City Engineer
The city of Minnetonka, Minnesota, is seeking a
collaborative, team-oriented and innovative leader
to serve as its next director of engineering/city
engineer and direct the engineering department.
Located in Hennepin County just eight miles west of
Minneapolis, Minnetonka is a fully developed
suburban community of 50,841 residents, making
it the 17th largest city in Minnesota.
Minnetonka is proud of its reputation as a city that
preserves its natural resources—residents can
enjoy 50 community parks, more than 81 miles of
maintained sidewalks and trails and more than 1,400 acres of public open space, as well as natural scenery that
includes mature trees, wetlands and prairies.
While Minnetonka shares its name with the very popular Lake Minnetonka, the city of Minnetonka includes only one
small bay of the lake – Grays Bay, which forms the headwaters of Minnehaha Creek. Minnetonka is a regional
economic hub and home to a large retail mall (Ridgedale) with numerous adjacent stores and businesses. The city is
also home to many major corporate headquarters, including Carlson Companies, UnitedHealth Group, St. Jude,
Cargill, Inc. and Lucid Brewing.

The Organization
City Services
Minnetonka is a charter city with a council-manager form
of government. Minnetonka is represented by seven
elected officials, including the mayor and six council
members.
Engineering: Oversees the design, management and construction of the city’s infrastructure, including streets,
drainage, sanitary sewer lines, water lines, street lighting,
and other projects to support residents and businesses.
Administrative Services: Manages routine operations of
the city, including communication with elected officials,
human resources, information technology, public relations,
elections and official city records.
Community Development: Administers inspections, environmental health, building permits, planning and zoning,
licensing and housing and redevelopment.
Administrative functions are the responsibility of City
Manager Geralyn Barone who oversees the
administration, legal, community development,
engineering, finance, police, fire, recreation services and
public works departments.

staff, including the director of engineering, are

Community Organizations: Minnetonka has several
organizations founded on the principles of giving back to
the community. Some of the community and service
organizations that are part of the community include:
Minnetonka Historical Society, Music Association of
Minnetonka, Minnetonka Rotary Club, and the TwinWest
Chamber of Commerce.
Finance: Provides budget preparation, capital planning,
assessing, payroll, utility billing, purchasing, investments
and city asset management.
Fire Department: Performs fire suppression, rescue, fire
code enforcement, public fire education and coordinates
the city’s emergency management plan. The department
includes 80 paid-on-call firefighters and 7 full-time staff.
Legal Department: Handles the majority of the city’s criminal and civil legal work.
Police Department: Engages in a community policing philosophy, focusing on building relationships with residents,
schools and businesses. The department includes 56
sworn officers and 19 non-sworn support members.
Public Works: Maintains the city’s infrastructure and includes natural resources and forestry, recycling, parks and
trails, water and sewer utilities, streets, buildings and fleet.
Recreation Services: Offers year-round programming and
operates several facilities including the Minnetonka Community Center, Williston Fitness Center, indoor ice arenas
and Grays Bay Marina.
The Department
The city of Minnetonka engineering department oversees
the design, management and construction of the city’s
infrastructure, including streets, drainage, sanitary sewer
lines, water lines, street lighting, and other projects to
support residents and businesses. Staff ensures projects
meet design standards and engineering criteria.
Engineering also prepares a five-year Capital
Improvements Program that is reviewed and approved
annually by the Minnetonka City Council.
Partnerships and Collaborative Efforts
The city has four separate watershed districts (Bassett
Creek, Minnehaha Creek, Riley-Purgatory and Nine Mile
Creek) that help govern water resources. The city has often
partnered with other public agencies for project planning
and coordination, such as the US Federal Highway
Administration, the State of Minnesota, Hennepin County,
and the cities of Eden Prairie, Golden Valley, Hopkins,
Plymouth and Wayzata.
Our mission is to provide engineering services needed to
maintain and improve the quality of life in Minnetonka.
Department Personnel
In addition to the director the department consists of an
assistant city engineer, project engineer, water resources
engineer, two construction inspectors, GIS technician,
engineering technician and administrative assistant.

Capital Improvement Program
The city’s Capital Improvement Program contains more
than $11 million for street improvements in 2015 and
more than $60 million for the years 2015-2019. It also
programs over $2 million for storm water related
improvements in 2015 and over $14 million for the years
2015-2019. The city annually adopts a five year CIP.

The Position
Qualifications
Management Capabilities
The primary objective of this departmenthead level professional position is to administer, organize, and supervise the
technical, administrative, and customer
service activities of the Engineering Department. Candidates must meet the
following minimum qualifications:
Essential Job Functions:
 Plans, organizes, and directs the activities of the Department.
 Supervises and responsible for the
planning, design, engineering, inspection, and construction of water and
sanitary sewer facilities, streets,
bridges, storm sewers, traffic control
devices, and all public construction.
 Organizes and assigns work to be
performed by department staff. Coordinates activities of consulting engineers, architects, and other specialists retained by the city.
 Responsible for the development,
design, construction, and funding of
all public improvement projects including portions of the five-year Capital Improvements Program and annual operating budgets.
 Responsible for the preparation and
presentation of reports for all engineering projects and presents to the
City Council and residents at public
hearings.
 Supervises the development of easements and contract specifications for
public projects and prepares special
assessments for development related
projects.
 Coordinates activities of various government agencies carrying out development in the city and works with
staff of adjacent communities on joint
projects.
 Meets and confers with state and
county transportation departments,
watershed authorities, conservation
districts, federal agencies, and other
governmental agencies that have
development interests in Minnetonka.
 Meets and confers with all public and
private utilities and rail authorities
that have development interests in
Minnetonka and coordinates activities with them.
 Provides engineering assistance to
and works collaboratively with all departments as necessary, either directly or through the use of consultants.
 Attends City Council meetings and
provides reports to the City Council as
directed by the City Manager.
 Reviews and approves work done by
consultants for various projects involving engineering services

Minimum Qualifications
 A Bachelor of Science Degree in Civil
Engineering.
 Four years of experience in managing
all aspects of a multi-disciplinary engineering function including management and supervision of staff.
 Registration as a Professional Engineer
in the State of Minnesota or the ability
to obtain within six months of hire
date.
 Proven ability to manage project and
operating budgets.

 Thorough knowledge of principles and
practices of all aspects of Civil Engineering as related to municipal activities.
Skilled in:
