L’ELIANA
LOCAL ELECTIONS 2015
The representation of the political powers at L’Eliana’s town council after
the elections of May 24 will be voted by citizens who have never seen an
alternative system of government to that of the Socialist party.
Besides, there is a new generation of citizens who demand a change
and wish to make their presence felt in the political life, which makes
us seriously reflect on the sense of the proposal contained in this election
manifesto.
Compromís is a political project of confluence of people and organisations
united by our left-wing political affiliation, socially transformative, which
defends environmental sustainability and, at the same time, a belief in the
País Valencià as a living space endowed with a full entity. These ideas
might mean nothing to you.
The deregulation of financial markets and widespread corruption have
encouraged the growth of a speculative economy that led us to the worst
political, economic and social fraud in decades, along with a huge
discrediting of the institutions. Faced with this reality, what is the value
of our proposals?
Some new voters might not know that the controlled democracy we live
in, despite its shortcomings, was not given by the powerful but came
about by a long battle to gain freedom, equality, respect and progress for
everyone. Compromís is well known for continuing these battles and
strives to give politics, economy and society back to their real
protagonists: the people. Against bank bailouts, we will help people, the
people we all make up; we will help our land and our natural resources.
And we will do it from reality, from the day-to-day concerns, with no
messianic solutions conceived in faraway headquarters.
Compromís is the change because we plead for new ways of governance
that place the people in the centre. Compromís is revolutionary
because we support companionship as the driving force to achieve
happiness. Compromís is radical because we tackle the roots of the
problems. With Compromís, we will smile again.
For many years, we have fought against lies, in the political
institutions, in the street, in the courts of justice. We struggled
against the lies of a corrupt political system, of a casino fruitless
economy, of a destruction of our territory and our natural resources, of a
forced expulsion of the youth from our labour market, of a public service
broadcasting that no longer exists, of inefficacious audit institutions, of a
manipulated identity orchestrated by the shamelessness and the
complexes of the manipulators.
Compromís wishes to restore the conviction with which we have
always identified: committed, enterprising, responsible, integrating
people, and in peace with itself. We will regain our pride as part of the
Mediterranean, from which we look ahead and connect with the world.
And we will do so by listening to the people, since it is only through active
participation that we are the true owners of our lives.
This is the manifesto with which Compromís stands for election in
L’Eliana. This is an open text because we wish to count on your vote but,
most especially, we seek to have every confidence in your political will
regarding change. And if it is necessary to rectify, we will do so with
honesty and our love for the truth.
In this manifesto you will find our proposals to enjoy a full and decent life.
We talk about the rights and freedoms of the individuals, about collective
and solidarity rights as means of uniting society, about protection and
improvement of the space that surrounds us. We uphold plurality and
transversality, since our own experiences are plural, and our daily actions
have an effect on all the aspects of reality.
We speak from the experience of our constant labour at the Cortes, the
Spanish Congress of Deputies, the European Parliament, provincial
councils, and town councils, where we contribute with hope and
consistency.
The manifesto is the result of a joint development with the
participation of social groups, associations and local people, who
contributed proposals on the website Eliana.participa.net and got involved
with their ideas and priorities for our town.
These people have also contributed by bringing their knowhow,
their professional experience, their understanding and, most
especially, their wish to give you a useful document that could place our
territory where it belongs, on the map of those peoples that praise
equality and the external projection of the values of democracy and
progress.
There is no possibility of magic solutions but in Compromís we are
blessed to have the valuable contributions of industrious and hardworking people who made this election programme possible.
Most of these people are unknown to you, and will possibly remain the
same when Compromís takes over the government of change in the town
council of L’Eliana. However, they are our present. This is our strength.
ELECTION MANIFESTO COMPROMÍS PER
L’ELIANA 2015
URBAN PLANNING, ENVIRONMENT AND MOBILITY
#L’ElianaSostenible
In Compromís per L’Eliana we think that urban planning policies
must be organised in a different way, with a more adequate
administration of the General Urban Planning, with greater citizens’
participation in the redesign and definition of the town model we
want to have.
URBAN STRATEGIES, SPATIAL, ENVIRONMENTAL AND URBAN
PLANNING
- We will deal with the General Urban Planning (PGOU) more efficiently
by designing a regulated growth of our town.
- Our streets will be a thriving space for social and economic life, with
urban recovery and preservation schemes, removing architectural
barriers, planting trees and setting urban furniture wherever possible.
- We will prepare a study on unbuilt plots and poor housing in order to set
out an action plan for the promotion of a LOCAL HOUSING SCHEME.
- We will demand the CADASTRAL REVIEW of the property with the aim
of adjusting their value more fairly in accordance with the current state of
affairs, with the subsequent reduction in taxes.
- We will promote housing REHABILITATION AND CONSERVATION
with local economic support.
- We will make more visible the PUBLIC CAR PARKS that already exist
near shopping and services areas, improving their access. Besides, we
will review parking time allowance in these areas, which must be visible,
accessible and allowing enough parking time.
- We will establish a system of affordable rental housing that ensures
payments for tenants and benefit the most disadvantaged people.
- We will demand an improvement of the regular bus service that
connects L’Eliana with Valencia and Llíria, along with the establishment of
a more efficient bus service that connects all the districts in the Camp de
Túria.
- We will demand the IMPROVEMENT OF THE METRO LINE, with more
connections with the districts, improved scheduling and the rationalisation
of fares, with discounts and advantages for young people and long-term
unemployed, under-resourced people, who are in need of a better service
to look for a job.
- We will complete the basic infrastructures of all the town streets in the
next four years.
RESIDENTIAL AREAS
- We will promote active participation and information through regular
meetings with the residents’ associations.
- We will implement a SEWAGE MANAGEMENT PLAN to stop polluting
and to have a basic sewerage system, especially in the area of the new
cemetery, where lack of sewers makes wastewaters to flow into
rainwaters.
- We will foster Urban Planning and Management to provide the more
adequate and reasonable solutions to the urban problems in the
residential areas.
- We will design a strategic programme and an action plan for the
provision of the basic services and conditions for the neighbourhoods on
the outskirts. Our aim is to effect a rational, sustainable and economically
viable urban development for all homeowners.
- We will explore the execution of appropriate urban works to address the
current housing needs in undeveloped land through a scheme to
minimise environmental impact, and financed through special taxes (art.
210-212 LOTUP MB).
ENVIRONMENT
- We will revise the convention with the hydroelectric dam in our
municipality which continually pollutes totally free of charge. We will claim
the payment of adequate local taxes.
- We will claim WATER AS A FUNDAMENTAL RIGHT and we will
therefore demand the start-up of the denitrification plant without resulting
in additional tax burden for our citizens. In case of legal dispute between
the administrations for economic reasons, we will set out the necessary
arbitration procedures.
- A proportion of the budget will be channelled to help those families
without the necessary resources to install in their homes a double pipeline
for the good use of denitrified water.
- We will reclaim the municipalisation of the water services.
- We will reactivate Agenda 21 for the further implementation of
sustainable development by carrying out all necessary actions.
- We will promote the Municipal Office for the Environment in order to
monitor compliance with sustainability and environmental policies.
- We will favour and promote the use of eco-friendly means of transport
like the bicycle, and we will create adequate networks for the use of these
means between the residential areas and the town. We will also foster
awareness-raising campaigns for our citizens.
- We will implement a programme for car sharing.
- We will develop environment-related educational programmes to raise
awareness and stimulate civic involvement.
- We will reduce the levels of air, noise and light pollution.
- We will organise civic education campaigns within the Waste
Management Plan in order to reduce waste, reutilise and recycle.
- We will encourage the implementation of biomass for energy production
by making use of the mulched tree pruning.
- We will adopt bioclimatic building regulations in all local building works,
thus nurturing sustainable architecture.
- We will also develop the electrification of local vehicles and the
installation of free charging points.
WORKS AND SERVICES
#L’ElianaPublicaIDeQualitat
Compromís per L’Eliana proposes the progressive recovery of the
outsourced services to return to public service management, which
provide citizens with better quality for lower costs.
SERVICES
- We will centralise waste collection and cleaning services management
through a local public company.
- We will review GARDENING contracts for public management.
- We will support the use of new technologies like ONU (communication
and information instrument) between the town hall and the citizens.
- We will the green and sustainable purchase and public contracting in the
town hall.
- We will promote the implementation of a Waste Sustainable Processing
Plan in the districts (biomass).
- We will explore the replacement of the local public vehicles for electric
or biofuel vehicles when their useful life cycle ends.
ECONOMY, PUBLIC FINANCE AND HOME AFFAIRS
#L’ElianaReactivadoraEconómica
We want to pursue economic policies centred on the real needs and
possibilities of the citizenship that strengthen L’Eliana as an
emergent city for workers, small and medium-sizes businesses,
retailers and professionals. It is necessary that we promote and
agree on a 15-year STRATEGIC PLAN on what we want to be as a
town and as a society, with an aim to boosting the economy,
achieving rational development and obtaining quality life standards
for our citizens.
SECURITY, CIVIL PROTECTION AND TRAFFIC
- We will step up the presence and visibility of law enforcement officials in
neighbourhoods, residential areas and in the fields. We will promote the
body of community police officers and strengthen night services.
- We will also reinforce the local police specially devoted to gender
violence and child protection.
- We will update the Civil Protection Plans and will propose that the group
of volunteers of L’Eliana be increased.
- We will eradicate the drug-trafficking hotspots.
PUBLIC FINANCE
- We will demand the Cadastral Review, as it was last reviewed 5 years
ago and property value has decreased in this period. Consequently, the
citizens of L’Eliana will benefit in certain taxation situations (IRPF,
transfers, etc.) without prejudice to the income of the town hall, which will
be maintained through an adjustment in the property tax (IBI) rates.
- We will facilitate the payment of general and municipal taxes with tax
relief policies.
- We will implement protocols for the rationalisation of spending and we
will carry out an improved inspection of the collection of local taxes.
- We will boost economic policies to consolidate L’Eliana as an emergent
city for workers, small and medium-sizes businesses, retailers and
professionals.
- We will propel co-operativism as a form of entrepreneurship and a
decisive factor in the generation of wealth and welfare.
- We will create a municipal “bank of land” for unemployed people to have
the chance of growing and selling their produce in the local markets.
- We will work on participatory budgeting.
- We will demand that in new hires the concession holders to allocate a
1% of the budget for cultural activities.
- We will establish tax mechanisms to give a new impulse to local
economy and business activity.
- We will reclaim the maximum possible resources from the Regional and
State Administration and we will have responsibility for their
implementation.
- We will issue a tax ordinance regulating taxes for occupation of the
public thoroughfare in loading and unloading work in local businesses
(with an aim to repairing damaged pavement, covering the cost of traffic
management and occupation of public thoroughfare).
- We will issue a tax ordinance regulating public fares for the use of
municipal land.
- We will issue a tax ordinance regulating the fractioned and deferred
payment schemes for bills with regular due dates.
- We will issue a tax ordinance regulating prospections in soils of public
use and any removal of pavement flooring in public roads.
- We will issue a tax ordinance regulating the display of advertisements in
public thoroughfare.
- We will issue a tax ordinance regulating the realisation of special actions
for traffic management.
- We will request the Generalitat Valenciana (Valencia Regional
Government) and the Diputación (Provincial Council) to pay their debts
for grants and financing agreements.
- We will audit the accounts of the town council, with a special focus on
undeclared or mask debts in other budgetary items or periods.
- We will consider the termination of some private contracts and the
commitment of the town council to save on the VAT and industrial benefit.
ECONOMIC PROMOTION, EMPLOYMENT, TOURISM AND HERITAGE
AGRICULTURE
“#lElianaVerda”
We must work on progressively recovering the size of the primary
sector which L’Eliana had had in previous years. The crisis has
turned this sector into a refuge from current professions. Besides, it
has raised a surge of interest among population in general. For
these reasons, we propose:
- The preparation of a Comprehensive Scheme of Protection and
Recovery for the old garden as a natural space and a green belt of the
town.
- The creation of the Local Agriculture Council as a key body to listen to
the voice of the farmer and growers and to respond to their demands.
- The subsidisation of small cooperatives and other agricultural
associations by promoting the establishment of associations.
- The issuing of some measures to boost agricultural activity, with
traditional and ecological principles, and the exchange of seeds.
- Favouring projects that promote the creation of local markets for direct
selling (producer-consumer), thereby encouraging the consumption of the
seasonal fresh and natural local produce.
- Fostering the creation of small vegetable gardens for those people who
want to grow their own products.
EMPLOYMENT, ECONOMIC AND PRODUCTIVE REVITALIZATION
“#lElianaActiva”
In the face of this crisis that has hit employment nationwide, we
must provide solutions from the local level to be able to contribute
to the recovery of jobs and to the promotion of new job
opportunities. In Compromís L’Eliana we propose:
- Boosting the Local Development Agency as the catalyser of new job
opportunities and attraction of new business companies in the town.
- Creating a CAMPUS OF PROFESSIONAL SCHOOLS where to
centralise activities, workshops and job training centres that help our
citizens to access appropriate learning opportunities and find a job.
- Developing a LOCAL ACTION PLAN FOR EMPLOYMENT for young
people, women and people over 45.
- Recovering the VOCATIONAL SCHOOL for the formation of our youth in
order to find a job.
- Demanding the creation of formative courses on the hotel and catering
industry, linked to the reinforcement of tourism.
- Creating a BUSINESS CENTRE AND A BUSINESS INCUBATOR,
where new entrepreneurs can set up their business with premises, career
counselling and help needed. (We will make an inventory of the available
local spaces and will foster the creation of co-working spaces).
- Developing a PLAN FOR THE ATTRACTION OF INVESTORS and of
NEW COMPANIES for L’Eliana that bring resources for the generation of
employment in the tertiary and industrial land.
- Creating a temporary SOCIAL LABOUR EXCHANGE for works and
services for the recuperation of our territory.
- Creating a SPECIAL JOB CENTRE for people with disabilities, thus
ensuring a means for their social integration.
- Enhancing the competitive differences of our COMMERCE OF
EXCELENCE, a distinguishing mark for our town.
- Recovering streets for commerce, revamping their image and making
them more convenient and accessible. We will improve signalling and
access to the shopping areas in the car park areas, which will be
enlarged and renovated.
- Initiating an information desk to attend and facilitate the procedures to
all traders and retailers in order to attract, enhance and preserve our
distinguishing mark: THE SMALL LOCAL RETAILERS.
- Establishing a bonus

- Stimulating PLANS FOR SOCIAL EMPLOYMENT for the town council.
- Creating a LEISURE CENTRE that generates jobs and provides a ludic
alternative in our town.
- Developing plans for subsides and tax reductions for setting up a
business in L’Eliana and generating employment.
- Fostering the development of leisure activities for all ages with all
respect for neighbours.
- Signing of collaboration agreements with the major companies in
L’Eliana to aid the training and hiring of local employees.
- Creating a local observatory for employment to improve employability
and designing training schemes that meet the needs of our municipality.
- Backing a new production model based on innovation and knowledge.
We will ask to be included in the RED IN-PULSO.
- Promoting the creation of business activity, reducing the duration and
complexity of administrative processes.
- Developing new ways to fund the creation of businesses in L’Eliana,
such as grants for the start of the business activity, guarantee funds, and
micro-credits schemes with financial institutions.
- Incorporating new information and communication technologies (ICT) for
the entrepreneurs, companies and retailers in L’Eliana, with the aim of
presenting their service offer and generating positive synergies among
the local businesses.
- Creating the local consumer bureau (OMIC).
- Incentivising the participation of local businesses and freelance workers
in the contracts with the town council, thereby reactivating local
employment and economy.
- Developing a strategic plan a 15-year STRATEGIC PLAN on what we
want to be as a town and as a society, with an aim to boosting the
economy, achieving rational development and obtaining quality life
standards for our citizens.
- Developing a training scholarship programme for our young graduates
who, besides gaining working experience, will actively participate in
enhancement projects for the town.
- Fostering the employability and formation of young people with low
educational background and in risk of social exclusion.
TOURISM AND HERITAGE
“#lElianaAmbArrels”
L’Eliana is a town that has grown to the detriment of its own cultural
heritage. We believe that we need to preserve, restore and revitalize
the little that remains, always at the service of our citizens. The
Centre for Local Studies of L’Eliana has carried out most of these
recovery efforts, not only as regards infography but also collecting
the tools and traditional stories of our elders. We believe that this
labour needs to continue, and we want to make it visible and provide
space for adequate development.
For this our proposals include
-
Support for all the CEL projects in heritage issues.
-
Apply for the investment grants in the Provincial Council, under the
supervision and management of our deputies, thus enabling the
total restoration of the Molí de la Lluna, possibly a new wine
museum. The priority is to develop good road access to the town.
-
Examine the use of the Torre del Virrei and its specialised library
(this space is closed now closed and Leon Esteban’s book
collection is being ruined) as a culturally unifying space for our
people. We will strive to obtain the support of the University to
develop specialised cultural projects in this setting.
CULTURE, EDUCATION, SPORTS AND LINGUISTIC POLICY
CULTURE
“#lElianaCultural”
Culture plays a decisive a role in the life of a town, as evinced by the
number of cultural associations we have. We strongly believe that
we must secure them and guarantee the continuation of their
valuable task for the town.
To continue fomenting this cultural impulse, we will set in motion
the following initiatives:

Revitalization of the PUBLIC LIBRARY as an accessible space,
with good capacity and safe and adequate premises to provide an
essential service to our town.
-
We will promote the LOCAL COUNCIL OF CULTURE AND
HERITAGE as an advisory body.
-
We will also foster cultural volunteering for collaboration in the
conservation and spread of our cultural heritage.
-
We would like to have more participation and involvement of the
people in the LOCAL FESTIVITIES. We will propose the creation of
a Festivities Committee.
-
We will organise concerts of Valencian musicians and performers,
favouring the hiring of local artists and associations.
-
We will promote the establishment of music specialisation
scholarships with renowned musicians for students with
outstanding academic records.
-
We will develop musical activities for people with disabilities for life
quality improvement and social integration.
-
We will also promote music among the elders in order to help their
functional, psychological and psychomotor aptitudes.
-
We will recover our Cultural Centre (LaKQ) as a centre for cultural
activities for all citizens. But first and foremost, the building needs
to be completely refurbished.
-
We will encourage the creation of a network of cultural associations
for their permanent contact and collaboration on programming the
cultural activities of L’Eliana.
-
We will revive the Permanent Cultural Programme: series of music
concerts, cinema, performing and visual arts, etc., with proper
standards of quality, identity and participation.
-
We will support the artistic creations of our local artists.
-
We will foster the creation of a MUNICIPAL THEATRE for shows
and performances so as to make our town an important cultural
reference point.
-
We will study the creation of a new Vocational school for tourism
and catering industries.
EDUCATION
“#lElianaEduca”
L’Eliana has 4 state schools and a state secondary school.
Education is the future of our younger generations. Thus, it is
essential to care for it. However, we believe in that today’s educative
system there is great scope for improvement. Our list of proposals
aims to:

Demand our Department of Education the renovation of the El
Garbí School and the construction of a new secondary school.
-
Demand the right to education of children aged 0, and we will
therefore request the creation of a MUNICIPAL KINDERGARTEN
to attend the education of children aged 0-3.
-
The kindergarten will be located in the publicly-owned (but rundown) building next to the town council, once this has been
properly refurbished.
-
Demand the increase of the educational offer in the Intermediate
and Advanced Vocational Training and Educational Cycles (CFGM
& CFGS) in L’Eliana secondary schools, to cater for a better noncompulsory education.
-
Foster the Life-long Adults School, with novel ideas for the
formation of adults and a varied offer, state-funded, and with more
flexible and opening hours.
LINGUISTIC POLICY
“#lElianaenValencià”
Valencian is our mother tongue and we cannot leave it fall into
oblivion. For this reason we will:
-
Develop the creation of the BUREAU FOR THE USE AND
LEARNING OF VALENCIAN, with an aim to reinforcing its social
prestige in all spaces and sectors. We will make sure that all public
documents are issued in Valencian.

Promote a wide offer of linguistic and cultural integration courses
for the newly arrived people.
SPORT
“#lElianaEsMou”
Sport activity in L’Eliana is diverse and we are very proud of being
the hometown of a number of sports personalities that took our
sport beyond our municipality. We believe that it is necessary to
boost it. For this our proposals aim to:

Develop a SPORTS MASTER PLAN, looking towards the future,
for the provision of new sports facilities in the municipal district.
-
Renewing the MUNICIPAL SERVICE, with an adequate
management plan of the municipal premises to maximise the
efficiency of our sports heritage.
-
Create a LOCAL SPORTS PLAN. This will be a comprehensive
plan that will gather all the public activities that we can organise
and schedule, and that will be accessible to everyone. This plan will
rely on basic regulations for the allotting of subsidies to sports
entities (based on their needs).
-
Bolster the Sports Municipal Council as a participative and
consultative referent for the clubs.
-
Promote sport and traditional games in schools (local and district
competitions).
-
Support the sports associations and entities in our town.
-
Give sport scholarships to people with the necessary skills if they
do not have economic resources or receive family support.
-
Demand our Department of Education the use of sports facilities in
the educational centres outside school hours.
-
Support our top sportspeople that represent our sport.
-
Promote national sport events and organise summer Sport
Campuses.
-
Upgrade the installations of the outdoor swimming pool by making
it also indoor for use all the year round for school and club sport.
-
Boost sports activities among people with disabilities for life quality
improvement and social integration.
-
Promote sports activities for our elderly people and geriatric
physical therapy to improve their functional, psychological and
psychomotor aptitudes.
SOCIAL WELFARE, YOUTH AND CHILDREN
SOCIAL WELFARE AND THE ELDERLY
“#LElianaSocial”
Social Welfare and Health of our inhabitants are of vital importance for the
development of our town. Hence we believe that it is essential to provide
these areas with all the needed resources to achieve that every citizen is
taken care of.
-
We will demand a real DISTRICT GENERAL HOSPITAL with all the
services and we will request that the Health’s Office enhance our heath
centre and its Service Desk.
-
We will demand good maintenance services for our health centre.
-
We will expand the Social Services staff by reconsidering its functioning,
thus offering more services.
-
We will address the issue of building a public DAY CENTRE to better
assist the elderly, with catering services, and we will negotiate subsidies
for elderly people who are not self-sufficient and who must stay in
ELDERLY PEOPLE’S HOMES.
-
We will definitely promote the DEPENDENCE ACT, condemning the lack
of recognition of the dependents’ needs and the cessation of public aid.
-
We will start the creation of the OCCUPATIONAL CENTRE for people
with disabilities in new facilities.
-
We will promote social volunteering from school to retired people to
nurture a fairer and more solidary spirit.
-
We will foster the SENIOR CITIZENS COUNCIL for them to actively
participate along with the town council in all the activities and events
organised in L’Eliana.
-
We will establish advantageous fiscal measures for retired people.
-
We will promote and organise all kinds of entertaining and cultural
activities, in addition to formative courses in ICT for the elderly.

THE YOUTH
“#lElianaAmbElsJoves”
Due to the ferocious economic crisis that devastates our country, young
people in our town are currently facing a reality that leaves them aside,
with no granted access to university education or to the labour market.
The only recourse offered to them is a job under the worst conditions for
the development of a decent life and must exile to find a solution to their
precarious situation. This is sadly known as ‘brain drain’. From
Compromís, our commitment with the youth is the following:
We will:

Promote the local youth council as an open forum for participation and
volunteering.
-
Transform the ‘Espai Jove’ (Young Space) into a meeting point where
they can express their cultural, creative and leisure concerns.
-
Foster the creation of a LUDIC ZONE for young people to enhance their
opportunities for leisure without having to leave the town.
-
Set up a WIFI NETWORK for them to create their web sites, blogs,
exchange areas and virtual study groups.
-
Establish a bureau of RENTAL HOUSING with affordable prices for the
youth.
-
Promote sexual education, enabling them to live their sexuality fully and
without discrimination.
-
Establish a system of NIGHT TRANSPORT for the weekends and
festivities, connecting the town, the residential areas and the leisure
centres.
-
Demand the extension of service hours in the metro, with special
concessions and discounts for the YOUNG people and the unemployed
of any age.
-
Improve the connection of our municipality with the Universities and work
places with public transport.
-
Organise trips and cultural visits, thus favouring the exchange and
sharing of experiences among the young.
-
Promote an avant-garde and multicultural music festival, with the
participation of local groups.
-

For Compromís, the government in L’Eliana must necessarily be OPEN for
everyone, with a TOTAL AND REAL TRANSPARENCY for public spending.
Besides, we will commit ourselves to a more direct PARTICIPATION that
takes on board the will of the citizens and will make our management
available to them at all times.
We will:

Govern WITH TRANSPARENCY and honesty, giving all the information
about the management of public funds so that our citizens can scrutinise
our work.

Reduce TOP-HEAVINESS (i.e. the excessive number of top managerial
positions), and hire career officials for work in public administrations.

Put an end to squandering and favouritism.

Put forward a new way of organising the local administration to make it
more effective and coordinated, with all areas interconnected.

Make Agenda 21 our Town Strategic Plan, reinforcing our commitment to
a project for the progress and environmentally sustainable future of our
town.

Stress the importance of Valencian in the town council and decisively
increase its promotion.

Create Citizens Participation Councils as an open forum for the
expression of their necessities and concerns.

Support the different sectoral councils by bringing their demands to the
municipal plenary sessions.

Foment the PARTICIPATION of citizenship in the MUNICIPAL PLENARY
SESSIONS with previous information and the possibility of setting up a
“citizen seat” to take part in debates and discussions and provide
solutions to the problems of our citizens as soon as possible.

Promote that our citizens decide a percentage of the local investments.

As said, the plenary sessions must be immediately transparent. For this
reason, we will propose the LIVE BROADCASTING AND STREAMING
of all the PLENARY SESSIONS on the website of the town council and in
a YouTube channel.

It is necessary that information reaches every citizen in L’Eliana and we
therefore need to promote optimal mass media and at the cutting edge of
technological advances. For this reason, and with the aim of showing
transparency in our policies, we need independent mass media that
guarantee plurality in L’Eliana and the timely provision of information of
the current events. We will:

Promote the local TV and radio, together with the recovery of the plural
and local newspaper L’Eliana 2000, which is much necessary.

Foment the use of online media as a way of communicating with
citizenship.
