president’s report
Welcome to 2015, the year to
remember the events that occurred
one hundred years ago with the
commencement of WW1 and the
beginning of the tradition of ANZAC
Day with the landings at Gallipoli in
1915.
As early as 1916, when the troops began to return to
Australia, they rallied around and formed what is now the
Returned and Services League of Australia. Its aims were
simple: to preserve the spirit of mateship formed amidst the
carnage and horror of battle; to honour the memory of the
fallen; and to help each other. In 1916 there were no welfare
services as we know today, so the League committed itself to
provide for the sick, wounded and needy among those who
had served and their dependants. These services included
assistance with pensions, medical attention, homes and
suitable employment.
Here at Frankston, we may not provide suitable employment
for our service members but we are always working to
improve the way we care for those in need. There has been
recent publicity about the current generation of
ex-servicemen living it tough on the streets. This concerns
us deeply and we are endeavouring to provide suitable
assistance; however, we cannot force them to take it. If you
are aware of any service member in need, whether they are a
member of the RSL or not, please encourage them to contact
our Welfare Centre at 1/18-28 Skye Road on 9783 4151.
I must on your behalf, thank Tony Grice for the welfare work
he is doing throughout the RSL network by allowing aids,
(beds, walkers, scooters etc) which have been donated to us,
to be utilised by servicemen and women throughout the
State. It is a worthwhile cause when the equipment is being
used, as opposed to sitting in stowage in case we need it for
some one. Good work Tony on Frankston’s behalf.
With the Centenary of Gallipoli on ANZAC Day 2015, we have
made some variations to the normal services. We believe
there will be an influx of not only ex-service members
attending, but the general public are very interested in this
commemoration, and we welcome their attendance, along
with many school children from the area who will be
participating in the services. There is a notice in the
following pages advising how to get information about the
services.
There have many small projects over the last few years and
you will become aware of even more construction. We have
completed the new stowage sheds, removed the containers,
removed the current sheds, introduced new parking in place
of the sheds, and are about to embark on extending the
committee room and converting it to a members area,
providing staff with a change room and facilities, and finally
establishing a Memorial Garden along the wall which faces
the carpark entrance. I hope everyone has an enjoyable and
successful 2015, along with the successful running of our
club thanks to our staff.

Barry (By-Law 19 m) to fill a casual vacancy created by
the resignation of member Tony Grice (until the 29th of
March 2015) and select Mr Geoffrey Tempest (By-Law
20 b.1) to serve on the incoming Committee for a
period of 1 year until the AGM 2016.

GM new year message
May I take this opportunity to wish all members a Happy New Year and may 2015 be very kind
to all. The last year has been another successful and entertaining year for your club, and with
our membership continuing its exceptional growth, up 10% to 14,650, there have been many
issues with parking and seating in our restaurants.
The festive season always stretches our resources. This year was no exception with the lack of extensions to our
current facilities creating many issues for our day-to-day operations. I would like to assure all members that the
Committee and Management are very aware of the problems, particularly the parking and accommodating
members visitation requirements. Attention to these issues is in the pipeline.
Unfortunately, we are unable to extend our facility until we can offer the Council a plan that provides many more
car parking spaces. Obviously, many things come into consideration when establishing such a plan, including
costings and land area, and it is the Committee’s wish to have something in place by early 2016.
We sincerely thank you for your ongoing and loyal support of the Frankston RSL and ask for your understanding
and patience as the above issues are addressed.

national volunteer week
In line with National Volunteer Week which runs from 11th - 17th May, we
will again be hosting a Volunteers Dinner for our dedicated volunteers at the
Frankston RSL on Wednesday 13th May.
We will have guest speakers on the night, but the highlight will be the
recognition of our most dedicated volunteers, with our Volunteer of the Year
Award being announced.
Nominations for the award can be put forward by any full member, and forms will be available at Reception from
Monday 23rd March. Closing date for nominations will be Friday 24th April. A selected Sub-Committee will then
assess the nominations and select the members who will be acknowledged on the night.

ANZAC facts...
1. ANZAC was originally named the Australasian Army Corps. However protests from
New Zealand led to the adoption of Australian and New Zealand Army Corps.
Administration clerks found the title too long and adopted the abbreviation of ANZAC.
2. Australian casualties for the Gallipoli campaign amounted to 26,111. Nine Victoria
Crosses were awarded to soldiers in Australian units.
3. The original ANZAC biscuit was part of the rations given to ANZAC soldiers during
World War I and were included instead of bread because they had a much longer
shelf life.

4. The last surviving ANZAC, Alec Campbell, died on May 16, 2002.
5. Today, the ANZAC Battle Group is an active battle group of Australian and
New Zealand units.

At the December and January meetings of the Committee, two prospective committee members
attended as observers.The Committee agreed to second both members onto the committee until the
AGM, giving the committee a total of 8 members with the President holding a casting vote if required.
Both members are ex-servicemen and have been long-standing members of the RSL.
Geoffrey Tempest
Geoffrey Tempest served 9 years in the RAN as a Stoker (MTP) and was qualified for Petty Officer on
discharge, having served in Vietnam and FESR. After service with the Navy, he served 2 years with the
Federal Police and a further 36 years with VICPOL where he had many dealings with Frankston RSL as
the local Firearms Officer. Geoff served as the Secretary of the Frankston & Mornington V.V.A. in its
early days. He is filling the vacancy of Tony Grice and will remain on committee for his tenure until
2016.
John Barry, also a regular at the club, served 5 years with the Army Reserve and a further 3 years with
the Regular Army, from where he discharged as a Temporary Corporal. Life after the Army has been 30
years with the MFB as a firefighter. John has spent many years on committees of local sporting clubs
and we welcome him on board. John is filling a temporary position on committee and intends to stand
as Vice President at the March elections, subject to ANZAC House approval.
We welcome both members aboard and look forward to using their experiences to the benefit of all
our members.

Congratulations to Anja Lepoigneur who was our staff member of the year for 2014. Anja has been a
staff member for 2 years and works as a waitress in our Bistro. This award goes to someone who has
been exceptional throughout the year in providing outstanding service to our members and guests,
along with the contribution they put into their team. Anja, pictured with GM Rob Morrison, has a
terrific work ethic and wonderful nature that endears her to all our customers.

CONNECTING SKILLS - XMAS LUNCH & EQUIPTMENT DONATION
2014 saw the Frankston RSL host the Connecting Skills Christmas lunch for the sixth year.
Guests enjoyed a delicious meal as well as a visit from a special Santa. This year Santa
seemed to be a little louder than normal, but everyone present enjoyed some laughter and
fun times with the Jolly Old Fella! This year, the RSL also donated four lawn mowers and
two blowers for Connecting Skills workers to use at one of many maintenance locations.
CITY LIFE ‘Can Appeal’ - as mentioned in the last Morse Code, throughout November we
ran our City Life Can Drive again. We are pleased to announce that we were able to
donate 2075 cans to City Life. We could not have done this without the support of our
members, many of whom very kindly added $1 to their meal purchase in the November.
We thank all the members, guests, staff and committee who helped us raise the record
amount.
CITY LIFE ‘Christmas Lunch’ - our traditional support for the City Life Luncheon was
increased this year. Every year on Christmas Day, City Life hosts a Christmas Luncheon
for people throughout our area who might otherwise have spent Christmas Day alone or
without all the niceties that go with Christmas celebrations. It was unfortunate that City
Life had lost the support of a couple of major sponsors this year and found themselves in
need of some extra assistance. So, in addition to providing cooked chickens and potatoes,
we also provided financial support for them to hire tables, chairs, a jumping castle, a cool
room, and a sound stage, with PA equipment. This, of course, went a long way to making
the day a huge success. The event was conducted across two venues and accommodated
over 330 guests.
CITY LIFE ‘Laptop Trolley’ - in 2013 we were able to donate 10 laptops to City Life for their training programs. In
2014, we donated the funds for them to purchase a special trolley valued at $1400 to store the laptops.
The total value of our contributions for 2014 was well over $6000.
COMMUNITY SUPPORT FRANKSTON
Community Support Frankston focuses on providing local residents with information,
advice and skills so they can be more self-sufficient. The agency is also involved in
additional services and activities including crisis intervention, a tax help program, free
public internet access, research, and community development. Every year, Frankston RSL is
committed to supporting this agency by donating goods which they, in turn, use to create
Christmas food hampers for families in need. This year, we donated 200 tins of salmon and
200 bags of confectionery.

VIETNAM VETS
December saw the Frankston District Vietnam Veterans Association finish
off the year with a meeting and Christmas Dinner, which was very well
attended. At the meeting, we presented Ralph Yee with the Peter McLellan
award. This award is given for consistency to the Association (see picture).
An enjoyable night was had by all. The event ended a very successful year of
social activities and welfare work. A big thank you to all of you who helped
throughout the year.
Our AGM for 2015 will be held on 2nd February, starting at 7.30, followed by
a short general meeting. The Frankston Sub Branch meets on the first Monday of the month at 7.30pm at the
Frankston RSL in the Simpson Room 2. The men are still meeting at the Lemon Tree Cafe every Tuesday at
11am - all are welcome. Any Veteran or partner is welcome to come along to a meeting. For any information

WOMEN’s AUXILIARY
The Women’s Auxiliary would like to wish you a very healthy and happy new year. Thank you for your
support throughout the year with our chocolates and raffles on Friday nights. Our Christmas hampers made
a profit of around $1300.
The War Memorial fund is going quite well with having raised $5000 to date. We had a lovely Christmas
luncheon with the new Veterans Centre band playing for us. A great day was had by all and we thank the
RSL staff for doing a great job.
Kaye, Margaret and Dorothy took a trip out to Ward 17 Austin Health for a tour with Mr Winther. Our ladies
made up 20 bags with goodies for use at Christmas which we handed out to the men and women present.
We donated $3000 to send ten children to Portsea Camp. This camp is designed
for disadvantaged and special needs children, and provides an educational and
recreational environment to mix with other children. We also donated $4,000
to the Young Veterans Centre.
We would like to thank our President and Past President for all the support
they have given throughout the year. Anyone who would like to join our club,

WELFARE
Year’s end is always a busy time for our dedicated Welfare Team. We have the
usual heavy work load of over 450 visitations each month, luncheons and
assistance with our Poppy Appeal and Remembrances Services, as well as packing
and delivering the RSL Christmas parcels for our Veterans. This year, Frankston
ordered over 600 parcels and this time ANZAC House broke with tradition and
sent a beautiful ANZAC Centenary Scarf instead of Christmas cakes. To date the
feedback has been most gratifying with such a memento, and yes they are all
“made in Oz”. Along with the usual rounds of Christmas functions and luncheons,
our Coach Captain Cheryl was kept busy with over ten outings around the Peninsula, including four of her
popular Christmas Lights night trips.
Another area of our Welfare Operations is the facilitation of Mobility Aids to our veterans. Welfare Officer
Tony Grice has been busy along with Rob Keevers and Bernie Connolly in sourcing and distributing these “life
easing” appliances. In some cases, our supply exceeds local demand and Tony has been very successful in
placing many items around the State to needy veterans.
Whilst many may not consider our association with the local Cadet Units a welfare
activity, few realise that these Units assist with both our Commemorative Events
as well as raising much needed funds with the Appeals that underpin our welfare
fund. Both Air Force and Navy Cadets held their end of year parades at HMAS
Cerberus. These events were well attended and received positive feedback. All
can be assured that our Country is in good hands with many of the Cadets going on
to join the ADF. This year, the feature attraction was the Navy Cadets parade that
included a “Ceremonial Sunset” or closing of the day Service, a very moving and
traditional service.

GOLF
PIPES & DRUMS
During 2014, we had 59 members who each
enjoyed a good year of social and competitive golf.
Congratulations to Brendon Underwood, Club
Championship winner, and to other winners, Terry
Underwood, Vinnie Norris and Yvonne Jones. As
always, the highlight of the year was the annual trip
away - 2014 was to Corowa. 2015 will be 10–11
Apr to Cobram-Barooga. 2015 is shaping up to be
another good year and Captain Ian Reichmann is
scheduling games at some popular courses such as
Portsea, Flinders, and the Dunes. RSL members

BOWLS
The Pipes & Drums, in true Scottish style, wish all members and staff at
Frankston RSL, a Happy New Year and may 2015 be a good one for you all.
We are hopeful of being able to put on some concerts this year and will keep
you informed regarding dates should they go ahead. A number of items from
our last Frankly Scottish are now on You Tube. These include Amazing Grace
and Highland Cathedral. We had a couple of engagements during January:
Cranbourne Lodge’s Burns Night and the Australia Day Parade through
Mornington. This Parade always attracts a large crowd, estimated at around
10,000, and has been an annual fixture in our Calendar for some years now.
It is our intention to compete at the Victorian Pipe Band Championship
being held at Geelong on March 1st but that will depend on having the
required number of pipers. Shortage of numbers is haunting pipe bands
throughout Victoria and experienced players would be most welcome to

Pennant Bowls - We have not been as successful in the Midweek
and Saturday competitions this year as in other years. However, we
do have teams in both competitions which will be competing in the
finals come February/March. Social Bowls - These take place on
Wed, Thu and Sun and members of all bowls clubs are welcome to
participate. Entry lists can be found on the noticeboard in the Bowls
Pavilion porch. Barefoot Bowls - These have again proved very
successful, with regular Friday night sessions and Private/
Corporate bookings. In the lead up to Christmas we could not fit in
all the requests!! Feedback has been wonderful. Membership - We
currently have nearly 160 members and welcome anyone who
would like to join, especially ladies and juniors. No experience is
necessary as we provide free coaching. Please contact us on

INDOOR BOWLS
We wish you all the very best for the New Year. We
congratulate Alan Howden who has been made a Life
Member for all the work he has done over a good many
years for Indoor Bowls. At the end of 2014 we held our
club championship. The eventual winner was Glenys
Rowland who defeated Chris Cook in a very close final. The
other winner for the year was Lisa de Marco who won the
singles trophy of the R.S.L Southern Division Indoor
Pennant Bowls competition. Well done Lisa. During the
year we had an outing on the Tramboat to Williamstown
and in late December, we held our annual Christmas
dinner at Taggarts Restaurant. That closed the year off
nicely and we are once again bowling on Mondays in the
Pavilion.
BILLIARDS & SNOOKER
Vale Patrick Chung - Patrick "Paddy" Chung passed away at home on
New Years Eve. Patrick was one of the biggest characters, and we will
miss his smile, happy nature, raucous laugh and his honest appraisal of
your last missed shot – “you dumb bastard!” The Frankston RSL Billiard
room will never seem the same.
SOUTHERN BILLIARDS PREMIERSHIP
Bill Lindsay’s Frankston Gold Billiards team is the 2014 Premier in the
Southern Billiards Competition.

CLUB BILLIARDS CHAMPIONSHIPS - Club Champion: Ian Gilbee; Runner up: Brett

THURSDAY NIGHT BILLIARDS - John van Zanden’s Frankston Eagles were minor premiers
in the Bayside RSL Competition. They were beaten in the prelim final by the eventual
premiers, North Brighton. The Frankston Tigers, led by Darren Royle, also made the finals
but bowed out at the semi final stage.
MONDAY NIGHT WILLIS SNOOKER - VBSA Willis C Grade is a strong snooker competition.
The team representing Frankston RSL was enthusiastic but inexperienced. Led by Alistair
Webster, they were always up for the challenge. The team didn’t make finals, but they will be
stronger for the experience.
TUESDAY OVER 55s - Frankston RSL entered two teams in this competition. Both Frankston
teams failed to make the finals this year. This is a great competition to be involved in. Each
team fields players who play billiards or snooker. The teams play during the day. The
atmosphere is competitive, yet very social.
DARTS

frankston cenotaph
Members will be aware that the Frankston RSL has been in consultation with the Frankston City Council for over five
years for the development of a new Cenotaph to honour service men and women involved in all conflicts. We thank
Len Streets JP OAM for the work he has carried out to develop a site in High Street. However, the council have decided
that the most appropriate site is in Beauty Park. The RSL fully endorses the site as a long-term project which will
include an Avenue of Honour (Baxter Street), a Victoria Cross Walk, sites for individual memorials, and the Cenotaph.
Whilst the latest drawing, as shown, is not the final design,
it was recently presented without consultation with the RSL,
following the initial design which was presented and
endorsed some twelve months ago.
While the development, funding and erection of
Cenotaphs are community projects, we at the RSL
have committed $125,000 over the next ten years to
support the ongoing development and upkeep of the
proposed project.

Over Christmas and New Year we have been busy completing the transition of
contents from our sheds down to the new Storage Compound at the rear of our
grounds. This has now enabled us to remove the old sheds and create more
parking bays in this area. You will notice the works as you enter our premises
on the left of the bowling greens. It is expected these works will be completed by
mid February.

new upgrade and extension
Our latest development phase will see three main factors addressed to help give our venue a more
modern, contemporary appeal as people enter our premises.
At a total project cost of a little over $1.1 million, we will be establishing a new Memorial Garden on the
west side of the entrance and landscaping the east side. There will be an extension of the current
Committee / Welfare area to give veterans and kindred organisations a meeting and learning space.
A new staff room will be built above this area to finally give our 110 staff a comfortable area to have
breaks and change. The development has commenced and should be completed by mid June and will
include the following:
