The Gardner News, May 6, 2015 Govenor appoints to district court Kansas Gov. Sam Brownback announced the appointment of Kevin J. O’Connor of Wichita as a District Judge in the 18th District Court of the State of Kansas. O’Connor will fill a vacancy created by the death of Judge Richard Ballinger. “I am pleased to appoint Kevin O’Connor to the 18th District Court,” Brownback said. “His experience and knowledge will serve the people of the district well.” O’Connor currently is a section chief with the office of the District Attorney in Olathe. He also has served as a prosecutor with the office of the Kansas Attorney General, the office of the DistrictAttorney in Sedgwick County and the criminal division of the U.S. Department of Justice. He was named the Kansas Prosecutor of the Year in 2004. O’Connor is a graduate of the University of Kansas, where he also received his law degree. The state’s 105 counties are organized into 31 Judicial Districts. The district courts serve as the trial courts for the state, overseeing all civil and criminal cases. The 18th District Court includes Sedgwick County.
