Informal eligibility checks
Check idea for relevance to current Call requirements –
e.g. scope, innovation, collaboration requirements
Prepare proposal summary and
identify partners
Prepare proposal summary covering objectives, relevance
to the Call topic and expected impact for review by
EU Energy Focus team and as a tool for consortium
building. Consider which organisations are needed in the
consortium in order to deliver the project

Contact EU Energy Focus team with questions on proposal development

Confirm partners and agree
consortium arrangements
Use your organisation’s networks along with partner
search services and tools to confirm relevant partners then
approach them to discuss collaboration and agree roles

Prepare draft proposal
Draft proposal text and budget tables in conjunction with
partners. The EU Energy Focus team can review the draft
proposal
Month 3 to 5

Finalise and submit proposal
Amend proposal to take account of feedback from review
process then upload final proposal to the Commission’s
proposal submission system
Month 6 – deadline date and
time set by the European
Commission

Proposal evaluation
Eligibility checks and evaluation by independent
evaluators
Month 6 to 11

Notification of decision
Notify project coordinator of the outcome of the
evaluation
Month 11 - Maximum of 5
months for single stage proposal
evaluation
If successful - grant agreement
negotiation and signature
Respond to information requests from the Commission,
finalise consortium agreement and sign contract with
the Commission
Month 11 to 14 - Maximum of
3 months from notification of
decision to contract signature
If unsuccessful – review feedback
Consider feedback and possibility of resubmission but
important to consider relevance to the current Call
and if the feedback on the proposal can be adequately
addressed
Seek alternative funding sources if resubmission not
relevant
