Request for new EU legislation on lustration of former totalitarians in EU member state governments and
government bodies.

Dear Member of EU Parliament (MEP),
On behalf of the signatories, supporting the anti totalitarian resolutions in the European Union, we would like to ask your
support in pushing forwards the notion in the EU Parliament to introduce uniform EU regulations by which persons who
were members of totalitarian political parties in the former totalitarian eastern block be lustrated from all government
bodies in all EU member states (nations).
Granted that to date The EU Parliament has voted in a number of resolutions by which all totalitarian regimes are in some
way manner or form banned the problem of former eastern block politicians who were once members the totalitarian
parties has never been directly addressed. Many former eastern block nations have voted in on a national government level
laws by which many totalitarians have been lustrated from the political scene, however some EU member states to date
have ignored any such possibility and the reason for this is the fact that the vast majority of the politicians in those
countries are former members of the totalitarian parties.
Not to go into details about any other EU member state, we as a Croatian political party shall address the issue presenting
Croatia’s problems with former communists aka “socialists” of the former communist party (and its regime) of the all too
bloody, totalitarian and inhumanely ruthless Socialist Federal Republic of Yugoslavia (SFRY).
To date The Republic of Croatia has not honoured any of the EU Parliament regulations regarding totalitarian regimes and
their policies. Nor have the governments to date taken any steps towards introducing any ‘lustration’ laws and policies.
Unlike many of the former eastern block states. The governments of Croatia to date have in large numbers been made up of
former communists, the former President of Croatia Stjepan Mesić is a perfect example, likewise the former president of
The Croatian Parliament Luka Bebić, then Vladimir Šeks, Premier Jadranka Kosor and the list just goes on and on. In all of
the Croatian Governments to date we can name dozens upon dozens of politicians and public servants named by the
governments who were hard core totalitarians during the communist/socialist regime in the former SFR Yugoslavia.
To make matters even worse in the upcoming parliamentary elections this year the so called ‘Croatian Democratic Union’
(HDZ) once considered to be a right of the centre political party shall be represented by its current president Tomislav
Karamarko. This person not only has a history directly linked to the former regime and its political hierarchy, he was
himself directly involved with the ruthlessly murderous secret service of the former SFR Yugoslavia known as “UDBA”.
The very same organization currently being tried in Germany in the now well known “Perković” case. There is no denying
that he worked for them and that his political career id heavily based upon his ties and affiliations with (not so) former
UDBA agents. Then on the other side of the political spectre is the so called “Social Democratic Party” who openly admit
that they are the legal successors of the former communist party.
An excellent article on the topic was written back in 2008, “What is to be done? Succession from the League of
Communists of Croatia“ by Paula M. Pickering, Mark Baskin. In which it is made clear that in The Republic of Croatia the
former 'Communist Party“ was in no way 'former' just reorganized, whereby roughly some 80% of the members joined the
HDZ party and most of the remaining 20% stayed on in the formal successor SDP. So what Croatia has to date is in fact
fractions of the former Communist party running the country since the bloody fall of communism over here.

It clear that with the above facts and figures that The EU Parliament needs to step in and take a firm stance on ‘former
communists’ of the ‘former eastern block’ who are posing as ‘modern day democrats’ in EU members states/nations.
It is absolutely unrealistic to expect that these opportunists who have set up a somewhat functioning kleptocracy in The
Republic of Croatia shall never give up their seats of power to make way for new generations. Likewise it is clear that they
have never given up their old totalitarian ways, what existed back in those evil days exists today. Too often it is openly

rumoured to be the case that even for the least paying jobs in any public sector a person has to join ‘the party’ in order to
get employed. As this type of action is rightfully called ‘political corruption’ the process is not done publicly as it was
during the former communist regime. However the shear fact that this is still a common practice of the newly named
fractions of the former communist party just confirms the fact that the (not so) former commies in Croatia, regardless of
their newly composed names and public images do not have any intention of honouring The EU Regulations that outright
say “NO” to all such totalitarian policies.
The rationale is quite straight forwards, If the states such as The Republic of Croatia do not wish to vote in fair and just
laws lustrating such totalitarians, then it is obviously a job for The EU Parliament to vote in a standard law lustrating all
totalitarians in EU member state governments and public bodies.
Such legislation and regulations must not leave any loopholes for these totalitarian opportunists, because rest assured that
they shall as always to date be prepared to sign a pact with the devil himself just to ensure that they stay in power.
The recent policies regarding totalitarian symbols (including but not limited to communist red stars etc) can be a basis upon
which such legislation is voted in. For the symbols themselves are worthless unless the people who stood by these symbols
are neutralized with fair and just legislation.
This letter is in fact a plea for help, the people of The Republic of Croatia do not deserve this. Too many lives have been
lost and the vast majority of the voters who voted for Croatia to become a EU member state did so in the hope that things
shall change for the better. It is now time for the EU to live up to these expectations. How can anyone expect things to
change in Croatia if the country is constantly being run by ex totalitarians?
It is not asking too much from The EU parliament, the notion to set firm yet fair and just legislation making it impossible
for former totalitarians to be in EU member state governments and government bodies is 100% in line with the
retrospective EU resolutions on this matter.
In this respect, the Members of the European Parliament have a decisive role to play in ensuring that these EU Resolutions
are fully heard and acknowledged by all the European institutions and member states. If as in the case of Croatia the
member state governments are not willing to fulfil their moral and legal obligations, then it is up to The EU Parliament to
ensure that the appropriate legislation be voted in.
It is clear that we the people of Croatia need your support and commitment.
