We’re heading toward fall and a new slate of activities at the Chamber! The
golf tournament is sneaking up rapidly and it promises to be the best golf
tournament yet! I passed by the Traeger Grill on display at the Chamber
office this week and it REALLY needs a home. The Chamber is selling raffle

tickets for this and will draw the winning ticket at the golf tournament

on September 12th. I’d love it to be mine! There are so many great prizes
and planned fun for this event. I hope everyone can make it. We’ll see who
wins the raffle. I’m so glad the raffle isn’t tied to golf performance; I actually have a chance to win!
Around the corner from the golf tournament is this year’s Business Expo. This event gets bigger and
better every year, and promises to be precedent setting! We will have interesting and informative
breakout sessions, a great luncheon speaker and the booths always go “all out” in design and dynamics!
Don’t miss the Schmooza Palooza reception. That’s where the real networking enters into the event.
Stick around throughout this entire event. Things will be happening throughout the day that will
keep you hopping and enticed.
This is the year for our major membership drive. For those of you who were involved in the last
one a few years ago, you may remember Ed Allen and Scott Lynch dressed up like women. It will
be hard to compete with that show of gamesmanship, but we’ll come up with something! We’ll be
conducting the membership drive over a three day period in November. We’re hoping to get a big
number of volunteers to participate in this event and beat the record we set during the last drive, so
please sign up to help and be part of the fun! Teams will be formed soon, make sure you’re on one!
Over the next two months, we’ll be identifying the content for this year’s legislative agenda, formulated
and presented by our Public Policy Committee. This should be an interesting year for political
agendas and politics in general. Please stay tuned to information and updates as we enter this hotbed political season. If you’d like to have more information or have questions, please contact Colin
Hastings at the Chamber office.
The newest and most exciting information we have at the Chamber right now is the program being
launched through the generosity of Washington River Protection Solutions to help our small business
members. This amazing community partner has come to the aid of our small business community by
providing the resources for software, equipment, training and website development. We are kicking
the program off on September 19th. Applications will be available through the Chamber office.
They will be reviewed and awarded by our Small Business Resource Committee. More information is
forthcoming, but if you have questions please don’t hesitate to contact Ashley at the Chamber office.

IT Security Strategy for Small Business

It’s no surprise that IT security is a concern for some of the world’s
largest companies and government entities. Many small businesses
that rely heavily on technology do not often realize they have the
same concerns as larger entities.
The phrase “we are a small business so we are not a target” is
very much a myth. Hackers prey on any resource they can get their
hands on, which makes small businesses juicy targets since they
have little resources to deal with IT security.
In this training you will learn about the current state of IT security,
methods currently being used by hackers, how to identify
weaknesses in your organization (without being technical), and how
to plan for dealing with a security disaster.

Vice President
President Obama made a nomination for the Interior
Department’s next Assistant Secretary for Fish, Wildlife
and Parks, a position that oversees national parks and the Fish and Wildlife
Service.
Rebecca Wodder, who since 1995 has served as CEO of American Rivers, a
national river conservation group, has pushed for the removal of the Lower
Snake River Dams. The Tri-City Regional Chamber has been asking our 1200
member businesses to contact our Senators asking for their opposition to this
appointment because of her position on the removal of the Lower Snake River
Dams.
Ms. Wodder recently testified before the Senate Energy & Natural Resources
and Environment & Public Works Committees. On multiple occasions she said
she would recuse herself from any action on issues that American Rivers may
have been involved in, including Lower Snake River Dam Removal. Senator
Maria Cantwell sits on the Natural Resources Committee and didn’t ask any
questions and appeared to be a no-show at the hearing.
Senator Cantwell missed an excellent opportunity to ask probing questions
regarding Ms. Wodder’s personal stance on Snake River Dam removal and
whether there is a conflict of interest given the group’s current pending lawsuits
over Interior-related regulations. As CEO of American Rivers, they have been a
party to over 150 lawsuits litigating against the federal government.
Louisiana Sen. David Vitter (R) stated that he will block the confirmation
of Rebecca Wodder as the Interior Department’s Assistant Secretary for Fish,
Wildlife and Parks until the Obama administration extends hundreds of
expiring Gulf of Mexico oil and gas leases for an additional year. We still need to
be vigilant contacting Senators Cantwell and Murray encouraging them to not
support Wodder’s nomination in case Sen. Vitter releases his block.

Initiatives on the Ballot this November
Initiative 1125
Ballot Title
Initiative Measure No. 1125 concerns state expenditures on transportation
This measure would prohibit the use of motor vehicle fund revenue and vehicle toll revenue for non-transportation purposes, and
require that road and bridge tolls be set by the legislature and be project-specific.
Ballot Measure Summary
This measure would prohibit motor vehicle fund revenue and vehicle toll revenue from being used for non-transportation
purposes. It would prohibit non-highway use of state highway lanes funded by gas taxes or vehicle tolls. It would require the
legislature to set tolls, and would provide that a toll on a particular road or bridge, including the Interstate 90 floating bridge,
could be used only for construction, operation, or maintenance of that particular road or bridge.
Initiative 1163
Ballot Title
Initiative Measure No. 1163 concerns long-term care workers and services for elderly and disabled people.
This measure would reinstate background checks, training, and other requirements for long-term care workers and providers, if
amended in 2011; and address financial accountability and administrative expenses of the long-term in-home care program.
Ballot Measure Summary
If the legislature amends certain statutes governing long-term care for eligible elderly and people with disabilities in 2011,
this measure would reverse such amendments and reinstate the prior law. For the long-term in-home care program, it would
provide independent audits, increase fraud investigation, and cap administrative expenses. It would also clarify that longterm care workers are covered by applicable law.
Reinstates home-care training measure that was passed by voters in 2008. Voters approved the training program by a huge margin,
73 percent, but lawmakers balked because the initiative provided no money at a time when the state was in its worst budget crisis
ever. Cost of the program in its first two years is $55 million for state employees alone; private health care agencies and workers
would have to pay from their own pocket.
Initiative 1183
Ballot Title
Initiative Measure No. 1183 concerns liquor: beer, wine, and spirits (hard liquor).
This measure would close state liquor stores and sell their assets; license private parties to sell and distribute spirits; set license fees
based on sales; regulate licensees; and change regulation of wine distribution.
Ballot Measure Summary
This measure would close state liquor stores and sell their assets including the liquor distribution center. The state would license
private parties to distribute spirits and to sell spirits in retail stores meeting certain criteria, subject to specified training and
compliance requirements. The measure establishes licensing fees for sale and distribution of spirits based on the licensee’s
sales revenues. It would change some wine distribution laws and allow non-uniform wholesale pricing for wine and spirits.
The Chamber is in the process of reviewing these issues and may take a position
to support or oppose some or all of these initiatives.

Bechtel Nationa l, Inc. is designing,
constructing and commissioning the
Hanford Waste Treatment Plant or “Vit Plant.” The plant
will treat 56 millions gallons of highly radioactive waste now
stored in aging underground tanks on the Hanford Site. A
legacy of national defense efforts during World War II and
the Cold War, the waste now poses a serious threat to the
Columbia River, surrounding communities and millions of
residents downstream. The Vit Plant will stabilize the waste
by turning it into glass, making it safe and impervious to
the environment.
This vital project is managed by the U.S. Department of
Energy (DOE) and is the largest and most complex of its
kind. Located 25 miles north of Richland, the Vit Plant will
include four major nuclear facilities and 20 support buildings
and underground infrastructure.
Currently, approximately 3,400 people are employed on
the project. Construction is in full swing and progressing
steadily on all Vit Plant facilities and buildings. The project
reached 60 percent recently, and the Vit Plant is scheduled
to be constructed by 2016, begin commissioning by 2019
and be fully operational by 2022.
Bechtel is proud to contribute to the local community
and is meeting aggressive goals for supporting local
businesses. Since project inception, we have spent
approximately $800 million with Tri-City-area
businesses. We work with area businesses for
nuclear-quality fabrication, supplies and services,
ranging from specialized valves to rebar to surveying.
