APRIL 2015 A Message from the ED April brings awareness to m a ny c a u s e s a f f e c t i n g o u r children, including Autism Awareness Month and Week of the Young Child on April 12-18. Additionally, April highlights the critical value of child abuse prevention in our communities. First 5 San Bernardino continues to invest in child abuse prevention with our prenatal to age five population, most recently with our request for proposals with Family and Community Support and Partnerships. Our collaborative Strategic Plan designed the goal of Family and Community Suppor t and Partnerships to see that “children are free from abuse and neglect”. The Family Development Matrix offers a measurement tool for our contracted Nurturing Parenting service providers to evaluate meaningful outcomes for children and families. KidsData.org reports for the year of 2013 that there were 2,342 substantiated cases of child abuse and neglect for children ages 5 and under in our county. Rates of substantiated cases have increased since 2011. The need to not only be aware, but to act on prevention methods can change this trend and the future of our children in San Bernardino county. Events in our communities around this cause include the annual Shine-A-Light Breakfast hosted by Children’s Network on April 2nd. First 5 will be present along with many community members to recognize and celebrate community-nominated honorees for their efforts in abuse prevention in San Bernardino county. The Autism Assessment Center of Excellence (AACE) has been a collaborative discussion amongst stakeholders including Inland Empire Health Plan, County of San Bernardino Department of Behavioral Health, Inland Regional Center, Loma Linda University, Autism Society of Inland Empire, First 5 Riverside and First 5 San Bernardino to improve the assessment cycle for children and families in the San Bernardino and Riverside Counties. The proposed center coming to Children’s Fund’s former Children Assessment Center location in San Bernardino, seeks to alleviate the issues of late diagnosis and intervention. Timely diagnosis of autism can improve a child’s development significantly, and prepare parents and caregivers with the support and information they need to assist their child’s disabilities. Children in the Inland Empire are diagnosed at age five on average, compared to the national diagnosed average of age four. The Latino population in the Inland Empire is disproportionately diagnosed at age seven. Signs of autism can be diagnosed as early as age two. AACE is currently not designed to provide treatment for autism, but will serve as a system to improve referrals between aligning providers and educators, ultimately lessening the burden placed on families to coordinate diagnosis and treatment amongst support services. First 5 San Bernardino approved funding not to exceed $300,000 for the remainder of 2015 through June 2016. Another autism assessment center is slated to open in Riverside County by December 2016. There’s another facet of child abuse and trauma addressing risk, stress levels and long-term health impacts of enduring adverse childhood experiences (ACEs). The ACE Study was conducted through a partnership with Kaiser Permanente and the U.S. Centers for Disease Control and Prevention, and measures 10 types of childhood trauma including abuse and neglect experienced personally and through family members. Not only did the study uncover a prevalence of ACEs in their study population, they also found a dose-response relationship between ACEs and physical health issues. What’s your ACE score? The National Association for the Education of Young Children celebrates early childhood education through this weeklong awareness campaign to highlight the needs of children and families and early childhood programs and services. NAEYC offers these themed activities for the week for everyone to celebrate our youngest learners: Monday, April 13 - Music Monday Children learn many skills from music including math, language and literacy. Create an activity around music that’s fun and interactive. Try a fun activity around talk, read, sing! Tuesday, April 14 - Taco Tuesday Have fun on Taco Tuesday, using literacy, science and motor skills to enjoy healthy eating and fitness activities.
