Department’s OM No. 42/10/2014-P&PW (G)
dated 29th September, 2014 on the subject
mentioned above and to state that the

the Dearness Relief (DR) payable to Central
Government pensioners/family pensioners
shall be enhanced from the existing rate of
107% to 113% w.e.f. 1st January, 2015.
2. These orders apply to (i) All Civilian
Central Government Pensioners/Family
Pensioners (ii) The Armed Forces Pensioners,
Civilian Pensioners paid out of the Defence
Service Estimates (iii) All India Ser vice
Pensioners (iv) Railway Pensioners and (v) The
Burma Civilian pensioners/family pensioners
and pensioners/families of displaced
Government pensioners from Pakistan, who
are Indian Nationals but receiving pension on
behalf of Government of Pakistan and are
in receipt of ad hoc ex-gratia allowance of
Rs. 3,500/- p.m. in terms of this Department’s
OM No. 23/1/97-P&PW(B) dated 23-2-1998
read with this Department’s OM No. 23/3/
/2008-P&PW(B) dated 15-9-2008.
3. Central Government Employees who had
drawn lumpsum amount on absorption in a
PSU/Autonomous body and have become
eligible to restoration of 1/3rd commuted
portion of pension as well as revision of the
restored amount in terms of this Department’s
OM No. 4/59/97-P&PW (D) dated 14-07-1998
will also be entitled to the payment of DR @
113% w.e.f. 1-1-2015 on full pension i.e. the
revised pension which the absorbed employee
would have received on the date of restoration
had he not drawn lumpsum payment on
absorption and Dearness Pension subject to
fulfillment of the conditions laid down in para
5 of the O.M. dated 14-07-98. In this
connection, instructions contained in this
Department’s OM No. 4/29/99-P&PW (D)
dated 12-7-2000 refer.
4. Payment of DR involving a fraction of a
rupee shall be rounded off to the next higher
rupee.
5. Other provisions governing grant of DR
in respect of employed family pensioners and
re-employed Central Government Pensioners
will be regulated in accordance with the

provisions contained in this Department’s OM
No. 45/73/97-P&PW(G) dated 2-7-1999 as
amended vide this Department’s OM No. F.
No. 38/88/2008-P&PW(G) dated 9th July, 2009.
The provisions relating to regulation of DR
where a pensioner is in receipt of more than
one pension, will remain unchanged.
6. In the case of retired Judges of the
Supreme Court and High Courts, necessary
orders will be issued by the Department of
Justice separately.
7. It will be the responsibility of the
pension disbursing authorities, including
the nationalized banks, etc. to calculate the
quantum of DR payable in each individual
case.
8. The offices of Accountant General and
authorised Pension Disbursing Banks are
requested to arrange payment of relief to
pensioners etc. on the basis of these
instructions without waiting for any further
instructions from the Comptroller and Auditor
General of India and the Reserve Bank of India
in view of letter No. 528-TA, II/34-80-II dated
23-04-1981 of the Comptroller and Auditor
General of India addressed to all Accountant
Generals and Reserve Bank of India Circular
No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated
the 21st May, 1981 addressed to State Bank of
India and its subsidiaries and all Nationalised
Banks.
9. In their application to the pensioners/
/family pensioners belonging to Indian Audit
and Accounts Department, these orders issue
after consultation with the C&AG.
10. This issues with the concurrence of
Ministr y of Finance, Depar tment of
Expenditure conveyed vide their ID No. 1(4)/
/E.V/2004 dated 24th April, 2015.

THE APPROPRIATION (RAILWAYS)
No. 2 ACT, 2014
AN
Be it enacted by Parliament in the Sixty-fif th Year of the Republic of India as
follows:—
1. Short title.— This Act may be called
the Appropriation (Railways) No. 2 Act,
2014.
2. Issue of Rs. 1049,85,60,901 out of the
Consolidated Fund of India to meet certain
expenditure for the financial year ended on the
31st day of March, 2012.— From and out of
the Consolidated Fund of India, the sums
specified in column 3 of the Schedule
amounting in the aggregate to the sum of one
thousand forty-nine crores, eighty-five lakhs,
sixty thousand, nine hundred and one rupees
shall be deemed to have been authorised to
be paid and applied to meet the amounts
spent for defraying the charges in respect of
the services relating to Railways specified in
column 2 of the Schedule during the financial

THE APPROPRIATION (RAILWAYS)
No. 3 ACT, 2014
AN
ACT
to authorise payment and appropriation of
certain sums from and out of the
Consolidated Fund of India for the services
of the financial year 2014-15 for the
purposes of Railways.
Be it enacted by Parliament in the Sixty-fif th Year of the Republic of India as
follows:—
1. Short title.— This Act may be called
the Appropriation (Railways) No. 3 Act,
2014.
2. Issue of Rs. 323828,54,01,000
out of the Consolidated Fund of India
for the financial year 2014-15.—
From and out of the Consolidated
Fund of India, there may be paid
and applied sums not exceeding
those specified in column 3 of the
Schedule amounting in the
aggregate [inclusive of the sums
specified in column 3 of the
Schedule to the Appropriation
(Railways) Vote on Account Act,
2014] to the sum of three lakhs
twenty-three thousand eight
hundred twenty-eight crores fifty-four lakhs and one thousand rupees
towards defraying the several
charges which will come in course
of payment during the financial year
2014-15, in respect of the services
relating to Railways specified in
column 2 of the Schedule.

In exercise of the powers conferred by
section 78 of the Registration Act, 1908
(Central Act 16 of 1908), read with section 21
of the General Clauses Act, 1897 (Central Act
10 of 1897) and all other powers enabling it in
this behalf, the Government of Goa hereby
further amends the Table of Fees, published
in the Government Gazette (Supplement),
Series I No. 31, dated 1-11-1965, as follows,
namely:—
In the Table of Fees, the existing Article IVA,
the following Article shall be substituted,
namely:—
“ I VA . Fo r re g i s t r a t i o n o f e v e r y
instrument relating to grant, renewal or
transfer of mining lease, registration fees
shall be equivalent to 5% of the stamp
duty paid on such instrument, under the
Indian Stamp Act, 1899 (Central Act 2
of 1899), as in force in the State of
Goa”.
This Notification shall come into force
from the date of its publication in the
Official Gazette.

(First Amendment) Rules, 2014.

Whereas, certain draft rules which are
proposed to be made in exercise of the
powers conferred by section 72, read with
sections 54A, 54B and 54D of the Goa Daman
and Diu Highways Act, 1973 (Act No. 10 of
1974) (hereinafter referred to as the “said
Act”) so as to amend the Goa Highways
Rules, 2013, were pre-published as required
by sub-section (1) of section 72 of the said
Act in the Official Gazette, Series I No. 6,
dated 8th May, 2014 under Notification No.
5-1-PCE-PWD-EO/2014-15/24 dated 2nd
May, 2014, of the Public Works Department,
Government of Goa, inviting objections and
suggestions from all persons likely to be
affected thereby, before the expiry of fifteen
days from the date of publication of the said
Notification in the Official Gazette.
And whereas, the said Official Gazette was
made available to the public on 8th May,
2014.
And whereas, no objections and
suggestions have been received from the
public on the said draft rules by the
Government.
Now, therefore in exercise of the powers
conferred by section 72 read with sections
54A, 54B and 54D of the Goa, Daman and Diu
Highways Act, 1973 (Act 10 of 1974), the
Government of Goa hereby makes the
following rules so as to amend the Goa
Highways Rules, 2013, namely:—
2. Amendment of rule 6.— In rule 6 of the
Goa Highways Rules, 2013, for sub-rule (3),
the following sub-rule shall be substituted,
namely:—
“(3) (a) When a mechanical vehicle has
to cross the same fee collection booth more
than once in a day, the driver, owner or
person incharge of such mechanical
vehicle shall have the option to pay, the
fees at one and half times of the rate
notified by the Government, while crossing
the fee collection booth in the first trip
itself.
(b) If such mechanical vehicle has to
cross the same fee collection booth
frequently, the driver, owner or person
incharge of such mechanical vehicle shall
have the option to obtain a “Monthly
Pass” or a “Quarterly Pass” which shall
be issued on payment of fees as
follows:—
(i) Monthly Pass – 50% of single entry
fee x 30 days.
(ii) Quarterly Pass – 40% of single
entry fee x 90 days.”
