Reg: Outcome of 1st Sub-Committee Meeting for Residual Issues on 16th March, 2015
Wage Revision talks described as Bipartite Settlement got a final shape on 23rd Feb. 2015 at
Mumbai pertaining to enhancement of pay–slip components -15 % increase, for workmen and
officers.
Since the signing of the agreement, the pensioners & retirees, throughout the country, have
been extremely worried and anxious about their issues.
Members are aware that the final agreement is to be reached within 90 days, i.e. within 23 rd
May, 2015. It has been informed that the residual issues for pensioners will be discussed by the
sub-committee of IBA/UFBU during this period.
The E.C.Meeting of AIBOC held at Chennai released a well documented report containing
several annexures and each one of the Annexure will be there for discussion under the head of
Residual Issues.
Annexure “A” contains a sub – head “Welfare Scheme to the Retirees”. Specific demands have
been raised for LFC and Medical Aids to retirees. The demand says “Comprehensive scheme
for pensioners and retirees should be incorporated in the Mediclaim policy to be introduced.
Annexure “C” contains the major issues of the pensioners like Updation, revision of
commutation factor, removal of disparity in payment of DA to bring uncovered officers under the
coverage of Pension Regulations, additional qualifying service and revision of Family Pension.
About our issues, AIBPARC is continuously in touch with GOI / IBA and constituents of UFBU
to be responsive to them.Some of the issues discussed in the captioned meeting are – the
demand of DA neutralisation/parity in DA for those retired prior to 1-11-2002, improved family
pension, full encashment of leave to those who have been compulsorily retired or resigned in
the absence of Voluntary Retirement Scheme. Whereas IBA was positive in these demands, it
expressed the constraints of financial implications on the issue of Pension Updation.
Managing committee of AIBPARC met at Chennai on 26 th March, 2015. The meeting was
attended by Shri R.Narayanan (Working President-AIPNBPRA & Executive Comm. Member of
AIBPARC), Shri K.V.Varadharajan (Vice President-AIPNBPRA & Observer – AIBPARC) and
the undersigned. The meeting resolved to earnestly follow up AIBOC / UFBU to continue to
pursue the issues of pensioners.
