Objectives of NERPAP
To make Electoral Rolls free from Errors
1. Linking and authentication of EPIC data of Electors with Aadhaar data of UIDAI only
2. Voluntary disclosure of Multiple entries by the electors and correction of the same
within 15 days by the ERO’s
3. Correction of entries in the Electoral Roll pointed by the Electors, within 15 days on
production of cogent documentary evidence.
4. Improvement in image quality of electors photo, wherever requested, by following
due procedure
5. Obtaining and feeding the Contact details (Mobile and e-mail id) of Electors into
Electoral data base
How to achieve the Objectives
Linking Aadhaar and updating contact info of electors

Legal provisions
RP Act, 1950 states that as per
Section 17 - No person can register in more than one constituency (i.e. no electors name can be found twice across AC’s)
Section18 - No person can be registered more than once in any Constituency. (i.e. no electors name can be found twice within an AC)
Section 31 - Penal clause for making false declarations - If any person makes in connection with - (a) the preparation, revision or correction of
an electoral roll, or (b) the inclusion or exclusion of any entry in or from an electoral roll,- imprisonment for a term which may extend to one
year, or with fine, or with both
Section 32 –
the penal clause for being guilty of any act or omission in breach of official duty by ERO, AERO or any other person required to
perform any official duty in connection with the preparation or revision of an Electoral Roll - with imprisonment for a term which shall not be
less than three months but which may extend to two years and with fine]
No person can posses two EPI Cards - EPIC issued once to an elector from any place in the country shall remain valid for electoral
identification purpose everywhere else also, even when the person has changed residence and is registered as voter in any new place.

• When a notification for electing a member of legislature or parliament is
issued it means calling upon the persons who are enrolled as electors
• Accurate roll ensures that while all eligible electors are included in roll, all
ineligible persons have been excluded there from
Constitution of India
Article 324- The superintendence, direction and control of the preparation of the electoral rolls for, and the
conduct of, all elections to Parliament and to the Legislature of every State and of elections to the offices of
President and Vice-President held under this Constitution shall be vested in a Commission.
Article 325- There shall be one general electoral roll for every territorial constituency for election to either House of
Parliament or to the House or either House of the Legislature of a State and no person shall be ineligible for
inclusion in any such roll or claim to be included in any special electoral roll for any such constituency on grounds
only of religion, race, caste, sex or any of them.
Article 326- The elections to the House of the People and to the Legislative Assembly of every State shall be on the
basis of adult suffrage; that is to say, every person who is a citizen of India and who is not less than 18 [eighteen
years] of age on such date as may be fixed in that behalf by or under any law made by the appropriate Legislature
and is not otherwise disqualified under this Constitution or any law made by the appropriate Legislature on the
ground of non-residence, unsoundness of mind, crime or corrupt or illegal practice, shall be entitled to be
registered as a voter at any such election.

The Registration of Electors Rules 1960
•
Rule 4 – Prescribes the language in which the roll shall be prepared
•
Rule 5 and 6- Roll of each AC to be divided into convenient parts. Last part shall
be for service electors. Electors in one part shall not ordinarily exceed 2000 .
Names to be arranged in each part according to house numbers, unless directed
by ECI / CEO and further be arranged alphabetically.
•
Rule 7- Prescribes the statements and the Forms 1, 2 , 2A and 3, as the case may
be, to be used by declared office holders / service electors
•
Rule 8 A- has been inserted to prescribe Form 6A for application by overseas
electors.
•
Rule 9- ERO or his officials shall have access to registers of births and death and
admission registers of schools and concerned authority shall make the same
available.

Rule 10- Draft Roll to be published at EROs office /if ERO office is not within constituency then at
specified place in the constituency.

Rule 11- Further publicity at polling station and such other mode of publicity as may be prescribed.
o R 11(c) provides for free supply of two copies of each separate part of the roll to every political
party with a reserved symbol by ECI
o One printed copy and other soft copy in CD
•
Rule 12: After draft roll publication, 15 to 30 days ,as prescribed by the ECIare available for filing
claims and objections. Proviso to R 12 empowers ECI
to further extend it by publishing an
notification in Gazette.
•
Rule 13: Prescribes forms 6, 7, 8 and 8A for filing claims and objections etc.
•
Rule 14: Claims and objections can be lodged in person before ERO or such person as designated by
him or by post.

• Rules 15 and 16: List of particulars of forms 6, 7 ,8 and 8 A filed are made in Forms 9, 10
,11 and 11A respectively and exhibited by the designated officer and ERO respectively .
• Rule 17- Application filed after period of C&O and not in prescribed form shall be
rejected.
• Rule 18- If ERO is otherwise satisfied with the validity of any C&O, he may allow the
same without further inquiry after expiry of one week from the date of its entry in the list
exhibited by him on the notice board in his office.
• Proviso to R 18, however, prescribes due inquiry in case the same is demanded in
writing.
• Rule 19 and 20 - Explains the manner of disposal of C&Os.

• Rule 21- Inclusion of names inadvertently omitted in draft. Any statement received after
draft publication from declared office holders or service voters shall be included in the
relevant part of the electoral roll.
• Rule 21A-Suo–motu deletions of names. Proviso to this rule makes it mandatory for ERO
to make every endeavour to issue notice to such person to give reasonable opportunity.
• Rule 22- Manner how final publication is to be made.
• R 22(c) Free supply of 2 copies of finally published roll with supplements to each such
political party which has been allotted an exclusively reserved symbol by ECI. One
printed copy and one CD.
• Rule 23: Appeal against ERO/ AERO’s orders to an appellate officer , as notified by the ECI,
within 15 days from ERO’s order in the form of a memorandum. The proviso to this rule- no
appeal shall lie ,if the appellant has not availed the right of being heard or make
representation to the ERO ,

Rule 25: Types of revisions.
•
Rule 26- Provides for filing of claims and objections during continuous updating period. Applications
to be filed in duplicate. One copy to be pasted at a conspicuous place at the EROs office inviting any
objections within a period of 7 days. If no objection, then will accept , or else pass order after hearing
the objector.
•
Rule 27- Appeals can be filed against order under R 26-in the form of a memorandum, within 15 days
time from EROs order ( delay can be condoned by the appellate authority). Rule 28- Prescribes for
issue of EPICs to the registered electors. ( However no EPIC is to be made for overseas electors)
•
Rule 32- Custody and preservation of papers connected with the roll preparation- till the next
intensive revision
•
Rule 33- Every person has the right to inspect all roll related papers on payment of such fee as
prescribed by the CEO.

Why Aadhaar (EID/TIN)– for De-Duplication of electors ?
The Electoral Roll database with EPIC has few duplicates which need to be removed
De-duplication will be effective, if it is done using an unique identity.
Aadhaar is a randomly generated12-digit unique identity for every Indian individual, with Bio metric features - Enables
identification for every resident Indian
After capturing Bio metrics, EID is issued till Aadhar number is generated centrally.
Linking of UID -Aadhaar with Electoral Database is an effective way of de-duplication.
Aadhaar has the provision of change in address and updating photograph periodically hence linkage will help in keeping
Electoral Database up-to-date.
NPR has unique family linked TIN no. for every citizen, Aadhaar is integrated with NPR
Electoral services in future can be better managed using Aadhaar linkage.

Fidelity of Electoral Rolls
Fidelity of electoral rolls is an
essential pre-requisite for
conduct of free and fair
elections
• This implies that in the e. roll there should not have
• any name missing
• any surplus name (dead/ shifted) or
• duplication of any entry
Electoral malpractices like bogus
voting and impersonation, in a
large part, result from defective
system of voter registration.
For enhanced participation of
electors in the electoral process
and reducing the electoral
malpractices, it is essential
• to improve the registration processes which will in turn
• increase the fidelity of the electoral rolls.
Types of Electoral Roll Revision

• Normally takes once in five years,

• Done every year sometime in October-November

Continuous Updating
In between revisions any person can make a claim or objection to the
Electoral Registration Officer, and ERO disposes of the claim or objection.
The process of continuous updating is stopped during an election from
the last date of filing nominations till the declaration of results
All names in the electoral rolls on the last date of filing nominations are
the eligible electors for the election eligible to vote
Before elections, applications under continuous revision can be accepted
up till 10 days before the last date of nomination
Emphasis should be on quick disposal, within 10 days, so that names can
be added in the rolls on the last date.
Precautions to be taken for Prevention of creation of duplicates
Filling part IV of form 6 is made a
mandatory field
Ensure that Part IV is filled up
Indicate the punishment for giving
wrong information
If previous address/ enrollment given
in part IV, then take a photocopy of
the form and send to concerned ERO
for deletion.
• Can be rejected if not filled up
• Online form would not be accepted without it filled up
• Offline, BLO should ensure that the same is filled up – should not
accept without it being filled up

The Supervisory / Monitoring Officers shall be trained suitably. ECI has approved a
payment of Rs.5000/-per supervisor (8-10 PS) as remuneration for NERPAP
They shall conduct periodical field visit and monitor the work of BLOs closely.
They shall report on the progress of the Programme to the ERO/AERO then and
there.
The Supervisory / Monitoring Officers shall suggest corrections, to suit the local
needs.
Booth Level Officer (BLO) - THE KEY PERSON
Who is a Booth Level Officer ?
He is responsible for maintaining the updated electoral roll of the assigned part area under the control and supervision of
Election officers
Is appointed Under section 13B(2) – R.P. Act,1950 - by the ERO with prior approval of DEO concerned.
One BLO - one part and local BLO preferable,
Preferably state Govt./local authority employee.
In certain cases, retired Govt employees for urban areas are also permitted.
Central Govt employees ,if willing and only in exceptional cases.
Section 13CC applies to BLOs also - they function under the control & supervision of ECI/CEO.
Each BLO will be issued a special kit and photo I card and is entitled to cash incentives /remuneration as per prescribed
rates.
Punishment for willful default u/s 32 of RP Act 1950.
On the poll day , he is present at polling booth with voter’s slip and extend all assistances on the day
Role and Responsibility of BLO’s
Conduct a door to door visit.

Collect particulars about Absent, Shifted. Dead Electors
Verify Aadhaar particulars vis-à-vis the electoral roll particulars of each elector to ascertain

verification of the rolls and collect the forms.
Laptop shall be mobilized and offline data entry shall be made which shall later be appended
to the central server.
The services of the Booth level volunteers with laptops shall be utilized on the special camp
days.
Shall lead the BLAGs for creation of awareness. ECI has approved a remuneration of
Rs.2000/- Per BLO for suceesful completeion of this NERPAP

Special Hearings
Two days preferably every Monday and Wednesday- DEOs to finalize the days for each AC
Between 3 pm to 5 pm in their offices
Date, place and time of special hearing of NERPAP will be published in each of the offices
and shall be disseminated for the information of all electors.
Make available required infrastructure to enable ERO’s / AERO’s for speedy disposal of the
claims and Aadhaar no. feeding and seeding along with entering the contact details of
electors in the Electoral rolls.
CSCs may be tagged with the EROs/AEROs at the location of special hearing for online
capturing of the claims.

Seeding of Aadhaar by EROs
ERO shall take final decision with regard to seeding of Aadhaar number fed by electors / entered on
NVS portal.
Before seeding of Aadhaar, the ERO will make thorough comparison between details and image of
elector available in the EPIC database and details and image available in UAIDAI database.
For this purpose, ERO offices will be using PCs with specific IP addresses.
CEOs will obtain IP addresses of PCs being used by ERO and inform the same to the Commission.
These IP addresses will be provided to UIDAI for white listing.
This will enable the concerned ERO to access and see photo and details from Aadhaar database
through a web service provided by UIDAI

final decision as per the procedure laid down below : First, ERO will login to nvsp.in through login and password
provided.
