Bitumen market in Russia Overview on 11.11.2014 Bitumen is produced in Russia with classifications that relate to the content of the product and marketed as Construction Bitumen (CB) and Refined Construction Bitumen (RCB). Classifications include CB90/130, CB130/200 and higher penetrationgrade CB200/300; and RCB130/200, RCB100/130 and RCB70/100. The most in-demand bitumen products are CB90/130 and CB60/90. These bitumen grades are produced in line with the Russian GOST 22245-90 standards and are used in the construction and repair of road surfaces as well as in asphalt factories for the production of hot-rolled asphalt. Delivery of barrels or clovertainers is possible by loading them into railway clovertainers (see table below). Sale prices on trading floors of the domestic market are unknown but estimated to be in the region of $240 per tonne. Rates for export duties on coke, bitumen and other oil by-products or oil products derived from bitumen deposits for the period of 01.11.2014 to 30.11.2014 was $209 per tonne; lower than $227.5 per tonne during the previous month. Other costs (such as for preparation of documentation, VAT of 18%) were not considered. Distinguishing features of the bitumen market in Russia: Feedstock: Bitumen quality is heavily dependent on the quality of feedstock (oil). The best feed-stock for bitumen production is considered to be heavy oil such as that extracted in Arabic coun-tries and Venezuela. Russian oil, particularly Western Siberian, is classified as light oil and as such is not the best feedstock for bitumen production. Standards: At the current time, bitumen produced in Russia must comply with GOST 22245-90 standard that was devised in 1974. The requirements of this standard are significantly different from the requirements of European standards (EN 12591:2009) and American standards (such as Super Pave). As a result, the finished product is fundamentally different from its international counterparts. Production: Obsolete equipment, unstable feedstock quality, process deviations and other factors cause bitumen manufactured by a single plant that has met the relevant standards to vary signifi-cantly in quality. Distribution: The seasonality of bitumen production that is characteristic to Russia (between April and October at most) can cause price increases of up to two times; as well as unavailability of the product. Suppliers that sell bitumen for export are limited, even though Russia is the fourth largest exporter of bitumen in the world.
