Is it really Summer already? We sure have enjoyed some beautiful days, a little rain (and snow on May 17 th!) and cool temperatures. Great
needle raking weather! By the way, do they ever NOT fall?? Enjoy the fresh, clear mountain air and sounds of the forest.
A huge THANK YOU to all who volunteer at community events. It takes a village! So far this year we’ve had the Pancake Breakfast, Rummage Sale, Bake Sale, Ice Cream Social and Highway Clean-up. Summer is just beginning with lots more events and we need YOU! Watch for
opportunities to volunteer. Many are posted in articles in this issue of the newsletter. Without volunteers, many events and activities cannot be held.
Who would have thought that last year at this time a Community Center would be a reality by this year? It’s been a very busy year for FLOA
with the purchase, fixing up and getting a one acre property with 2 buildings ready for community use. If I even began to mention every person who has volunteered their time and skills to make it a reality, I would leave someone out and make them feel badly. Those who have
worked so hard have cleaned, raked leaves, torn down old structures, moved a few things, got ready for our first usage on May 23rd, graveled
the driveway, marked parking spaces, placed curbs and painted them, installed new appliances, patched walls, painted walls, and the list
goes on and on. We could not have done it and have it ready this soon in the year without YOU….and YOU know who you are! We will never
be able to say enough thank you’s for all you have done to help us. The community support has been overwhelming. In addition to the work,
we’ve had so many donations of items that ,again, I will not even try to mention them all! On top of that has been some very generous
monetary donations for the many items and services that have been needed.
Stop by anytime you see the door open and take a look around. It is available to schedule meetings, events, private parties, etc. by mid-June.
Check out the Usage Guidelines on Page 12. A copy of the Usage Guidelines as well as a Usage Form is available in a hang file at the front
door, from Mary St. Germain at (928-535-4380) or on our website: www.floa.org. The two facilities that can be rented are The “Q” (the
metal Quonset at the rear of the property, and the FLOA House. The House has a large meeting room that can seat from 80—100 people and
tables and chairs space for at least 60. There is a serving/warming kitchen and 2 bathrooms.
Forest Lakes Estates is 50 years old! We will celebrate our birthday on Saturday, August 1st with a big party, still in the planning stages.
More details about it later but mark it on your calendars. You won’t want to miss it!
Mandy Metzger, our Coconino Country District 4 Representative, her Admin. Susie Garretson, and Community Development Director Bob
Short attended the Pancake Breakfast on May 23rd. Due to a shortage of volunteers at the last minute, Mandy and Susie stepped in to help
serve eggs and sausage. Mr. Short had lots of information about the 10-year Community Plan. I hope you were able to meet and talk with
them. In another part of this newsletter will be a very recent update to the Community Plan.
The 2015 Phone Directories are hot off the press. You can purchase them for $1. They are available at Forest Lakes General Store (aka
Campers Country Store), the Library, at any community event or at the FLOA House front door. You will be on the honor system to leave $1
in the little box. If you are a FLOA member, you may have one for free. Just let me know you picked one up.
A couple of “Housekeeping” rules for Forest Lakes…
1. We like to drive slowly (don’t we??) so that the dust level stays low and we don’t cough and sneeze, and our cars and houses
stay cleaner. I know it’s hard to do; you think you’ll never get to your destination at 15 MPH, but that’s the magic MPH to keep dust levels
down. The rains will soon come and help us out. Thank you!
2. Dogs must not be allowed to run loose. The Arizona Leash Law applies in Forest Lakes. It has been reported that several people
leave their dogs run loose. The problem is when other people walk their dogs through the neighborhoods on leashes, these loose dogs come
running out to the road. One resident reports “I have no idea if these dogs are aggressive or friendly, and my one dog gets very intimated
when another dog comes running at her. It makes me nervous because I don’t know what the other dog is going to do and am afraid my dog
will go into “protective mode” and appear aggressive.” Thank you for helping your doggie be considerate of other doggies and people.

maintain the permit from the Forest Service, all loads need to be inspected and
fees collected so we can continue to operate.

We have great news to report regarding our reclassification efforts with the Fire Insurance Service Organization. We have an improved fire
protection classification of 4 that takes effect August 1st of 2015. The Fire District has been at a 5 for many years and now that our staffing
model, training and records management, water delivery infrastructure, communications and relationships with our neighboring firefighting
communities to include the Forest Service have improved, you have the opportunity to reduce your fire insurance premium.
The following is an excerpt from their website:
ISO’s Public Protection Classification (PPC™) Program
To help establish appropriate fire insurance premiums for residential and commercial properties, insurance companies need reliable, up-todate information about a community’s fire-protection services. ISO provides that information through the Public Protection Classification
(PPC™) program.
What is the PPC program?
ISO collects information on municipal fire-protection efforts in communities throughout the United States. In each of those communities, ISO
analyzes the relevant data using our Fire Suppression Rating Schedule (FSRS). We then assign a Public Protection Classification from 1 to 10.
Class 1 generally represents superior property fire protection, and Class 10 indicates that the area's fire-suppression program doesn't meet
ISO’s minimum criteria.
By classifying communities' ability to suppress fires, ISO helps the communities evaluate their public fire-protection services. The program
provides an objective, countrywide standard that helps fire departments in planning and budgeting for facilities, equipment, and training.
And by securing lower fire insurance premiums for communities with better public protection, the PPC program provides incentives and rewards for communities that choose to improve their firefighting services.
ISO has extensive information on more than 47,000 fire-response jurisdictions.
The Forest Lakes Fire District participates in this program and is proud to have received the new classification. We should all thank the Forest
Lakes Domestic Water Improvement District for their planning foresight and continued efforts in executing infrastructure and new hydrant
installation upgrades. Our community now has an increase of gallons per minute for fire flows helping our overall rating improvement.
I strongly recommend that each of you contact your insurance agent or broker informing them of the new, improved rating with the goal of
securing a lower premium. Also, advise them of the thinning of our forest lands surrounding our community through The Four Forest Restoration Initiative project. This project will help minimize the impact of wild fires.

Greetings from Forest Lakes Fire District Auxiliary!
Summer is off to a great start! The Auxiliary sold t-shirts on Saturday May 23 at the pancake breakfast and we
had some new items. Children’s t-shirts, a newly designed coffee mug and Forest Lakes license plates. We also
sold raffle tickets for our t-shirt quilt that will be raffled off in August 2015. The Auxiliary greatly appreciates your
purchases and are now accepting credit cards for you purchases We also held our first ice cream social of the
season. Thanks to all who helped make this event a success.
Once again we are in need of a board member. Our secretary has resigned and we need a replacement. We are
looking for someone to complete the remaining term (through August) and possibly run for election in August. We
meet on the 3rd Saturday of the month at 9 A.M. Please contact Chris Bennett @ (602)390-3960 if you would like
to be part of the Auxiliary Board.
We are busy planning some events to be held throughout the summer – watch for our flyers
and don’t miss these events – they are a fun and DELICIOUS time!
We are continuing our “Water Drive” – please drop off your donations of bottled water at the
Fire Station – we want to make sure our emergency personnel are hydrated this summer.

Welcome back to our summer residents. We have 871 Water Members in Forest Lakes and we are
busy doing spring turn ons. On May 12th and 13th all of our tanks were inspected and received “gold
stars”. They are refilled and ready for the summer.
As a Water District Member you should become familiar with the Forest Lakes DWID Rules and
Regulations. The purpose of these regs is to protect the public potable water supply. We’ll be citing
some of them in the newsletter periodically, but you can find them all at http://www.fldwid.org. Here
is one worth mentioning:
Article VIII Section 4. B . . .All Water District Members must install a control valve within 6 to 10
feet of the Water District valve at time of replacement, new installation or modification of an Authorized Service Connection. An existing Water Service Connection must be upgraded to include a
control valve at such time as a replacement or modification is made to the Authorized Water Service
Connection.

AND DID YOU KNOW… Bottled water is no healthier than tap water (and maybe less healthy
than Forest Lakes water). In theory, bottled water in the United States falls under the regulatory
authority of the Food and Drug Administration. In practice, about 70 percent of bottled water never
crosses state lines for sale, making it exempt from FDA oversight. Bottled water means garbage.
Bottled water produces up to 1.5 million tons of plastic waste per year. According to Food and Water
Watch, that plastic requires up to 47 million gallons of oil per year to produce. And while the plastic
used to bottle beverages is of high quality and in demand by recyclers, over 80 percent of plastic bottles are simply thrown away.That assumes empty bottles actually make it to a garbage can. Plastic
waste is now at such a volume that vast eddies of current-bound plastic trash now spin endlessly in the
world's major oceans. This represents a great risk to marine life, killing birds and fish which mistake
our garbage for food.Thanks to its slow decay rate, the vast majority of all plastics ever produced
still exist — somewhere.

the kids to the pond for a fun morning of fishing. The tournament begins at 10am and ends at

tour in Rim Country. All ages can participate. Meet Cheryl @ the library @ 9:30am with your own

Has there ever been a better Pancake Breakfast than the one that was held in the new FLOA Community Center property!
Thank you for letting Susie and me take turns to serve the eggs and sausage! Funny what a small world it is – several people commented that it was so nice the eggs had been donated by the Hickman family. Later in the week, I saw Clint Hickman, Maricopa County Supervisor and President of County Supervisors Association of Arizona (CSA). I told him the eggs
were delicious and the donation very much appreciated by the Forest Lakes community. I could tell he was pleased as he
started rattling off some of his questionable egg one-liners for which he is famous. I serve as president-elect of CSA, and
listen to Clint’s bad puns and creative use of the word “eggs” all the time. I have a great desire to best him just once with an
egg joke. If you have a good one, please pass it on to me!!
Congratulations to FLOA for your vision and hard work to secure the Community Center! Given the obvious energetic vibe
and great ideas, it is easy to see that it will be a place for both planning and laughter. Good job! I cannot wait to see it by
end of the summer.
As you now know, the County has funded a Community Clean Up Day for Forest Lakes on the 27th of June. You will remember two years ago, when FLOA president, Judy Nelson and others participated in a collaborative effort with Blue Ridge residents, the Mormon Lake Ranger District, the Black Mesa Ranger District, Navajo County and Coconino County to find a way
to more consistently be able to address community disposal needs created by the collection of green waste. The upcoming
Clean-up Day was inspired by that conversation and on behalf of Coconino County and in partnership with the Forest Service, we are happy to present this event. A word of caution, however – community clean-ups are expensive and will likely
not be provided on an annual basis. However, this year it is a GO, so gather your pine needles, residential waste, electronics
and junk mail to bring to the Forest Lakes Green Waste Site. Be aware that no hazardous materials are accepted. We have
provided you with a flyer detailing where to go and what you can bring, but if there are additional questions, you may call
Susie (928) 679-7154 in my office or Public Works at (928) 679-8300. I hope you find the day of value to your spring cleaning!
Coconino County FY16 Budget: The County’s annual two-week budget hearing process was completed the first week of
May. The County’s tentative budget is scheduled for approval on June 2, with final approval scheduled later in June. Approximately, 6% of the County’s General Fund is available for allocation by the Board of Supervisors. The remainder of the
budget is applied according to statute, mandate or regulation.
The General Fund budget for Fiscal year 2016 will be relatively flat compared to last year. It does include a 2.5% merit for
employees so that salaries do not fall further behind the market, especially in a County where the cost of living leads the
state in several areas including housing. (As a note, it costs the County more than $60,000 on average to replace an employee. That number is derived by the cost of a number of factors including job training, advertising and lost productivity.
County supervisors and other elected officials’ salaries are not eligible for merit or other increases unless enacted by the
legislature. There has not been any increase for those positions since 2008.)
Other budget considerations: The State continues to shift costs from the State to the counties. Coconino County’s continuing cost shift equals over $4M and new costs shifts added for FY16 will be more than $500,000. The County this year must
pay the Arizona Department of Revenue for collecting our sales tax; must pay the Arizona Department of Juvenile Corrections for housing youth sent there by the courts (our courts have no discretion in the length of time a youth stays in Corrections); and, the County must pay for the cost of conducting the state-required Presidential Preference Election in 2016.
The County Board of Supervisors specifically targeted the limited resources we had available to fund modest increases to
Health and Human Service programs to help our most vulnerable citizens. For example there were small additions to the
budget to pay for home health care for very needy senior citizens and transitional housing for youth released from Detention
when they have no other options. (In next month’s writing, I will focus on some of our really outstanding juvenile and probation programs.)
In the FY16 budget, we also approved a 2% market adjustment for Sheriff’s Officers and Jail Detention Officers.
Our officers are required to cover large areas of the County. During the recent downturn, positions were cut and
need now to be reinstated.

The Board continues to be grateful to the county citizens for their support of Proposition 403 – the Road Maintenance Sales
Tax – as the collection of that tax will now fund the promised road maintenance projects in Fiscal 2016. As a reminder, road
tax funds are used only for road maintenance and repair and do not go toward funding other county activities.
Vacation Rentals: Rentals of rooms or houses in residential areas for less than 30 days per rental period are known as short
-term or vacation rentals. I have written about this topic several times to advise residents that the County has been discussing a Vacation Rental Ordinance for the past several years.
By way of background, it used to be that short-term rentals were not permitted in Coconino County until a hearing officer
ruled that the ordinance was illegal. Since that time, the County has continued to get complaints about vacation rentals in
residential areas. Citing incidents such as Nuisance (noise, ATV’s, trash, parking) and influx of unknown people in neighborhoods, the County was compelled to once again consider how to address residents’ concerns. A stakeholders group was
formed and more than 15 participants including representatives from Vacation Rental by Owner (RBO) worked to help design an ordinance that would provide guidance for those renting and provide some protections for those living in residential
neighborhoods where short-term rentals occur.
On May 19, 2015, the Board of Supervisors passed a Vacation Rental Ordinance. It can be reviewed on the County Website
under Community Development. The Ordinance will not become effective until November 19, 2015 allowing for
improvement tweaks if necessary. Those who rent out property in residential areas should contact Community Development
for further information. Please note: nothing in the zoning ordinance, including this amendment, abrogates any private
easements or covenants, conditions and restrictions (CC&Rs) which are more restrictive than the provisions of this
Ordinance. Where such CC&Rs exist, enforcement through civil action is the responsibility of the affected property owners or
homeowners’ association. Meaning – if a community HOA has CC&R’s stating homeowners cannot rent their homes as
short-term rentals, the CC&R’s prevail.
Vice Chair Art Babbott and I have continued meetings with the Forest Service and Coconino County Emergency Manager,
Rob Rowley to streamline interagency cooperation and processes as they relate to wildfire and other emergencies. It was
great to see standing water in the Blue Ridge and Forest Lakes areas this past weekend – a hopeful sign for a later start to
our fire season. If you have not signed up for CODE RED, the County’s emergency alert system, please so do on the County
website. If you need assistance, Susie Garretson (928 679-7164) in my office, is always happy to help!
I am so hopeful that I can attend the Forest Lakes Community 50 th Anniversary Celebration on August 1. I know it will be a
happy and fun time, or as Clint Hickman might say, it will be “eggcellent”!!

The Forest Lakes Community Center is owned and operated by the Forest Lakes Owners Association (FLOA) and may be used by FLOA members, residents and local community organizations. If a concern or disagreement about the use of the center for a specific event arises, the
FLOA Board of Directors will have the final approval or disapproval of that event.
All groups must have an APPROVED Usage Application on file with the Events Coordinator. The date(s) and time(s) must be reserved AND
confirmed.
Forest Lakes groups, property owners and residents will have priority use of the Community Center. All users are subject to the following requirements:
* Standard hours of use will be from 8:00 a.m. to 7:00 p.m, mid-May through September. Exceptions by Board approval only.
* If an event is cancelled, the Event Coordinator must be notified immediately.
* IF an event is cancelled at least twenty-four (24) hours before the scheduled start time, the deposit will be refunded.
* If the event is cancelled less than twenty-four (24) hours prior to the scheduled start time, the deposit will not be refunded.
* No smoking is allowed in any building.
* No alcoholic beverages are allowed on the property.
* No unsupervised/unchaperoned youth groups, children's parties or teen-aged events are allowed.
* There must be at least one adult for every eight (8) children age twelve (12) years and younger. There must be one adult for every ten (10)
children between the ages of age eleven (11) and
eighteen (18).
* No animals except service dogs will be allowed in the buildings.
All food and food serving items will be provided by the user. The kitchen is a warming and serving kitchen ONLY. The refrigerator and freezer
may be used to temporarily store food and drink. All food and drinks must be removed at the end of the event
All food and trash must be removed to the Community Center dumpster by the user at the end of the meeting.
Access to the Community Center dumpster is to be facilitated by the Event Coordinator.
The user must leave the Community Center and kitchen clean, litter-free, orderly and set up as it was found.
All audio/video equipment must be provided by the user.
There is no telephone or internet service on the premises.
Parking only in designated areas.
The Forest Lakes Owners Association (FLOA) Board meetings, work sessions, and any other committees sanctioned by the Board will not be
charged for using the facility.
Note: The authorized representative of the renting party is responsible for any damage incurred while the community center is under
his or her use. Damage must be reported to the
Event Coordinator. The FLOA Board of Directors will see that the damage is repaired and
the responsible person assessed.
SECTION II – Community Service Events
Community Service Events are events that benefit the larger community. They may include brought-in refreshments but do not involve major
food preparation. No fees will be charged for Community Service events.
The Center may be used at no charge for community information presentations by such groups as the Forest Service and Coconino County.
SECTION III – Private Parties and Events
These events are one time only and may include decorations and music.
Residents in Forest Lakes may hold events on an individually Board approved basis at the rate of $20 (twenty dollars) per hour. The charge
begins when the door is unlocked to allow for the event set-up and ends when the door is locked after clean-up at the end of the event.
All parties or events require a refundable $200.00 damage/cleaning deposit payable at the time the reservations are made. It will be returned
within ten (10) days if the center is left in satisfactory condition.
These procedures may be revised by a majority of the FLOA Board members at a legal board meeting.

AZ Game and Fish News
A critical part of the mission of the Arizona Game and Fish Department is Off-Highway Vehicle (OHV) safety. Operator safety is
the primary message they try to convey to the public and key to that effort is the concept that helmets save lives. In the past
children have been observed operating or riding as passengers in off-highway vehicles at various parades around the state, including the White Mountains, without wearing a helmet. As outlined below, state law requires that operators and passengers of
OHV’s under the age of 18 wear a helmet.
28-1179. Off-highway vehicle equipment requirements; rule making; exception
B. A person who is under eighteen years of age may not operate or ride on an off-highway vehicle on public or state land unless
the person is wearing protective headgear that is properly fitted and fastened, that is designed for motorized vehicle use and
that has a minimum United States department of transportation safety rating.
28-964. Motorcycles; all-terrain vehicles; motor driven cycles; equipment; exception; prohibition
A. An operator or passenger of a motorcycle, all-terrain vehicle or motor driven cycle who is under eighteen years of age shall
wear at all times a protective helmet on the operator's or passenger's head in an appropriate manner. The protective helmet
shall be safely secured while the operator or passenger is operating or riding on the motorcycle, all-terrain vehicle or motor
driven cycle. An operator of a motorcycle, all-terrain vehicle or motor driven cycle shall wear at all times protective glasses, goggles or a transparent face shield of a type approved by the director unless the motorcycle, all-terrain vehicle or motor driven
cycle is equipped with a protective windshield. This subsection does not apply to electrically powered three wheeled vehicles or
three wheeled vehicles on which the operator and passenger ride within an enclosed cab.
The Arizona Game and Fish Department asks that you require all of your parade participants under age 18 on OHV’s to wear a
helmet. It sets a good example to the spectators that OHV safety is a priority.
