IPA Programmes on Civil Protection Cooperation with the candidate countries and potential candidates – IPA CP II DPPI SEE Regional Meeting, Serbia, 22-23 April 2015 GENERAL INFORMATION IPA Programmes on Civil Protection • Overall objective: To reduce risks and the vulnerability to natural and man-made disasters at national and regional levels • Purpose: • EU accession process: to support the IPA Partners cooperation with the EU Civil Protection Mechanism and relevant EU institutions (MoU Montenegro, Serbia) • Capacity building: to support the IPA Partners in further development of effective national civil protection / disaster management systems and support regional cooperation IMPLEMENTED ACTIVITIES Component 1-‐ Trainings and Exchanges of Experts • Trainings (6 courses) • Team Management Course, 9-13 June 2014, Albania • Staff Management Course, 17-21 November 2014, Kosovo* • Staff Management Course, 2-6 February 2015, Serbia • Team Management Course, 23-27 February 2015, Bosnia and Herzegovina • Operational Management Training follow-up Course, 13-16 April 2015, Turkey • Advanced Training Follow-up Course, 14-17 April 2015, Turkey - Full support from all Partner Countries (in preparations and implementation) • where possible, trainings were organized in the Training Centres in the region • This designation is without prejudice to positions on status, and is in line with UNSCR 1244/99 and the ICJ Opinion on the Kosovo declaration of independence. IMPLEMENTED ACTIVITIES Component 3-‐ Capacity building through TTX on HNS, workshops and provision of technical support HNS TTX - Main points • comprehensive support from all national civil protection organizations • capacities and experiences of the region were Important element in the implementation of the activities • participation of all relevant stakeholders in all countries (different ministries, NGOs, local CP organizations, relevant companies – new actors) • the event is a starting point for the further cross-scrotal activities on the national level (possible future steps will be discussed at the Seminar in September 2015) IMPLEMENTED ACTIVITIES Component 3-‐ Capacity building through TTX on HNS, workshops and provision of technical support Workshops (2) Two events 1. First event: Joint Meeting of the Directors General for CP from EU, EEA and IPA Partners, 29 September 2014, Rome, Italy - Additonal event: Seminar on risk management capability, 15-17 July 2014, Rome, Italy 2. Second Seminar: Host Nation Support – further steps (tbc), 22-24 September 2015 5th Civil Protection Forum, 6-7 May 2015 (instead of the Steering Group Meeting) CONCLUSIONS • More than 50 events to be organized by the end of 2015 (at least 2 in every Partner Country) • More than 1000 persons alreday participated in the activities • Activities within the IPA CP 2 Programme contributed also to strengthening bilateral and regional cooperation among all CP organizations (EU and Western Balkan countries and Turkey) • Operational and political cooperation with the EU Civil Protection Mechanism have been strengthened Sincere gratitude to all Partner Countries to their support and commitment to the activities within the IPA CP 2 Cooperation Programme • Main dates in 2015 • 5th Civil Protection Forum, Brussels, 6-7 May 2015 • IPA CAMPEX 2015, Skopje, 15-19 June 2015 • Seminar on Host Nation Support – further steps, 22-24 September 2015 • Final Steering Group Meeting, 20-22 October 2015
