Proposed Residential Master Subdivision for Parkside at Bella Casa Phase 13 Prepared by: Brendie Vega, Principal Planner STAFF REPORT Master Subdivision Plan-Parkside at Bella Casa PUD, Phase 13 March 17, 2015 Town Council Meeting Neighborhood Meeting: The applicant conducted a neighborhood meeting on November 13, 2014. The neighborhood meeting report is attached. Parkside at Bella Casa Phase 13 MASTER SUBDIVISION PLAN PROJECT DATA: The proposed Parkside at Bella Casa Phase 13 subdivision includes 56 townhome units at a density of 5.77 units per acre. Resource Conservation Area: There are 1.9 acres of RCA in Phase 13 – the entire Parkside at Bella Casa requires 25% RCA that may be provided in other phases. Public Utilities: The proposed project will upgrade and utilize existing public facilities. Storm Drainage: The Parkside at Bella Casa Phase 13 subdivision is located in the Primary Watershed Protection Overlay District. The development will comply with the requirements of the UDO. Grading: The site will be mass graded to provide for townhome lots. RCA, Buffers, and a portion of the HOA Common Area will be protected during grading with Tree Protection Fencing. Architectural Standards: Architectural conditions were approved as part of Rezoning 14CZ10. PARKS AND RECREATION: The Parks, Recreation, and Cultural Resources Advisory Commission reviewed this section of the PUD at their August 28, 2013 meeting and recommended a fee in lieu at $2,134.12 per unit. APEX TRANSPORTATION PLAN: The proposed Master Subdivision Plan is consistent with the Apex Transportation Plan. ACCESS AND CIRCULATION: The developer is connecting this phase with Pineola Bog Trail in Phase 10, and existing Blazing Trail. UNIFIED DEVELOPMENT ORDINANCE: The proposed Parkside at Bella Casa Phase 13 Master Subdivision Plan is in compliance with the standards provided in the UDO. PLANNING BOARD RECOMMENDATION: The Planning Board unanimously recommended approval of the Parkside at Bella Casa Phase 13 Master Subdivision Plan at their March 9, 2015 meeting. SUBDIVISION STANDARDS: To approve a master subdivision plan, the Town Council shall find that the master subdivision plan complies with all the standards of this Ordinance (UDO) and all other relevant Town ordinances and regulations.
