To some of you, 2014 might seem like a
distant memory. That’s not surprising.
We’ve all been so busy the first few months
of this year that time has really flown by!
That doesn’t diminish all you did last year to
improve Greeley’s image. That’s why I’ll
focus on the Council’s Community Image
priority in this month’s Manager’s Message.
It’s interesting how many things shape
people’s perceptions of our city, for
example, the number and types of new
businesses, our low crime rate, the
appearance of our entryways and
neighborhoods, our responsible use of
water, the appearance of our website,
how we educate and entertain our youth,
and what we say about ourselves to others
who live, work and travel through the
region. The Council’s Image priority
transcends all of those areas crossing over
into their other priorities. In other words, the
entire spectrum of what we all do has far
reaching impacts on the image and
success of our city.
Your work was outstanding. For example,
the success of the middle school sports
program, including partnerships with School
District 6, and implementation of the youth
needs assessment and the launch of the
G.Town Promise were great examples of
aligned principled relationships that
brought about positive support for our
youth.
improving what people see as they enter
our downtown. And phase I of the 10th
Street access and streetscape
improvements between 23rd and 29th
Avenues was another positive, high profile
project. Our Code Compliance staff did a
great job in our neighborhoods and our
Police personnel were there 24/7 keeping

Council and staff recognized that the City’s
website is the digital face of our

a priority for 2014. Our site, for the first time
ever, is mobile friendly. That’s super
important because over 50 percent of
visitors—literally hundreds of thousands of
web users each year—are now accessing
our site via mobile and smart devices.
Another project that has had a significantly
positive impact on what others think and
say about us is Greeley Unexpected. Last
year was the second year of the campaign
and from what we hear, the word is getting
out—there’s a lot that Greeley can brag
about. The campaign spread the word in
2014 placing our positive messages at DIA,
along major highways, on social media,
etc. all contributing to new and positive
perceptions of Greeley region-wide. The
2015 campaign will launch on June 5th.

Tom Cesare was hired as a seasonal
Construction Inspector in March 2014,
with a background of construction
management and inspection with the
public and private contractor
sector. He was promoted to full time
Construction Inspector in July
2014. Tom was promoted to
Construction Services Manager in
March of 2015. Tom is a wonderful asset
to the Public Works Department. Congratulations on your
promotion!
Congratulations to Dan Frazen on
being promoted to Police
Sergeant. Before coming to the
Greeley Police Dept in 2007, Dan
had a varied law enforcement
career working for the Thornton
Police Department, the US
Immigration and Customs
Enforcement Agency, Larimer
County and the Wyoming Division
Nicole Famiglietti has only been with the
City of Greeley Museums a short time,
but is already making great strides.
Nicole started in April of 2014 as the part
-time Museum Exhibits Specialist. Her
new gig will be the Museum Curator –
Exhibits. Her full-time job started
February 26, 2015. Great job Nicole!
Congratulations to Craig Miller who
was promoted to the rank of Police
Lieutenant on March 19. Originally
from California, Craig worked for
two police agencies in California
and the Aurora, Colorado Police
Department before joining the
Greeley Police Department in 2003.
Craig was promoted to Sergeant in
2012 and has been working in the
Patrol division. Craig is now one of the Day Shift Watch
Commanders.
Congratulations to Justin Scholz on his recent promotion to a Water
Resource Engineer! Justin graduated from the Colorado School of
Mines and worked in the consulting field prior to coming to work for the
City. Justin started with the City in 2012 in Community Development
reviewing development projects and plans. Justin and his wife Jennifer
(who works for Hensel Phelps) live in Windsor with their daughter
Emma. The Water and Sewer Department is thrilled to have him as a
new engineer managing our projects.
Retiring Greeley police Lt. Carl Alm
joined the Police Department in the
mid-1980s. During his career, Alm
served with the patrol, investigations
and training and personnel divisions —
as well as on the Drug Task Force —
before settling into his last position as
an Administrative Lieutenant.
Lt. Alm served, among other
capacities, as the Greeley Police
Department’s resident comedian and practical joker.
Recently more than 100 people — including retired police
officers — turned out to bid Alm farewell. Alm said he
decided to retire from the force to manage residential
rentals he and his wife, Josie, have invested in over the
years. He also plans to spend more time at his childhood
home in Eaton working the family farm.
“The city of Greeley has been a great organization, but I’m
ready to strike out on my own,” Alm said. “If there’s one
thing I’ll miss it’s definitely going to be the people who I’ve
seen do so many courageous and incredible things over the
years.”

Employees (“G-HOPE”)

The Employee Wellness Center will be
changing hours slightly to better meet the
needs of employees based on frequency of
visits. Wednesday times will be adjusted to
11:00 am to 4:00pm beginning April 1, 2015.
We hope these changes will better serve the
needs of our employees.
Through a community leadership group organized as
the “University District” the City of Greeley has
established a pilot program to promote more home
ownership in Greeley’s Redevelopment District and
around the UNC campus. Within this area, down
payment assistance is available to regular full time
employees of the major employers in this area: City
of Greeley, University of Northern Colorado, School
District Six, and Banner Health/NCMC.

The Rules

All regular full-time, three quarter time & part-time employees
who have worked for the City a minimum of one year as of May 9, 2015 are eligible to participate in
the drawing.

You must be present to draw for the cabin. No one else will be allowed to draw for you. The only
exception will be if you are on duty at your regular city job at the time of the drawing and you will
need to make prior arrangements by calling 350-9710.

Each employee is eligible to draw for only one block of days.

You (the employee) must be present at the cabin during your specified reservation. If you allow
someone else to take your place, both you and the person taking your reservation will not be allowed
to use the cabin in the future. This will be enforced!

When you reserve a block of dates by e-mail or phone, and payment is not received by the requested
time & date the dates will go back onto COGI as open dates.
You will not be allowed to reserve the same dates by e-mail or by phone.
You will have to come into HR and if those dates are available you can pay & reserve them at that time.

No one may sell or give their block to another employee. There is a waiting list of employees that will
be given first choice of any cancellations. In order to receive a refund for a cancellation, the block
must be purchased by another party.

Arrival time is 5:00 p.m. on the first day in your block and departure is 5:00 p.m. on the final day of
the block. (i.e. Your block of days is May 25-27. You arrive after 5:00 p.m. on May 25th and depart
by 5:00 p.m. on May 27th.)

Please respect the time reserved by others by not arriving early or departing late.

Target shooting is prohibited by the U.S. Forestry. The Cabin Committee requires all cabin users to
be in compliance with U.S. Forestry Service regulations related to target shooting.




What happens after the drawing?

Any block of days not reserved at the drawing will be available Wednesday May 13th at 10:00 a.m. at
the Human Resources Dept as well as on COGI.

The blocks will be sold off on a “first-come, first-serve” basis to those who did not already reserve a
block.

Open blocks can be held by e-mail or phone, but must be paid for by 5:00 p.m. the end of the
following business day or they will be released back in the pool of open dates.

On Monday June 1st any remaining blocks will be opened up to any full-time and regular part-time
employees and/or those who already have a block reserved.

Home ownership is a goal of many of Greeley’s residents and newcomers. And for good reason. Besides the satisfaction
of one’s own place and the security it represents to a homeowner, higher rates of home ownership benefit the whole
community as well. Studies show home ownership promotes: higher academic achievement, more cohesive
communities, better connected families, improved health and safety, and a stronger economy.
Through a community leadership group organized as the “University District” the City of Greeley has established a pilot
program to promote more home ownership in Greeley’s Redevelopment District and around the UNC campus (see map
on reverse side). Within this area, down payment assistance is available to regular full time employees of the major
employers in this area: City of Greeley, University of Northern Colorado, School District Six, and Banner Health/NCMC.
