POSITION OBJECTIVES: The Utility Fitter/Welder performs a variety of skilled utility maintenance,
repair, and limited construction on the water distribution, wastewater collection and heat distribution
systems. The Utility Fitter/Welder is expected to demonstrate the specialized skills necessary to
conduct repairs to system components, assess problems and recommend solutions with little direct
supervision. The Utility Fitter/Welder will perform both structural and pipe welding as required. All
work shall be completed in accordance with industry standards for water, wastewater and heat
distribution systems. Work is normally performed as part of a crew under the direction of the utility
fitter foreman, although employees usually operate with considerable independence. Work is reviewed
while in progress and upon completion for conformance with instructions and work standards.
MAIN ACTIVITIES:
1. Install water services and sewer connections.
2. Maintenance of water mains and service laterals.
3. Maintenance of wastewater collection mains and service laterals to include flushing, thawing or
unblocking when necessary.
4. Extend water mains or complete repairs to existing system.
5. Install, maintain, repair and modify the more complex industrial steam, hot water, or related
system components of the HDS.
6. Serve as a first responder for water, sewer or steam heat outages.
7. Perform the full range of tasks associated with the journeyman level welder which includes
layout of work and determining which welding process is best suited for job, depending upon
knowledge of types and amounts of pressure on lines, thickness of metal involved, and types of
equipment connected to the lines. This includes 6G qualification.
8. Perform steam fitting duties such as setting and securing heating units, and connecting trap
valves and thermostats to pipe systems.
SKILLS AND QUALIFICATIONS:
1. Knowledge of various high and low pressure steam piping systems and equipment, steam
generation and vacuum systems, circulating pumps installation and maintenance, and steam
valves.
2. Knowledge of hot water heating systems, steam condensate systems, traps, valves, returns and
associated control devices.
3. Ability to plan, lay out the installation, modification and repair of various new and existing
piping systems and equipment for water distribution, wastewater collection and heat
distribution systems.
4. Knowledge of proper water distribution system disinfection practices, flow testing and
maintenance of system components.

5. Knowledge of wastewater collection system operations including repair and replacement of lift
station components, maintenance of collection system mains, pump maintenance, main flushing
procedures, and installation of new service connections.
6. Perform technical inspections on water, wastewater or heat distribution system components.
7. Demonstrate ability to operate in a safe, journeyman manner and an ability to work well with
other employees.
8. Must be able to communicate effectively with other workers, supervisors and senior
management.
WORKING CONDITIONS/PHYSICAL EFFORT: The work is done inside and outside. The employee may
work in areas that are unclean, dusty and greasy, as well as in confined spaces. The work can be
physically demanding. Work may require stooping, bending, climbing and standing. The area
experiences extreme outside temperatures as low as -50F during winter months. The confined space
work is in underground tunnels (utilidors) that can be extremely hot and humid. The utilidor tunnels
contain steam and hot water pipes carrying steam at pressures up to 100 psi. Manholes or utilidor
access points are often as much as 150 feet apart. The utilidors contain asbestos containing materials,
commonly referred to as “ACM”, which is encapsulated. Employees are provided the appropriate PPE
and training to safely work in all potentially hazardous areas. Employees must be able to lift up to 50
pounds overhead, 75 pounds below waist, and 100 pounds in tandem with a co-worker.
CONDITIONS OF EMPLOYMENT:
1. Incumbent must be able to maintain a level of physical fitness to perform job duties.
2. Incumbent is subject to pre-hire and random drug testing in accordance with DU policy.
3. Incumbent must maintain ADEC Certification for Water Distribution Operator III and
Wastewater Collection Operator III. The position also requires that the incumbent have a
minimum working knowledge of the Heating Distribution System. If the incumbent does not
possess the required ADEC certification the incumbent must obtain the license upon meeting
the State of Alaska’s eligibility requirements and the timeline provided by the Employer.
4. Must obtain Doyon Utilities ASME IX Welder Certification, including 6G qualification, as a
condition of employment.
5. Must be eligible to work on a military installation in Alaska.
6. Willingness to be scheduled for standby/emergency call-ins on a rotational basis.
7. Must be able to operate specialized utility equipment such as Vactor, Jet Truck, Steam Thawing
Van, etc.
EDUCATION AND TRAINING:
1. High School Diploma or equivalent is required.
2. ADEC Certification as Water Distribution Operator III and Wastewater Collection Operator III.
3. Must maintain Class B Commercial Driver’s License from the State of Alaska.
4. Must maintain welder certification in accordance with ASME Boiler and Pressure Vessel Code.
