POLITICAL AD SQUEEZE COULD GET WORSE
KANTAR ANALYZES ISSUE BEFORE FCC
We reported March 3 that a political ad buying agency,
Canal Partners Media, had petitioned the FCC for a ruling
that would give preference to candidates’ TV. The petition
seeks to have any and all ads bought by campaigns eligible
for the lowest unit rate (LUR) given preference over ads
of the same category bought by commercial advertisers
and non-LUR political advertisers, regardless of when the
orders were placed. In other words, candidate ads could
never be bumped and would always bump others.
The National Association of Broadcasters (NAB)
filed in opposition, saying that the basic
argument—that using Last-In-First-Out
(LIFO) where political ads are concerned
violates the Communications Act—had
been considered and specifically rejected
by both the FCC and Congress. But what
if the current FCC agrees with Canal
Partners Media? Well, for one thing,
there would certainly be yet another court
fight by broadcasters with the FCC. But Elizabeth Wilner
of Kantar Media CMAG has been looking at what impact
a favorable decision for the political ad buying company
could have on 2016 election advertising.
“Should the FCC sign off on this petition, candidates will
hit the trifecta: be able to pay the cheap rate, buy airtime
late, and be given precedence over other advertisers.
Put another way, stations and cable systems may have
to bump the ads of their regular, nonpolitical advertisers,
often placed months in advance, in favor of late-coming
candidate ads sold for less money,” Wilner wrote in her
regular column for the Cook Political Report.
In 2012, the first presidential election of the Super-PAC
era, political advertisers claimed nearly 20% of all local TV
advertising time in certain markets between late July and
Election Day, Wilner noted. And as the election approached
that often exceeded 30% in some markets. In turn, regular
advertisers were squeezed as political ate up more and
more inventory. Starting at 13.7% of TV ad time, Kantar
found that auto was unaffected until political’s share grew
past 10%, then auto took another hit when political breached
30%, shrinking to less than half its starting share: 6.0%.
“It’s impossible to predict the degree to which more
candidate ads would incrementally increase political
advertising’s share of ad time and thus, the amount of
disruption it would cause commercial advertisers,” Wilner
says. In looking ahead, she notes that the impact of a
change to LIFO would depend on just how hotly contested
the campaigns are. For example, late-arriving candidate
ads for a crowded Republican presidential nominating
contest, or an unexpectedly competitive Democratic one,
could “cause local ad buyers a little heartburn

of the country,” since every state has a primary or caucus.

With transaction prices surging on pickups, it follows
that leasing has become a much larger factor in those
deals. Analysis from J.D. Power finds about 14% of pickup
transactions last year were leases, up from just 3% in 2010
(although it’s still behind the total vehicle average of better
than 20%). TrueCar estimates full-sized pickups (excluding
heavy-duty models) averaged $41,029 last year and many
deals end up over $50,000......The Volkswagen Group is
moving heavier into the plug-in hybrid sector and will bring
the Golf GTE plug-in model to the U.S. next year. Audi
also has hybrid versions of several models
in the works......More retail reports coming
in: Destination Maternity dropped to a
loss in the latest quarter citing costs of
relocating some stores and opening others
as part of the reason. But same-store
sales were down 2%, which obviously
didn’t help. Aeropostale’s problems
continued with a 9% same-store decline
even with e-commerce factored in. The Buckle, however,
reversed recent trends with a 1.1% same-store gain. The
teen-oriented chain continues to open new stores and is
now up to 462 units in 44 states......Speaking of opening
stores, L.L. Bean, which currently has just 26 full stores
and 10 outlets, says it will open 100 more stores over the
next five year. Currently, Bean’s farthest west location
is in Colorado, but the Pacific Northwest is targeted......
Tiger Direct, however, is giving up on bricks-and-mortar
stores with plans to close 31 of its 34 stores. The company
will just focus on its online business.....The CEO of the
company now known as Walgreens Boots Alliance says
the company is still acquisition-oriented and expects “the
next big one will probably be in the U.S.” (Boots is the
largest pharmacy chain in Great Britain)......This Week In
Consumer Electronics reports a study from FatWallet finds
there’s more demand for consumer electronics now than
there was this time last year. 75% of respondents plan to
buy some CE this year, up from 72% last year. Demand
is up particularly for smartphones, tablets, and wearables,
but wireless home automation, despite all the attention
some chains are giving it, is down year-to-year......Top
Round Roast Beef, which sees itself as a “elevated take
on Arby’s,” is starting to offer franchises after two years in
business. As to why now?, the founder says, “It took us a
little while to get it right”......A new study from J.D. Power
finds member satisfaction with health plans has increased
significantly in the past year as plan administrators have
adopted a customer-centric approach. Overall satisfaction
rose to 679 out of a possible 800, up 10 points in a year
and improvements in communication and information

benefits, and claims processing.
