Biography
MEC Paul Arturi
Grand First Principal, Grand Chapter of Royal Arch Masons of Quebec 2013-2014
Born in Florence, Italy on March 21, 1945 his family moved to Canada in 1956 and settled in
Quebec City. He attended St. Patrick’s High School and later, Laval University Faculty of Administration.
Was employed by the Quebec Ministry of Intergovernmental Affairs and was posted at the Quebec
Government House in New York. Upon his return to Quebec he was employed by the Quebec City
Transit Authority where he retired after 33 years, the last fifteen of which as Head of the Procurements
Department. He married Ginette Bélanger in 1975 with whom he had two children, Geneviève, an
administrator for an Ontario hospital and Alexandre a Quebec City firefighter. His Masonic progression is
shown below.

Opening of Grand Chapter
MEC John Leide called the Companions to order at 1:30 a.m. and being assured by the
Grand Scribe Ezra, MEC Charles André Bräun, that a constitutional number of Chapters was
present, requested the Grand Director of Ceremonies to inform MEC Paul Arturi, Grand First
Principal that the Grand Chapter was assembled and awaited his pleasure. The Grand Council,
thereupon, entered and assumed their stations and the Grand First Principal declared the 137th
Annual Convocation opened in ample form.
MEC Charles André Bräun, Grand Scribe Ezra, read the Notice calling the meeting, and, on a
motion duly proposed and seconded, it was unanimously resolved that the agenda be accepted.
On a motion duly proposed and seconded, it was unanimously resolved that whereas the
Proceedings of the 136th Annual Convocation had been printed and circulated, they be confirmed
as printed.

Most Excellent Companions, Right Excellent Companions, Companions all. It is my privilege
and honour to welcome you all to this 137th Annual Convocation and I thank you all for being here in
such great numbers. Without you there would be no Grand Chapter and no convocation. So, these
proceedings are really more about you than they are about Grand Chapter.
Chers Compagnons, dans vos grades et qualités, c’est pour moi un privilège et un honneur de
vous souhaiter la bienvenue à votre 137e Convocation Annuelle. J’ai bien dit « votre » Convocation, car
sans vous il n’y aurait ni de Grand Chapitre ni de convocation. Cette assemblée est donc davantage pour
vous que pour le Grand Chapitre et je vous remercie d’être présents en si grand nombre.
I would like to especially welcome our distinguished visitors from other Jurisdictions. Your
presence adds much to our proceedings and we appreciate your taking the time out from your busy
schedules to be here with us. I hope your stay in Montreal will be a very pleasant one and I wish you a
safe return home.
It seems like yesterday that I was elected as your GFP and here I am making my year end report.
Time flies by; I suppose this is indicative of a busy year which, indeed, it was. My objective today is to
give you a clear understanding of what we have done over the last 12 months and what the situation of
our Grand Chapter is.

THE YEAR IN REVIEW
This year actually marks the culmination of a 3-year program that aimed at modernizing and
streamlining the administration of Grand Chapter and that of the constituent Chapters. For your better
understanding, let me remind you of the actions that were taken in the first two years:
- The Constitution was translated into French;
- All forms were revised, translated and made available on the website;
- All the instruction manuals were revised and, where applicable, translated and several new ones
were added; all are available in electronic format from our Grand Scribe E;
- The website was restructured, new pages were added including a photo gallery;
- The Chapters were restructured into two new Districts;
- The One Step Forward presentation was made available in both languages;
- The Standing Committees were restructured and their mandates were revised.
When I took office a year ago, I gave several mandates to our Standing Committees. These are
the principal ones:
I asked the Jurisprudence Committee to review the Constitution in its entirety in order to remove
ambiguities, fill loop-holes, etc., while taking into consideration any amendment that might come from
the other committees. They did a remarkable job and proposed a number of amendments which were
distributed to all Chapters and which you will later today be called to vote upon. Some of these
amendments are simply a question of semantics while others propose significant changes. As you have all
received a copy I will not dwell upon them, but I wish to emphasize that these changes aim at making the
management of Chapters easier and not more complicated.
To the Finance Committee I asked that they ascertain if the finances of Grand Chapter were such
as to enable it to meet its financial obligations and to propose any action they deemed necessary. Their
conclusion was that our financial situation is sound and that no increase in fees is required at this time.
They did, however, propose a constitutional amendment as regards the early acquisition of Life

Membership. With this exception, none of the amendments that are submitted to your approval today
have any financial consequence whatsoever for the Chapters.
I also set up an Ad-hoc Committee on Grand Chapter Regalia with the mandate to take inventory
of our regalia, evaluate its condition, verify if it conforms to the Constitution and verify if our
specifications generate an additional cost compared to those of other Jurisdictions. Their finding was that
our requirements are not an additional cost factor, but several of our Officers’ regalia do not conform to
the Constitution and others are in bad shape and need to be replaced. They also felt that some articles of
the Constitution needed to be clarified in order to avoid future errors. Their proposed amendments are
included in the notice of motion that was sent to all. They also identified a new source for the purchase of
regalia at a cost much lower than what we were used to. Thus, you can now purchase a Companion’s suit
for about $80 and a Grand Officer suit for about $120. The Committee was not able to complete the
inventory due to the difficulty in getting hold of the regalia issued to the various Officers; therefore, I
recommend that their mandate be extended for another year. I furthermore recommend that the Grand
Chapter replace those regalia items that are inadequate or worn out. Such an expense could be spread over
more than one year depending on the financial situation.
On the topic of education I asked the Rites and Ceremonies Committee to look at the possibility
of producing a tutorial video on the opening and closing of a Chapter. I have been informed that it is
feasible but that it will take some time. Consequently I recommend that this mandate also be renewed for
the coming term.
MEMBERSHIP
It’ll come as no surprise if I tell you that our membership is more or less stagnant and has been so
for several years. We do not observe any significant increase or decrease in any given year; we’re kind of
standing still. This is not necessarily bad, but we must realize that it is not a viable option for the long
term. Any entrepreneur will tell you that if you do not go forward it is tantamount to going backwards.
From the summonses that I receive I see that there is a steady inflow of candidates which unfortunately is
offset by an equal outflow. And since deaths alone do not entirely explain that, we obviously have a
problem retaining our members. In truth, this problem is not unique to us and all branches of Masonry
experience it to some degree. Moreover, there is little the Governing Bodies can do to make your
meetings more interesting. The solution rests with you, and if there were a piece of advice I could pass on
to the Principals of our Chapters, it would be to never suffer to hold a meeting where there is nothing
going on. Think about it, how many of us are interested in going out on a cold winter night to attend a
meeting where the main event will be to approve a $20 bill from the Scribe E? There is much more that
you can do and all it takes is a little imagination and advance planning.
Having said this, I believe that our future is bright. For several reasons there is a renewed interest
in Freemasonry and it is totally within our power to cash in on this trend. All we need do is to take our
message to the Master Masons in our Craft Lodges. As I have mentioned on many occasions, in this
jurisdiction there are between 250 and 300 new Masons that join the Craft each year and about 80% of
them go on to become Master Masons. That is the equivalent of almost half of our membership, which is
a huge potential for growth. This new generation of Masons is not necessarily familiar with the Royal
Arch or any of the higher degrees in general, and it’s up to us to awaken their interest. They are eager to
learn and eager to discover further light in Freemasonry; and the Royal Arch has some of the most
beautiful and meaningful degrees of any branch of Masonry. So I see this as a win win situation. We have
given you an excellent tool with the One Step Forward presentation and it’s now up to each Chapter to

put it to good use. The feedback I have received from those who have tried it is that it works. So
Companions, just do it! I guarantee that your efforts will not be in vain.

DISPENSATIONS
I authorized only one dispensation during the year and that was to permit Mount Sutton Chapter
to move to a new location and to hold their meetings without the Warrant present as they lost theirs in the
fire that ravaged their building.

LEADERSHIP AND RESPONSIBILITY

During my visits to the Chapters, I addressed the topics of leadership and responsibility. I will not
bore you with all that at this time, but I would like to remind you that those who have the capability, and
in my opinion that means just about all of us, must get involved in the affairs of our respective Chapters,
especially during difficult times. This especially applies to Past Principals. Going through the chairs is not
a one-way ticket to the pasture. On the contrary, you must stay involved and serve in whatever capacity
may be required of you. That, my friends, is responsibility. I am telling you this because the same is true
at the Grand Chapter level. Applications for Grand Office appointment are few and far between. Need I
repeat that the Grand Chapter is you; and if you don’t get involved, then who? It is also my duty to
remind you that Royal Arch Masonry is the gateway to the entire York Rite branch of Masonry and it is
our collective responsibility to ensure that that gate remains open to all Master Masons. So, I invite you to
step up to the plate and get involved either as an Officer or as a member of a committee. We don’t require
supermen; just a few good men with a good sense of responsibility.

Grand Chapitre. L’avenir à long terme de l’Arche Royale repose sur vous et nonobstant la situation
linguistique actuelle, il n’est pas trop tôt pour que vous commenciez à prendre votre place au sein de ce
Grand Chapitre.
In closing there are a few people that I wish to thank. First of all the Grand Council, R.E.C.
Douglas Hall and R.E.C. Geoffrey Mecham for their support and for accompanying me on my visits
whenever they could. Our Grand Scribe E, M.E.C. Charles Bräun with whom I was in almost constant
communication and who assisted me in all facets of my job. The Grand Officers, the committee Chairmen
and members who all worked hard to comply with my demands.
I also thank our Grand Superintendents of District, R.E.C. Wilfrid Laflamme and R.E.C. Georges
Séraphin and congratulate them for a job well done, even if the circumstances were not always
favourable. I hereby confirm both of them with great pleasure in their rank of Right Excellent
Companion.

My biggest thanks go without a doubt to my Grand Director of Ceremonies who, as you may
know, is a personal appointment. When I first approached him with the idea he expressed some doubt due
to his limited knowledge of English, but to me that was not a consideration. I am happy to say that R.E.C.
Richard Robert supported me to the utmost of his capabilities throughout my term of office and that his
performance went way beyond the call of duty. He was with me not only on my visits to the constituent
Chapters, but also on all my visits to other Jurisdictions. In every instance he made our travels much more
pleasant with his varied and colourful conversation. And, I must say, he also improved his knowledge of
English by one hundred percent. Richard, un gros, gros, merci mon Frère. It goes without saying that I
confirm him in his Past Grand Rank.
Finally, I thank all the Companions who elected me to this high office. It was a great pleasure to
serve as your Grand First Principal and it was certainly the highlight of my Masonic career. To the new
Grand Z, I pledge my support and wish him a very successful year.

The Grand Chapter of Royal Arch Masons of Quebec
This committee has received and reviewed the Grand First Principal’s Address and we are
pleased to report that it conforms to the Constitution of the Grand Chapter of Quebec.
To all Companions present and especially our guests from sister Jurisdictions at this our 137th
Annual Convocation we join with our Grand First Principal in wishing you a warm fraternal welcome.
May your stay with us be both profitable and enjoyable.
It is with saddened heart that this committee joins our Grand First Principal in mourning the
passing of Companions this past year; their presence will be missed. We offer our most heartfelt
condolences to the bereaved families.
We have reviewed Most Excellent Companion Arturi’s visits and we are pleased with the active
schedule he has maintained representing our Grand Jurisdiction. All Chapters under this Grand Chapter
were visited as well as six sister jurisdictions.
The committee also agrees with the Grand First Principal’s decision to confirm in rank the elected
and appointed officers of this Grand Chapter who have served in 2013-2014. As noted by him, all have
served with competence and dedication.

Four meetings were held during the year; April 30, 2013, September 17 ,2013, January 21,2014
and April 10, 2014. Attendance at the meetings ranged from fair to poor in spite of timely reminders from
the Grand Scribe Ezra .Council members of the various Chapters should be encouraged to participate
although they rarely attend.
Although the idea of a mandatory two year term of office was not well received last year, several
officers elected to carry on this year and next to assist the Grand Council in its search for suitable officers.
The Ad Hoc Committee on Grand Chapter Regalia, under the chairmanship of REC Richard Robert has
made excellent progress in its continued efforts to complete its task. It has prepared a binder, complete
with pictures of the various Aprons, Collars and Jewels. This committee will be carried over to the next
term with a renewed mandate. Its members are commended for their efforts.
The Committee on Jurisprudence, Grievances & Appeals, under the chairmanship of MEC John
Leide, has completed a review of the constitution and will present an amendment to the Constitution at
the Annual Assembly April 26, 2014. They are to be commended for an excellent review.

Many Chapters have succeeded in increasing the number of their average attendance. All
Chapters are urged to maintain the effort to get absent members to attend. It can take less time and effort
to return an absent member to a meeting than to find a new member.
Insurance
Two Chapters still do not appear to have any liability insurance and this is a cause for concern as
it exposes both the Chapter and Grand Chapter to claims for damages, Liability coverage should be
mandatory.
Ritual Work
The quality of the work is reported as good but some Chapters are not making any effort to put on
degree work for the Grand Superintendent of District’s Visit of Inspection. The Grand Superintendent of
Districts must insist on this but this committee understands the extra time and cost this puts on the
Superintendents and the Chapters should be aware of this problem. Chapter opening and closing is
become very ineffective and lazy with some Principals not taking care even to read the ritual correctly.
The committee feels that there is no excuse for badly reading the ritual and could be easily solved by
having a Chapter rehearsal.
Once again this may be a time to re visit the idea of a ritual team made up from all the Chapters
that will be willing to visit Chapters and help improve their Ritual.
Health of the Chapters
Three Chapters have come to the notice of the Grand Superintendents as being in distress.
Mt Lebanon-Lakeshore No. 20 has had a particularly difficult time with absent Chapter Officers and
unobtainable documentation, it is with pleasure that this committee can see a reversal of this trend with
many members and Officers working hard to restore this Chapter back to life.
Fairmount No. 14 was heading for a major breakdown in harmony but after much work by the members
and help and advice from the Grand Superintendent next year should see a vast improvement in
Fairmount Chapter.
Mount Horeb No. 6 has not had a successful regular meeting since September 2013 and failed to
hold a regular meeting for the Grand Superintendent’s Inspection. The Scribe ‘E’ has gallantly tried to
encourage and persuade the Chapter members to attend a regular meeting or even a GP meeting to seek to
resolve their problems but the Companions could not find the time to meet. The recommendation of the
committee is that Mount Horeb No. 6’s Charter be withdrawn.
Entitlement of Grand Officers
It is the opinion of this committee that R. Ex. Comps. Georges Séraphin and Wilfrid Laflamme
Grand Superintendents of District West and East together with R. Ex. Comp. Richard Robert, Grand
Director of Ceremonies have performed their duties in an exemplary manner and recommend that they be
confirmed in their titles of Right Excellent Companions.

Conclusion
Overall the chapters are well managed with the great assistance of the Scribe Ezra of each of
them.
The harmony in the Chapters is, in the main, good with many new Chapter members showing a
very healthy interest in the Ritual and the running of their Chapter. Increasing the membership must be
the priority of all Chapters but it is as important to remember that the membership must have a better
reason to attend not just to listen to minutes and deal with the business of the Chapter.
The authorized ritual was respectfully followed as due by the constitution and the degree work
that was witnessed was mostly completed by memory. We must never forget that a candidate is watching
and learning from all the officers and any mistakes will have an impact on him.

The Grand Chapter of Royal Arch Masons of Quebec
As Grand Superintendent of East district, here is my 2013-2014 report.
I have visited the 5 chapters of my jurisdiction. I visited twice the Fairmount Chapter, they
had some difficulties with a few members. I spoke with a Member and he told me that the problems
are almost all solve and they have 3 new candidates. Good news for them.
I believe that Mount Horeb have major problems. If they don't work hard to solve the situation,
they could lose their Charter. The future of Mount Horeb Chapter belongs to the good will of their
members.
The three other Chapters are doing very well. Stadacona and Golden Rules are models to follow.
Mount Sutton, after a fire, seem to go very well .They found a new place and work hard to finish the
installation of their new Chapter.
I had pleasure visiting my Chapters. I made new friends and perhaps a few enemies.
That is the risk of being voluntarily involved.

I am pleased to submit to your attention my final report for the district West activities during the
year 2013-2014.
Based on the Grand Council schedule visits, my official visits schedules to the Chapters of the
Disctrict went very well and were on date except the one of Mount Lebanon-Lakeshore postponed to
another date because of the defection of some key members.

During those visits, my delegation and I was received with all respect due to my rank. And in all
occasions, the officers have renewed their allegiance to the Grand First Principal, M.Ex.Comp. Paul
Arturi and the Grand Chapter of Royal Arch Masons of Québec.
The chapters are well managed with the great assistance of the Scribe Ezra of each of them. As
we know, the position of the S.E is one of the most important tasks in a chapter. And I can assure the
Grand Chapter that all S.E in place now do their best to maintain the chapters in good health.
The decorum among the members was exemplary and the Chapter was in good harmony. The
opening and the closing were done correctly, generally speaking, but some officers need to have a better
preparation and to be more confident and do a better job.
Some chapters are in good standing to live a long-term existence because of their increasing
memberships. Others are in a process to recruit new members to survive. I found this point very important
because I have noted that some Chapter is in a critical position not having new members to accomplish
some tasks.
About the work, let’s say, the authorized ritual was well respectfully followed due to the
constitution. And for the degree work that I was witnessed, most of the officers have memorized the
ritual, specially the elder. But I agree with the Grand First Principal that a good reading is better than a
poor memorization. We shouldn’t forget that the candidate is learning from the officers and any mistake
will have an impact on him.
I wish and hope the chapters will have more Masonic education given to their members.
Something to absolutely avoid is to give up a position as officer in a chapter when no-one in
available to step in immediately. Doing so, the chapter will be unfortunately put in jeopardy.
Allow me to deplore not having a significant number of past Grand Officers and current First
Principals in my delegation for some visits.
My final recommendation is a two years mandate for an officer to make sure that the chapter has
time to prepare new candidates to become officers.
Many thanks to the Excellent Principals of all the chapters and their members for their warm fully
welcome and the Grand Honours. I take this opportunity to congratulate all officers of my delegation,
specially the District Representative, Jean Marseille, always present at my visits.
It was a rich and profitable experience for me and with respect and gratitude, my heart fully
thanks to M. Ex. Comp. the Grand First Principal for giving me the privilege and the great responsibility
to represent him within the West District as the Grand Superintendent. A second year term would be more
helpful, but for professional reasons I just can’t.
May the Grand Chapter of Royal Arch Masons of Québec flourish for the benefit of its members

I am pleased to present this report of the Grand Treasurer and since it is my last report I would like
to wish my successor the very best and thank him for accepting this Office. This report is for the period of
March 1/2013 to February 28/2014. We have a bank balance of $3,691.91 as of February 28, 2014 and we
had $5,534.47 as of March lst 2013.
We will have to start being very careful with our expenses. We are operating on a very small
budget for the year and we still manage to get everything paid and end with a small loss,
We must thank the Grand Council and Most Excellent Companion Charles Braun for their
dedication in keeping the expenses as low as possible.
It has been a pleasure this year working with the Finance Committee and R.A.M Masons Fund
Committee. I commend all the Companions on these committees for their hard work and dedication to
Royal Arch Masonry. Also I have to express my sincere appreciation to V. Ex. Comp. Elias Kawkab for
all his help in doing the audit and working with me to make my work much easier.
I would like to thank MEC John Leide for his Finance Committee Report and I have included a
copy with this report.
Before closing this report I want to thank M. Ex. Comp Charles Andre Braun for all his help in making
the Treasurer's job much easier. It has all been much appreciated Charlie. Also my Thanks to M. Ex.

My examination included a general review of the accounting procedures and such tests of accounting
records and other supporting documents that I have considered necessary in the circumstances. In my
opinion, the INCOME STATEMENT presented herewith for the said year reflect, in all material aspects,
the results of its financial activities for that year in accordance with the generally accepted accounting
principles applied on a basis consistent with that of the preceding year and to the best of the information and
documentation received for THE GRAND CHAPTER OF R.A.M. OF QUEBEC.
Also, since it is the first year that a Balance Sheet is produced, I can fairly say that it reflects the
financial position of the GRAND CHAPTER OF R.A.M, OF QUEBEC except for the value of the Regalia

At the May 2013 meeting of the CGP, the Grand First Principal gave the committee a three-fold
mandate with regards to Grand Chapter Regalia which was expressed in the following terms:

1 – To complete the inventory of GC regalia to be presented in a binder with a page for each item
including: picture, description, general condition, conformity with Constitution, current cost of each
item.
2 – To submit a report on current constitutional description and whether it is appropriate, renders supply
more difficult and/or more expensive and propose any amendments that may be required.
3 – Identify at least 2 reliable suppliers and propose a replacement schedule for old regalia.
Accordingly, we are pleased to present the following report.
1. Inventory, condition, conformity and cost of regalia
We were not able to finalize a proper book with photos of each item basically due to the difficulty
in getting hold of the regalia that was consigned to the several officers. There is a very brief window
where the regalia are all at the same place at the same time and that occurs once a year during the Annual
Convocation. We shall again attempt to complete that task at the next Annual Convocation. That being
said, we were able to photograph and examine some of the regalia items and our observations are listed in
Schedule “A” appended to this report.
In our inspection, we considered four items for each of the officers: the apron, the collar, the jewel and the
sash. For the officers not entitled to a tricolour sash we omitted this item since they all wear the usual
double indented sash of the Craft. In addition to the evaluation of the general condition, Schedule “A”
includes comments regarding the conformity with the Constitution. Indeed, we found that several items
do not conform.
Our inquiry into the cost of the regalia was limited to the aprons and sashes. The supplier we
questioned has a single price for all the aprons of Grand Chapter: $60.00 US. The tricolour sash costs
$30.00 US. Since the supplier is located in Asia, once you factor in the shipping, and import fees the cost
comes to approximately $120.00 US for each suit. The same from a Canadian supplier comes up to well
over $250.00.
2. Constitutional description of the regalia
The main question in regard of this part of the mandate was to establish if our constitutional
requirements were such as to render our regalia more expensive than that of other Canadian jurisdictions.
The answer to that is definitely no. The supplier we questioned confirmed that they have absolutely no
problem in reversing the colour scheme according to our requirements at no additional cost.
In general we found the constitutional description of the regalia to be adequate, but there are a
few exceptions, explained hereafter, where we felt that a clarification was required and for which we
propose amendments to the Constitution. These amendments are found in Schedule “B” appended to this
report.
1. Article 10.1 which describes the Grand Chapter apron mentions a “crimson and purple ribbon
to be bound with gold braid”. We were not able to establish what this ribbon is nor where it is located on
the apron. We therefore propose that this phrase be deleted. Furthermore, we felt it was appropriate to add
that the device of office located on the apron is to be “surrounded by a stalk of corn and a branch of
acacia” as this is what is found on most aprons.
2. We also propose an amendment to Article 10.2 which describes the tricolour sash, but the
reason for this is simply that we felt the last phrase of the current article was not in its proper place. The
amendment does not change the substance of the present article.
Article 10.6 describes the robes to be worn by Grand Officers. We were not able to establish
when was the last time that such robes were actually worn and common sense would dictate that we
delete that article. We refrained from that simply because the Councils of constituent Chapters actually
wear those robes on a regular basis and we felt that if we eliminated that requirement for Grand Chapter
we would have to do the same for constituent Chapters. We therefore propose an amendment that renders
the wearing of the robes optional in both Grand Chapter and Chapters.

4. Articles 34 and 34.1 describe the aprons and sashes to be worn by Companions and Principals
of Chapters and centennial Chapters. We felt that these descriptions were confusing and do not reflect the
actual situations that we observed in our Chapters, centennial or not. We also felt that the obligation for a
Companion to have his regalia modified when he becomes a Third Principal, then again when he becomes
a Second Principal and the again when he becomes a First Principal was an unreasonable expectation due
to the cost involved. We propose amendments to both of these articles in order to clarify exactly who
wears what.
5. Article 34.3 requires that the word “Quebec” be written on the pin bar of the jewel of the
Order. The increase in cost of such items in the recent past has prompted some suppliers to offer a
“generic” jewel with no inscription on the pin bar. If we wanted to switch to such a generic jewel at any
time in the future, we would have to amend the Constitution prior to that. We therefore propose that the
“Quebec” requirement be deleted. This will not impede us from ordering jewels with the inscription, but it
might avoid us the trouble and expense of having to amend the Constitution in the future.
6. An amendment is proposed for Article 34.5 in order to be more specific as to which Past
Principals the article refers.
We wish to point out that many current Grand Chapter regalia item do not actually conform to
their constitutional description. Discrepancies can be found in the colour scheme of the aprons as well as
in some jewels of office. An example of this is the background colour of the clasp (triangle) found on the
sashes. It is widely believed that that colour should be crimson for the GFP, purple for the GSP, blue for
the GTP and white for all other officers. In fact, Article 10.2 states that the background colour is crimson
for all elected officers, the GSD and DC. As for appointed officers, Article 10.3 dictates that they wear
the same sash as First Principals which, according to Article 34.1, has a crimson background on the clasp.
Schedule “A” mentions all the discrepancies that we have identified.
As a final word we wish to point out that the letters G.C.Q. found on many aprons are not a
constitutional requirement. They not only constitute an additional cost item but they also can have a
negative effect on the positioning and size of the device of office. We therefore recommend that these
letters be no longer placed on our aprons.
3. Reliable suppliers
The suppliers of Masonic regalia in general are quite numerous but most are located outside
Canada. We are all familiar with Dominion Regalia who has had a quasi-monopoly over Ontario and
Quebec for many years. We have identified two other suppliers who offer good quality items at
reasonable prices:

A detailed procedure on how to order from the Pakistani supplier has been written and should be
distributed to all constituent Chapters.
Conclusion
In conclusion we consider that items 2 and 3 of the mandate have been completed. As for item 1,
we respectfully request an extension of the deadline in order to allow us to complete the inventory,
inspection and cataloguing of all Grand Chapter regalia.

Honour Award 2013-2014
The Most Outstanding Companion Honour Award was awarded to VEC Leon Estabrooks
of Fairmount Chapter No.14. Unfortunately, VEC Estabrooks was unable to attend the Annual

Ezra to each member of the Committee on the

Convocation of Grand Chapter or for such shorter
period as he may deem advisable.

to investigate any subject of Masonic complaint
within the Jurisdiction and to give such orders or

Past Principals.

triangular drop-flap to the centre, and an indented

apron. The border of the flap shall be one inch wide
and in the centre of the flap shall be a triangle with
a Triple Tau in the centre. Two gold tassels shall be
suspended by white ribbons two inches wide from
under the flap. Chapters having celebrated their
centenary may add gold braid of a maximum width
of one half inch to the edges of the apron. The sash,
four inches wide is the double indented crimson
and purple sash of the Order with a silk fringe at
the ends. The sash is to be worn over the left
shoulder and under the apron at the right hip.

Order with a cloth four-inch fringe at the ends and a
clasp in the form of a golden triangle with a Triple

First Principal and Past First Principals shall wear
the apron and sash described above but with crimson

Companions of this Jurisdiction are permitted to
wear their Royal Arch jewel within the Craft

de soixante dollars (60,00 $) ou tout autre montant fixé
de temps en temps par le Grand Chapitre, et toute autre
somme qui pourrait être exigée par le chapitre. Les frais
payables au Grand Chapitre doivent lui être remis
immédiatement.

Le chapitre peut stipuler dans ses règlements
que le compagnon qui a adhéré au chapitre pendant une
période non inférieure à trente ans, puisse décider de
devenir un membre à vie, avec plein privilèges, en
payant au chapitre au moment de sa demande, une
somme égale au produit de la cotisation annuelle du
Grand Chapitre multipliée par la différence entre 40 et le
nombre d’années d’adhésion atteint par le membre. La
somme résultant du calcul est remise immédiatement au
Grand Chapitre par le chapitre.

de soie aux extrémités. L’écharpe est portée sur l’épaule
gauche et sous le tablier à la hanche droite.

de cette juridiction sont autorisés à porter leur joyau de
l’Arche Royale dans les loges symboliques de la Grande

tant et aussi longtemps que le demeure l’édit.

Annual Report - 2014
To the Most Excellent;
The Grand Chapter of Royal Arch Masons of Quebec
On April 26th, a Convocation of the Order of the High Priesthood of Quebec was held at the
Montreal Memorial Masonic Temple room 501. The convocation opened at 9:40 in due and regular form
with the presiding president MEC John E Leide in the chair. There were twelve candidates as follows:

from Fairmount # 14, EC Jonas Kringer Vane from Pythagore # 14 QCG (Gabon), REC Sia Kahkeshan
from Mt Lebanon Lakeshore # 20, ECs Cosme Alindé and Jean Marseille from Melchisedech # 31, EC
George Maloley from Coronation # 27, EC Henri-Louis Vincent and VEC Joel Bonn, from Golden Rule
# 1, EC Jack L Monaghan from Union # 19.
These candidates were set apart, anointed, and solemnly consecrated in accordance with the
approved ritual of the Order of the High Priesthood. They received their jewels and membership cards.
Most Excellent High Priest John Moor, a Past President of the OHP of Ontario, and a faithful
visitor to our convocation, was made an honorary Past President of the OHP of Quebec by MEC John
Leide and received a resounding standing ovation by all present.
The Presiding President, MEC John E Leide, called for nominations for the officers for the
ensuing year. The following officers were nominated, balloted for and installed. VEC Allan Marshall,
President; MEC John Leide IPP; VEC Fred Goodrow, VP; REC Robert Alderson, Chaplain; REC Brian
Dillon, Recorder; REC Elias Kawkab, Treasurer; REC Geoffrey Mecham, Herald; VEC Berj Fourounjian,
Conductor; EC Roy Catto, M of C; REC Emile Chaikowsky, Steward; and EC Vince Pace, Sentinel.
The newly installed President VEC Allan Marshall then invested MEC John Leide with his
Past President's Jewel.
