Waste Plan 2040 Recommendation
Reduce the per capita rate of municipal solid
waste disposed of in landfills to:
· 1,940 pounds per capita per year by 2018
· 1,720 pounds per capita per year by 2025
· 1,510 pounds per capita per year by 2040
Refuse trucks and other large trucks and
trailers only. Uncovered loads will be rejected.
Certain materials require “special waste”

WASTE REDUCTION STARTS WITH YOU!
In 2011, residents and businesses generated an average of 7.2 pounds
of garbage per person per day. While recycling helps reduce the
amount of garbage sent to landfills, it is only part of the solution. Waste
reduction is perhaps the most significant strategy in saving landfill
space and conserving resources. The first step to reducing waste at
home is simple: If you don't need it, don't buy it. The shopping choices
you make can prevent pollution and conserve resources.
Here are more tips to help you reduce your waste:
Try for zero waste. If you can't reuse or recycle it, don't buy it.
Go to the store with a shopping list to control impulse buying.
Buy strong and durable goods. It pays to buy quality products.
Get thrifty by using community exchange and reuse options.
Share, barter or give away what you don't need.
Avoid excess packaging to reduce plastic and Styrofoam waste.
Skip products with harmful chemicals or that need special disposal.

Consumers can manage many household products to help reduce the amount of waste
sent to the landfill:
Give unused fertilizer to a neighbor or family member instead of throwing it out.
Reduce packaging from groceries by purchasing bulk items and avoiding
single-serving products.
Refill water, bulk foods and laundry soap with containers you bring from home.
Buy concentrated versions of household cleaning products.

Start a backyard composting bin for your garden waste, flowers and food scraps.
Make your own green cleaning kit, or shop for less hazardous cleaning products.
Donate furniture, appliances and clothes to a thrift store instead of throwing them away.

LENDING PROGRAM
If you'd like to recycle at
your next meeting,
conference, benefit,
festival or other special
event, the Recycling
Office will provide all the
containers you'll need at
no cost. Single-bag
frames are available for
aluminum cans and
plastic bottles. Two-bag
frames have the ability to collect cans and
bottles as well as mixed paper. Three-bag
frames allow for the collection of garbage in
addition to mixed paper and cans and bottles.
All collected material is to be recycled through
private recyclers before the containers are
returned.
Grant funds from the Nebraska Department of
Environmental Quality were used to purchase
the containers in 2010. Ongoing funding of
the Container Lending Program is provided by
Solid Waste Management in the Public Works
and Utilities Department.

Hazardous Materials in the Home
Potentially dangerous products can be found in every household. If handled improperly,
fluorescent lights, mercury thermometers, weed killers, pesticides and other products can
be hazardous. Products that are flammable, toxic, corrosive or reactive can be a problem
because of their potential to cause health issues, contaminate water supplies and injure
sanitation workers if not properly disposed. Proper use, storage and disposal are essential.
Tips for Safe Use, Storage and Disposal
1. Always read labels, and follow directions carefully.
2. Purchase or make your own less toxic products.
3. Don't mix leftover products, and keep materials in original containers with the labels intact.
4. Store dangerous products securely and away from kids, pets and sources of heat.
5. Reuse and recycle when possible (see pages 5 through 7 for options).
6. Never dump products down home or storm drains.
7. Dispose of hazardous materials at FREE waste collection events (see schedule below).

LATEX PAINT
Do not pour down the drain, in storm drains,
on the ground or in the trash.
Dry out the paint first by removing the lid and
placing in a safe, ventilated area.
Speed drying time by spreading paint in a
plastic-lined box.
Combine larger amounts of paint with cat
litter or paint hardener.
Place dry paint and empty cans (with lids off)
in the trash for regular collection.
Nebraska MEDS Disposal Project
Don't let your leftover medications fall into the wrong hands. This could
lead to accidental poisonings or illegal use. But you can't just toss
them in the trash or flush them down the toilet – that could harm the
environment.
The Nebraska MEDS disposal project has teamed up with 41

GRASS AND LEAF COLLECTION
From April 1 to December 1 of every year, grass and leaves cannot
be mixed with other waste or placed in plastic bags for general
waste collection.
You can subscribe to a separate collection with your refuse hauler.
Consider mulching grass clippings on your lawn or composting
grass and leaves in your backyard.
Grass and leaves may be self-hauled to the N. 48th Street
Transfer Station. Materials must be dumped from bags and
containers.
Tree trimmings, garden waste and weeds may go with
regular household garbage. Refuse haulers often
request that tree branches be cut certain lengths
and bundled. Call your hauler for details.

Check with your local extension office for non-chemical alternatives,
or use the least toxic alternative available.
Purchase the smallest amount that will do the job. Any unused or
leftover products may cause safety issues.
Have your soil tested to see if your lawn needs additional
phosphorus. If not, buy a no/low phosphorus fertilizer, or request
that your lawn service use that type.
Use slow-release fertilizer rather than liquid fertilizer. Usually one
application per season is enough.
Keep chemicals off of sidewalks and driveways. Anything entering
the storm drains does NOT receive treatment.
When using chemicals, follow safety and handling instructions.

Construction Materials Recycling
As you work on home improvement projects, remember that salvaging
building materials and reusing them saves energy and reduces
greenhouse gas emissions. Reusing materials reduces the need to
extract and process raw materials and ship new materials long distances.
Some salvaged building materials are in high demand. These include
marble mantles, antique fixtures, old growth hardwoods, wide-plank
lumber and knot-free, fine-grain wood. Local organizations such as
Habitat for Humanity or EcoStores Nebraska will reuse fixtures, doors,
windows, wood trim and other materials. These organizations can also
help you incorporate salvaged materials into the construction or
renovation of your home, further reducing your environmental footprint.
Construction materials that cannot be reused can often be
recycled. Metal and wiring can be sold to scrap metal firms.
Untreated wood waste can be taken to a private firm that will
grind it into landscape mulch. Asphalt shingles and concrete
wastes can be taken to several construction companies for
recycling. And don't forget that cardboard packaging can be
recycled at the City's recycling drop-off sites. A list of recyclers
can be found on pages 6 and 7 or by calling 402-441-8215.
Recycled Content Construction Materials
Building and construction activities account for 60 percent of the raw materials,
other than food and fuel, used in the entire U.S. economy. Buying recycled-content
materials helps ensure that the materials collected in recycling programs will be
used again to manufacture new products. Recycled-content construction materials
that can be easily found include:
· Drywall (many use recycled paper and post-industrial gypsum)
· Insulation (including cellulose, mineral wool, fiberglass and
recycled cotton insulation)
· Plastic lumber
