SAILING INSTRUCTIONS

Preamble:
The “WONDERFUL INDONESIA” Fremantle to Bali Yacht Race 2015 (WIFB), will be conducted on the
waters of the Indian Ocean and the Salat Badung.
The principal sponsor is the Indonesian Ministry for Tourism and Creative Economy under its
“WONDERFUL INDONESIA” brand.
Organising Authority:
The Organising Authority (OA) is the Fremantle Sailing Club (Inc.) (FSC).

1) Rules
a) The race/rally will be governed by:

The above except as modified by these Sailing Instructions (“SI”),
Safety Category One.
Arbitration shall apply as detailed in these SI’s. (Race only)
b) Amendments/Changes to IRC Rules: (Race only)
i) IRC Rule 21.1.5(e): Spare Mainsail
A boat is permitted to carry on board a spare mainsail, which may be used only as a bona fide
replacement for a mainsail that is damaged in the race, and not for the purpose of improved
performance (e.g. varying weather conditions or points of sailing). A boat that uses that
replacement mainsail shall lodge a declaration declaring the reason for its use and may be
required to make the damaged mainsail available for inspection by the Race Committee (amends
IRC Rule 21.1.5 (e)).
ii) IRC Rule 21.6.1: Spinnakers
Attention is drawn to the following Yachting Australia Prescription to IRC Rule 21.6.1 which
applies to this race: Yachting Australia prescribes that in accordance with IRC Rule 11.2, 11.3 &
21.6.1 in IRC races requiring Category 1, Category 2, or Category 3 Special Regulations
compliance, a boat may carry one more spinnaker than shown on her current IRC certificate, of
area not greater than rated SPA, without an increase in rating.
iii) IRC Rule 22.4 Crew Number/Weight
There is no limitation on crew number or weight except as required for boats rated as one design
which shall comply with IRC Rule 22.4.2
c) Fuel (YASR 3.24.5)
At the start of the race, a boat shall carry sufficient fuel to meet her battery charging
requirements for the duration of the race and to motor at the minimum speed specified in YASR
3.24.5 for at least 400nm once the boat passes 21° 45’South (changes YASR 3.24.5(b)).
d) Clearing weed from the keel
Weed shall not be cleared from keels, rudders, propellers or any other appendage by crew going
into the water whilst the boat is under way. See “YWA Clarification - Removing weed from keels
while racing” on page 23 of the YWA Offshore Handbook.
e) Auto helm
The use of the auto helm is allowed, providing details are kept in the log book and no advantage
is gained.

2) Notices to competitors
a) Notices to competitors will be posted on the Official Notice Boards.
b) In Fremantle, the Official Notice Board is situated in the foyer of the clubhouse of the
Fremantle Sailing Club (FSC).
c) In Bali, the Official Notice Board is located in the bar area of the Benoa Marina.
d) For the convenience of competitors, notices may be mirrored on a notice board in the Sanur
Beach Hotel foyer.
e) For the convenience of competitors, notices may be published on the official Web Site.
3) Changes to sailing instructions
a) Any change to the sailing instructions prior to the warning signal will be posted no later than
four hours prior to that warning signal.
4) Signals made ashore
a) Signals made ashore will be displayed on the flag mast on the lawn of the FSC Clubhouse.
b) When flag “AP” is displayed ashore, “1 minute” is replaced with “not less than 45 minutes” in
Race Signal AP

On the day of the race/rally & prior to 0930 all boats shall contact “FREMANTLE RACE
CONTROL” on VHF Channel 72 (VHF 72) and HF 4146 kHz (HF).
The Radio Room will be open from 0830.
Race control will give each boat a reference number (after its satisfactory checking). Boats shall
comply with these requirements to be eligible to start.

a) Day Buoy; yellow inflatable buoy located approx. 1 nm to windward of the Starting Line
b) North Mole Mark; yellow inflatable day buoy located in vicinity of Red “A” Harbour Entrance
Buoy approximately 32⁰03.2’S 115⁰ 43.2’E

Races/rally will be started b y using RRS 26 with the warning signal made 5 minutes
before the starting signal.
The starting line will be situated in an area bounded by Hall Bank Beacon, Burnell Buoy, North
Mole and Red “A” Harbour Entrance Buoy (see attachment 1).
The starting line will be between a staff displaying a “Wonderful Indonesia Fremantle – Bali”
flag on the FSC committee vessel “Success” at the starboard end of the line and a yellow
inflatable buoy at the port end of the line.
To alert boats that the race/rally will begin soon, the Orange “on station” flag will be displayed
with one sound at least five minutes before a warning signal is displayed.
Day Buoy: Prior to the Warning Signal, the FSC committee v e s s e l will display a red or
green flag.
A Red flag means the mark is to be left to Port,
A Green flag means the mark is to be left to Starboard.
(NP) The race committee will endeavor to broadcast the final seconds of each timing sequence
on VHF 72.
(NP) If any part of a boat’s hull, crew or equipment is on the course side of the starting line
prior to her starting signal, and she is identified, the race committee will attempt to broadcast
her sail number on VHF 72 after the starting signal. Failure to make a broadcast will not be
grounds for a request for redress (changes RRS 62.1(a)).
RRS 29.1 applies and is amended to include the following: After the warning signal, if a boat
crosses the starting line and is OCS at the starting signal and fails to return and start correctly,
she shall receive a two hour penalty added to her elapsed time without a hearing. (This changes
RRS 29.1, 63.1, A3, A4 & A5).
A boat that arrives at the starting area later than 60 minutes after her starting signal will be
scored Did Not Start (DNS) without a hearing (changes RRS A4 & A5).
If the race/rally is Postponed or Abandoned, in addition to the RRS Race Signals, a broadcast
will be made on VHF 72 and repeated as necessary.
10) Finish line
a)
The finishing line in Bali will be an imaginary line between the outer Port No 2 Channel Marker
(8°45.346S 115° 14.125'E) and a finish boat approximately 50m to the south situated off the
Harbour Entrance at Benoa, at night the finish boat will endeavor to have an Orange flashing
light going (see attachment 2).

Boats finishing at night are required to illuminate their sail number on the port side.

c)
If a group of boats are finishing at night, the lead boat should advise the race control finish
team by VHF 72 when they are approximately 500 metres from the line.
d)
After clearing the finishing line, boats are required to turn to the right and to wait for an escort
vessel which will lead them to the mooring area.
11) Protests, Requests for Redress & Arbitration
a)
Protest forms will be available at the Bali race control located at Port of Benoa Pilot Building.
b)
Protests and requests for redress shall be delivered to the Bali race control within 6 hours after
the protesting boat finishes. If the expiry of that time is outside normal business hours, the
protest or request for redress shall be delivered by 1100 hours the following morning.
c)
Notices will be posted of “Protests and Requests for Redress hearings” to inform competitors of
hearings in which they are parties or named as witnesses.
d)
Arbitration as detailed below will be held prior to any scheduled hearings.
e)
A schedule of hearings will be posted on the Bali official notice board which will advise the time
& place where the hearings will occur.
f)
Breaches of Sailing Instructions marked (NP) will not be grounds for protest by a boat (changes
RRS 60.1(a)). Penalties for these breaches may be less than disqualification if the protest
committee so decides
g)
Requests for reopening a hearing shall be in accordance with the RRS.
12) Arbitration
a) RRS 44.1 is changed to permit a boat that has broken a rule of Part 2, Part 4 or RRS 31 to take
a penalty after racing but prior to any protest hearing. Her penalty shall be a scoring penalty
equal to a finishing place mid-way between the boat's actual finishing place and the score for
a disqualification. Half points shall be disregarded and the points of other boats shall not be
adjusted. RRS 63.1 is changed such that an arbitrator may allow a protest to be withdrawn.
b) An arbitration hearing will be conducted for all protests lodged in accordance with RRS 61
which allege an infringement of a rule of Part 2, Part 4 or rule 31. Such hearings will be held
subsequent to the protest being lodged and prior to the protest hearing.
c) The time and place of the arbitration hearing will be decided by the arbitrator and such advice
may be given verbally. One representative of each boat will attend the arbitration hearing and
no witnesses will be allowed. The arbitrator will decide the manner in which testimony is
given.
d) After taking testimony, the arbitrator will make one of the following conclusions:
i) The protest does not comply with rule 61 and the protestor should withdraw the protest.
ii) The matter shall proceed to a protest hearing. This may be because rules not suited to
arbitration may be involved or because evidence is too complex or divergent or because

injury, serious damage or a significant advantage may have occurred or because of the
apparent severity of the alleged infringement or for any other reason decided by the
arbitrator.
iii) No rule was broken and the protestor should withdraw the protest.
iv) A rule was broken by one or more of the boats involved, the infringing boat(s) may accept
a scoring penalty as detailed above and if so accepted, the protestor should withdraw the
protest.
e) An arbitration hearing shall not be re-opened. No conclusion of an arbitrator shall be subject
to appeal or be grounds for redress.
f) Should the protest proceed to a protest hearing then the arbitrator may be a member of the
Protest Committee. Any evidence given by an arbitrator during a protest hearing shall be
given only in the presence of the parties to the hearing.
13) Scoring for Race
a) IRC handicap categories (Race only)
i) Results will be decided by the application of the IRC Time Corrector (TCC) as printed on
each boat’s IRC Certificate, as a multiplier of elapsed time.
ii) The boat with the lowest corrected time (after application of scoring penalties, if any) will
be scored first.
b) PHS handicap categories (Race only).
i) Results will be decided by the application of Time Correction Factors (TCF’s) as a multiplier
of elapsed times.
ii) (NP) A boat’s TCF will be determined by the Race Committee or its nominee. The TCF will
not be subject to protest or grounds for a request for redress (changes rules 60.1 and
62.1(a)). The Race Committee may amend the TCF of a boat after the Race Briefing, at any
time prior to the Warning Signal, where the Race Committee becomes aware of any
changes to the boat that may affect its performance.
14) Scoring For Rally
a) The winner of the Rally will be the boat with the highest score on the score card.
15) Compulsory Briefings Race & Rally (NP)
a) Compulsory race/rally briefing
The compulsory briefing will be held at 1800 on Monday 11th May 2015 at Fremantle Sailing
Club.

The compulsory weather briefing will be held at 1800 on Friday 15th May 2015 at Fremantle
Sailing Club.
c) Attendance requirements at compulsory briefings
Details of the attendance requirements are listed in the Notices of Race/Rally. Boats failing to
comply with these requirements will not be eligible to start and will be scored DNC without a
hearing.
16) Declarations (NP)
a) A boat shall lodge a declaration on a prescribed form when;
i)
an infringement occurs, however minor, of any rule, regulation, sailing instruction, radio
instruction,
ii) the boat has taken the benefit of temporary discontinuance from racing,
iii) the boat has taken a one turn or two turn penalty,
iv) the boat has a bona fide replacement for a damaged mainsail
b) Declarations shall be delivered to the Bali race control within 6 hours of the finishing time of
the boat. If the expiry of that time is outside normal business hours, the declaration shall be
delivered by 1100 hours the following morning.
c) A boat which does NOT lodge a declaration thereby acknowledges that it has complied with
the NoR and these SI’s.
d) The prescribed forms will be available from Bali race control.
17) Handicap categories and divisions
The race will be conducted in IRC and PHS Handicap Categories, for the Racing Divisions & High Points
Score for the Rally Division.
18) Safety regulations - Boats retiring from the race
When a boat retires from the Race/Rally it shall advise Wiluna Radio at the first available opportunity,
giving its position, reason for retirement, intended port of destination and ETA, together with any
other relevant details. Wiluna Radio will continue to call retired boats during position report
schedules and retired boats shall continue making position reports during each schedule until arriving
at its destination.
19) Boat Inspection (NP)
Boats shall be made available for spot inspections by the Race Committee or its nominee at any time
on the day of the scheduled start of the race or after the finish.

20) Advertising on boats (NP)
a) Backstay flag
The WIFB backstay flag that will be provided by the OA for each boat at or prior to the race briefing,
shall be flown at a height of approximately 2 metres from the working deck on the backstay or
port/starboard mizzen shroud. The flag shall be displayed from 0800 on the day of the scheduled
start until the boat has rounded Fairway Buoy, after the start. The backstay flag shall also be flown 2
hours prior to the boat’s ETA in Bali. Boats are encouraged to keep the flag on display during their
stay in Bali.
b) Other flags
Except when complying with the RRS, the SI’s, National Flags, Club flags/burgees NO OTHER FLAG
shall be displayed by a boat after the Warning Signal until the boat finishes. All Flags may be removed
after rounding Fairway Buoy and replaced 2 hours prior to finishing.
c) Bow decals
Bow decals may be supplied by the OA and these shall be displayed by each boat in the manner
required by the OA.
d) The penalty for an infringement of this SI shall be at the discretion of the Protest Committee
(changes RRS 64.1).
21) Results (NP)
Provisional and final results will be displayed on the official notice boards at the Bali race control and
Fremantle Sailing Club, as soon as practicable following computation.
During the race, progressive positions may be published by FSC on the event website
www.fremantlebali.com.au or www.fsc.com.au Any progressive results that are published will have
no bearing on, nor effect the final results and shall not be grounds to request redress (changes RRS
62.1(a)).
22) Trophies
Trophies and prizes will be awarded as appropriate to the number of handicap categories and
divisions.
23) Temporary discontinuance from race or rally (changes RRS 41, 42.1
and 45)
a) A boat may, after starting, use its engine for propulsion purposes to assist with anchoring and
berthing when:
(i) Taking shelter from extreme weather; or
(ii) Disembarking sick or injured crew who will take no further part in the race (such crew shall

not be replaced) or;
(iii) Attempting repairs being undertaken wholly on board.
b) Crew intending to continue to race may go ashore solely for the purpose of making fast and
thereafter shall immediately re-embark. NO outside assistance shall be accepted by the boat
or the crew other than as provided in RRS 41.
c) A boat complying with RRS 1.1 (Helping those in Danger) rendering assistance (except to its
own crew), which sustains damage or depletes its stores, may accept outside assistance to
make good the damage equipment or stores provided that such assistance shall not be
provided over a cumulative period exceeding 24 hours in total.
d) For the purpose of this sailing instruction a boat’s elapsed time shall continue to accrue and a
boat shall keep a record of her engine hours in her ship’s log and provide it to the Race
Committee.
e) Rally only - Rally boats may temporarily discontinue from the rally at any time.
f) REDRESS INVOLVING RRS 1.1
In the event of a request for redress for loss of time being claimed under RRS 1.1 (Helping
Those in Danger), whether the propulsion engine was used or not, the loss of time shall be
supported by logged details of course changes, distances, times, etc. The logged details shall
be submitted with the request for redress.
24) Media - Additional persons (NP)
For Media purposes only and with the prior approval of the race committee, a boat may carry
additional persons on board from the warning signal until three hours after the starting signal. Such
person shall not participate in the sailing of the boat. Such action will not form the basis of a protest
or constitute grounds for redress (changes RRS 47.2 & 62.1).
25) Responsibility
All those taking part in the race do so at their own risk and responsibility. The OA, their respective
officers, employees, volunteers and members, accept no liability for any injury, loss or damage that
may be suffered by any competitor, nor any liability for harm to persons that results from breach of
an express or implied warranty that “Wonderful Indonesia Fremantle – Bali Race and Rally 2015”, and
all services relating thereto will be conducted or rendered with reasonable care and skill is excluded.
Specific Attention is drawn to RRS Fundamental Rule 4, which states:
“The responsibility for a boats decision to participate in a race or to continue racing is hers alone”

26) Radio instructions
a) Radio relay
Boats are reminded of their obligations under Section 25, Distress Communication, of the Marine
Radio Operators Handbook. (https://www.amc.edu.au/handbooks)
b) Radio transmissions
(i) The Communication Stations will be Fremantle Race Control, Bali Race Control & Wiluna
Radio.
(ii) Wiluna Radio will maintain a continuous listening watch throughout the race on 4125,
6215, 8291 & 12290 kHz (12290 kHz between 2030 & 0830).
(iii) Fremantle Race Control will scan/monitor the race frequencies 4146, 6227 & 8294
between 0500 & 1900.
(iv) Bali Race Control will monitor 4146 kHz only from 0700 on 21st May 2015 until the last
boat has finished
(v) The primary race frequencies for all traffic are 8294 & 12353 kHz.
(vi) For unscheduled race/rally traffic, boats should call Wiluna Radio on 8291 kHz. If no
response is received, boats should try the next highest frequency during the day and the
next lower frequency during the night.
(vii) All Boats shall maintain a continuous listening watch both on VHF 16 & 4146 kHz for the
duration of the race (except for sked times) and comply with these Sailing
Instruction’SI26 “Position report schedules (Skeds)”.
(viii) Boats shall report wind strength and wave heights to Wiluna Radio, when wind strength
exceeds 35 knots (Beaufort Scale 7) unless otherwise instructed.
(ix) Should a boat experience HF radio difficulties, the boat shall make every effort to

e) Another boat on VHF 16 or 4146 kHz to relay her position. Thereafter, a private
schedule will be established with Wiluna Radio for another boat to report the boat’s
position on HF prior to the commencement of the Position Report Schedules.
27) Position report schedules (Skeds) (NP)
a) Wiluna Radio will conduct radio skeds for position reports and listening schedules. It is
mandatory for boats to participate in the skeds. There will be two (2) HF skeds per day. The
initial first sked will be on the 16th May 2015 at 1800 on 8294 kHz.

Wiluna Radio will announce a tuning call at 0600 & 1800 each day & broadcast any fleet
information, e.g. Weather details, before starting the Skeds.
Yachts will be called in Alphabetical order.
Position reports from finished and retired yachts will be announced during the Skeds.
Yachts will be advised, at the end of the position report, which frequencies will be
monitored until the next report.
The sked times of 0600 & 1800 will continue until the last boat has finished.
b) In the case of a boat failing to keep a radio schedule or failing to make any other required radio
position, a report will be submitted to the Race Committee. The Race Committee may apply a
three (3) place penalty on corrected time at its discretion, without a hearing (changes RRS 63.1)
c) Boats in the Rally division that are not sending their positions by HF Radio will send their
positions to Race Control via email ([email protected]) or sms +61
(0)448 039 331 before 0500hr & 1700hrs. Race Control will respond with a received message
between 0500 to 0530 &1700 to1730.
28) Mandatory reporting
a) On approaching 21° 45’ South all boats shall assess whether:
(i) Its HF Radio/Satellite phone is operational and has a signal strength fit for the ensuing
purpose
(ii)
The required number of life rafts are on board;
(iii) The engine and batteries are fully operational;
(iv)
The boat has sufficient fuel to motor from the halfway point (400NM) to port.
(v)
The boat has sufficient water and food to last for the duration of the voyage to Benoa or
return from the halfway point (400NM) to port.
(vi) The boat and its crew are in a satisfactory condition to continue; and assess:
(vii) The most current weather forecasts and determines whether the boat and crew are fully
prepared for the conditions that are forecast.
(viii) Before continuing to race beyond Latitude 21° 45’ South, boats shall contact Wiluna
Radio & declare whether or not the boat complies with the requirements of this sailing
instruction. Boats that do not comply with this SI shall discontinue racing. Contact with
Wiluna Radio shall be by HF radio or Sat phone To Race Control as appropriate.
(ix) Boats which are not recorded by Wiluna Radio as having complied with this Sailing
Instruction SI 28 shall be scored DNF without a hearing (changes RRS 63.1 & A5).
(x)
Boats found to have knowingly made a false report under this Sailing Instruction will be
reported to the Protest Committee for action under RRS 69.

b) Bali Finish
All Boats shall report to Bali RACE CONTROL at an ETA of approximately 3 hours prior to their
finishing on 4146 kHz or VHF 72 or by sat phone,+62 822 4775 5398 as appropriate, and if
distance allows repeat the report at approximately 1 hour prior to the finishing line on VHF 72.

Attachment 3: General Information
1) Lost radio contact
If at any time a boat is unable to contact Wiluna Radio, Race Control or the remainder of the fleet,
the following procedure will be adopted:
a) At first instance:
i) Call Wiluna Radio on 4125, 6215, 8291 or 12290 kHz or
ii) VHF channel 16 or
iii) A Volunteer Sea Rescue Station on VHF 16 or 73.
iv) If contact is made, advise:
(1) that you have lost radio contact with the fleet
(2) report your position
(3) report other relevant information
(4) request that the information is passed to Wiluna Radi o.
v) If no contact is made with any station and you have missed one scheduled sked:
vi)
(1) Continue to endeavor to make contact with all stations during the next two hours,
(2) F ur t h er , endeavor to make visual contact with another vessel to re-establish
contact with the fleet as soon as possible. Sail close enough for a vessel to identify
you.
(3) If you are unable to establish communications with the fleet, continue to
endeavor to make contact with Wiluna Radio, Volunteer Sea Rescue & VHF 16.
Continue to request that the station contact Wiluna Radio with your
circumstances.
(4) It is of prime importance that a boat should do everything in her power to reestablish contact with Wiluna Radio. This could include making for the nearest
harbour or waiting for a boat behind to catch up.
(5) A search may be initiated if any boat’s position and safety cannot be established
by any means within three hours of a missed scheduled radio position report.
(6) The cost of any unnecessary searches, if instigated, may be charged to the
boat(s) concerned.
Retiring Boats, refer to the Sailing Instructions.
2) Trackers
When an Organizing Authority provides satellite tracking devices to entrants in a race, these shall
be fitted as instructed and left turned on for the duration of the race. Every effort shall be made by
the boat to ensure that the tracking devices function as intended.
3) Listening watch roster
Will be found in the boat packs given out at the briefing. Boats participating in the Rally Fleet will also

be included in the Position Report Schedules and Listening Watch Rosters.
4) Severe weather forecasts
Requests for and receipt of information regarding severe weather shall not be classed as an
infringement of RRS 41 ‘Outside Help’
5) Initial search procedures
If a boat fails to respond for 2 successive Skeds Wiluna Radio may initiate the following procedure:
a.
Wiluna Radio will advise the fleet at the next sked and request all boats to maintain a
listening watch for the missing boat on 6227 kHz & VHF 16 followed by 4146 kHz as
directed.
b.
Wiluna Radio will ask a relay vessel to call the missing boat first on 6227 kHz & VHF 16
followed by 4146 kHz.
c.
Boats shall relay any response to Wiluna Radio.
d.
if there is no response from the called boat,
(i) By day, Wiluna Radio will ask the called boat to ignite a red hand held flare
(ii) By night, the boat will be asked to deploy a red Parachute flare.
(iii) The fleet shall maintain a 360° visual watch and report any sighting of flares to Wiluna
Radio.
(iv) Upon sighting a flare, the observing boat shall take a magnetic bearing to the boat in
distress, maintain a continuous listening watch on distress frequencies and post extra
lookouts.
(v) If no flare is sighted Wiluna Radio will report the missing boat to the rescue
coordination control and update the fleet as necessary.
e)
A boat that:
(i) is unable to transmit on either its HF or VHF radio & comply with 2 consecutive Skeds,
or does not for any reason receive a repeat of its position by Wiluna Radio at two
consecutive schedules;
(ii) Shall, at the commencement time of the next occurring position report, ignite:
(iii) Red hand-held flares
These are designed for use both night and day and burn for about 45 seconds at
15,000 candle power. Potential sighting range at night is 10-12 km and about 4-6 km
during the day.
(iv) Orange hand-held smoke flares
These are designed for day use only and have no luminosity. They emit a cloud of

orange smoke. Orange hand held flares burn for about 60 seconds. The buoyant
canister, which is safe for use in petrol or oil covered water, burns for about three
minutes. Potential sighting range by day is 4 km, although this can drop to less than 1
km in a fresh breeze. However, these flares are especially visible from aircraft, even
on windy days.
(v) Red parachute distress rockets
These are designed for use both night and day. They project a rocket to 300 metres
high and then deploy a parachute-suspended red flare, which burns for about 40
seconds at 30,000 candle power. Potential sighting range is 15 km by day and 40 km
at night.
6) Finishing report
a) Boats shall report to Bali RACE CONTROL on VHF 72 immediately after clearing the finish line.
b) Boats shall report the flying of a protest flag (if applicable) at this time.
c) VHF 72 shall be monitored before and after finishing to receive instruction from Race
Committee or the ’Follow Me´ Boat.
d) Boats shall continue to comply with these sailing instructions regarding position reports until
they have cleared the finish line.
7) Radio and social media restrictions
A boat is not permitted to request and a boat (working private schedules with other stations) is
prohibited from passing information in relation to weather conditions or race information, except
where requested by RACE CONTROL or except as detailed in these Sailing Instructions. No restriction
is placed on the receiving of weather information broadcast by Government or commercial stations.
A boat may be given express written authority by the Race Committee to broadcast a commentary
and in that event, unless otherwise stated the following rules shall apply;
a) No reference shall be made during a commentary to;
i) weather conditions being experienced by the boat, other than in general terms
ii) boats in distress or emergency or wreckage sightings;
iii) Medical emergencies
b) All information given shall be accurate (no deliberate false sightings or positions shall be
reported).
c) No information shall be given which may assist any other boat to ascertain or improve its
position except to the extent permitted in these Sailing Instructions.
d) The skipper of the boat from which a commentary is broadcast shall be responsible for the
detail and retain the text of the broadcast, and the boat may be protested should it be
considered that these terms have been breached.

8) EPIRBS
Boats shall brief the crew in their care and deployment of EPIRBs as per Marine Radio Operators
Handbook, sections 18 to 21 and in accordance with Special Regulation 5.05.
9) Log book
A log book will be supplied to each boat by the OA for the Perpetual Navigators Trophy.
The completed log book with Items should be handed to the Bali Race Control Team Leader within 6
hours of the boats finish time.
10)
Battery charging
Batteries should be charged at least twice each day, especially those used for radio communications
and preferably just prior to position report schedules.
11)
Safety – search and rescue (S.A.R.)
All boats shall familiarise their crews with S.A.R. procedures, which are set out in the Annual
Summary Australian Notice to Mariners. S.A.R. authorities will not usually express concern or
initiate search and rescue proceedings unless a boat is CLEARLY OVERDUE. (ETA is + 24 hours). In
the event of transmission difficulties it is the responsibility of a boat to make every endeavour to
make contact with another boat or coast station and to report its position and situation by diverting
from its course if necessary to make direct contact.
12)
Ports of refuge
On approaching any coastal port, boats should call the Marine Rescue Unit station on 4125 kHz or
VHF 16 seeking berthing directions.
13)
Boats returning to home ports after race
Boats should contact a recognised coastal station at regular organised intervals to relay their position
and advise relatives of the contact numbers from which the position of the boat can be obtained.
Race skippers are especially requested to draw the attention of return delivery crews to this
recommended procedure.
14)
Distress and safety communications
The Australian Maritime Safety Authority through RRC AUSTRALIA provides the following distress and
safety communications; Inmarsat HF DSC monitoring on 4207.5, 6312, 8414.5, 12577 and 16804.5
kHz EPIRB satellite detection Northern Territory and State Authorities provide a distress and safety
monitoring service via the coast radio network on frequencies 4125, 6215, and 8291 kHz. The coast
radio network also broadcast navigation warnings on 8176 kHz
The Volunteer Marine Rescue Association through the Marine Rescue Units, Volunteer Coast Guard

and the Volunteer Coastal Patrols generally monitor VHF CH 16, 2788 kHz and 2182 kHz during
daylight hour’s service is provided by some stations.
15)
Pyrotechnics storage
Immediately each boat is docked in Bali the Pyrotechnic devices (flares, rockets etc.) shall be stowed
and securely locked in a container (fixed or portable) the key to which will be held in the custody of
the skipper for the duration of the boat’s stay.
16)
Important
When entering and leaving ports it is important to contact the Local Marine Rescue Unit, Coastal
Patrol or Volunteer Coast Guard Station. The Volunteers who maintain these stations are always
pleased to pass on and receive messages whenever possible but cannot assist if they have no
knowledge of a boats whereabouts. Please take the time to inform them of your arrival and
departure.
17)
International convention for the safety of life at sea.
It is accepted as the normal practice of seamen, indeed there is an obligation upon masters’ that they
render every assistance within their power in cases where a person or persons are in distress at sea.
These obligations are set out in regulation V/10 of the International Convention for the Safety of Life
at Sea, 1974 (SOLAS 1974).

Radio sked procedures
a) Tune your Transmitter before the commencement of the schedule. Tuning whilst schedule is
in progress disrupts the transmission of other boats.
b) Wiluna Radio will start the sked on the primary frequency or the frequency that was stated at
the end you the last sked.
c) Wiluna radio will call each boat in alphabetical order when you are called “Be Brief”, Wiluna
Radio knows you are in South Latitude and East Longitude the message i.e. “Firefly's position
is 34-16-151-17” (three four, one six, (pause) one five one, one seven) gives all the position
information required. Race control will repeat this and ask you to confirm, you should reply
"confirm" or "negative" and correct the position
d) Wiluna radio will give the position of the boats whose position has been received by Email or
SMS at their place in the list
e) If Wiluna Radio does not get a reply from a boat it will say ”nothing heard” and more on to
the next boat on the list
f) When Wiluna Radio gets to the end of the list it will go back to the top and run through the
boats that it missed
g) When Wiluna Radio gets to the end of the list for the second time it will ask “All boat have any
boats heard from any of the boats missed” pass on the position of any boats you have or any
information you have such as “Seaspray is about one mile South East of Firefly” but only if the
other boat is positively identified.
h) If there are still boats unreported, Wiluna radio will run through the list, again, on the
secondary frequency starting at 0635 and 1835.
