Council present: Degner, Heibel, Kokesch, Scharfencamp, and Wiese. Staff present: Kokesch, Pederson, and Wiggin. Guests present: Jeff Marlowe, Wayne Olson, Mandi Kerkhoff, Amy Berg. 1) Approved the agenda, approved the minutes 3/9/15. 2) No citizens requested to be addressed. 3) Approved Longbranch Saloon request for a band on their patio on June 5th from 9:00 p.m.-1:00 a.m. 4) Marlowe presented information on the Redwood/Renville Regional Material Recovery Facility and recycling efforts. 5) Quam has not completed paperwork to close the project; meter inventory is taking place prior to bidding. 6) Approved SW Dust Seal for First Ave. and Third St. S., $82/100 ft. 7) Department Heads reported. Kokesch reported: wood chips are needed at the park; beacon light on the water tower is not necessary; summer assistant has been hired; street cold-patching will be done; SW Transfer will need sewer connection; $6300 to replace malfunctioning heater in water treatment plant. Wiggin reported: 15 calls for service, curfew violations, garbage at the boatlanding. Pederson reported: personnel data required, fire department respiratory testing needs to be done, options will be researched; approved Claudia Smith to shampoo carpets in City Hall and Fire Hall; mandatory city training will be May 4th at 7 p.m.; MN Byway garage sales are May 1-2; ELF grants are available via Development Corp.; Renv. Co. 10 meeting discussed blighted houses; approved MRWA to do a utility rate study; approved Pederson attend Small Cities/LMC Conf. in Duluth; second notice to be sent to 470 Third Ave. to clean up junk. Wiese reported: Fire Dept. has a facebook page; Ambulance Dept. needs a power cot. 8) Approved Sacred Heart Church raffle permit. 9) Zoning Permits issued: M. Forsyth, Franklin Depot, install 14 x 60’ wood deck at 343 2nd Ave.; K. Jensen, install a 48’ x 6’ fence at 311 & 341 Third Ave. E. 10) Approved Ordinance 31.31: Ordinance Establishing Fees for Emergency Protection Services and summary publication. 11) Discussed Franklin Wellness Center proposal. 12) Approved application for USDA Community Facilities Grant for a civil defense siren. 13) City Clean up was discussed-it will be run the same as last year in conjunction with the countywide clean up. Stat. §§ 366.011, 366.012, and 415.01. “Fire service” means any deployment of firefighting personnel and/or equipment to extinguish a fire or perform any preventative measure in an effort to protect equipment, life, or property in an area threatened by fire. It also includes the deployment of firefighting personnel and/or equipment to provide fire suppression, rescue, extrication, and any other services related to fire and rescue as may occasionally occur. PARTIES AFFECTED: (A) Owners of property within the City who receive fire service. (B) Anyone who receives fire service as a result of a motor vehicle accident or fire within the City. RATES: The fee established shall be $750 per call for the first hour, $100 for each additional hour. False alarms will be billed per fiscal calendar year (December through November); the first false alarm is at no charge, the second false alarm is at half the first hour rate (currently $375.00), the third and any successive false alarms are billed at the full rate (currently $750). Open Burning is r egulated fr om Apr il - October. You must have a permit to burn. Burning is allowed between the hours of 6:00 p.m.-9:00 p.m. It is your responsibility to adhere to burning bans. There is no permit required for recreational (camp) fires. All Pet (Cat and Dog) Licenses expire April 30th, you have until May 31st to license your pet. The fee is $5 until May 31st, after that there is an additional $25 late fee. You must provide proof of current rabies vaccination and dogs require proof of a minimum of $50,000 current liability insurance. No licenses will be distributed without this documentation. Licensing will be enforced. All City Utility Customers: The city needs your telephone number (if it is not listed in the phone book) or cell phone number ASAP. The city will be installing new water meters in all homes and businesses and appointments need to be made with you for the installation.
