GENERAL INFORMATION
I.
Technical Package Introduction
SECTION 1
Please find attached the Rules and Regulations for the AAA Branch Championship. Please also note
that similar regulations are used for the All-Ontario Championships, Regional Midget Hockey
Championships and the Telus Cup National Midget Hockey Championship.

II.
Qualification & Hosting
A. Each Bona fide AAA team must declare they are operating a AAA team for the current
season as per HNO regulations.
a. Representative Teams must comply with HNO regulations D. regarding
representative teams.
B. HNO Regulation D.1.c) Only bona fide Midget AAA teams may be eligible for the AAA
Branch Championships, Regional Championship and Telus Cup National Midget AAA
Championship as per the Telus Cup Technical Package regulations.
C. Each team must submit its one thousand and five hundred dollar ($1,500, HST included)
non-refundable entry fee to participate in the AAA Branch Championship by January 10th of
the current playing season.
a. No Gate fee will be charged for spectators at the AAA Branch Championships.

A.
The Central Zone did not run a Midget AAA program in 2015; they must compete for two
consecutive years before hosting again.
B.
If a bona fide program starts in the West or East Zone for Peewee or Bantam AAA, after
they compete for two consecutive years, they would be put into the rotation similar to
Midget AAA.

a. The current rotation will have the Peewee AAA and Bantam AAA played in the
Central Zone and every fourth year going to the West or East Zone.
i. Only Zones that have competed in the previous two championships would be
eligible to host in the fourth year of the rotation.
IV.
Championship Formats
Two Team Format- Best of Three Series – Midget AAA
a. One game will be played on Friday, Saturday and if necessary on Sunday.
b. The Home Association will be the home team for games one (1) and three (3).
c. All games will be played until a winner is determined as per the Overtime Rules.
Two Team Format- Best of Three Series – Peewee AAA & Bantam AAA
a. One game will be played on Friday, game two and game three if necessary will be
played on Saturday.
b. Each team will be assigned as the home team for one of the first two games. A
coin toss at the pre event meeting will determine the home team for game three
(3).
c. All games will be played until a winner is determined as per the Overtime Rules.
Three Team Format- Round Robin
a. Single Round Robin Series. All games will be played to winner is determined
as per Overtime Rules.
b. Three (3) points will be awarded for a regulation win, Two (2) points for an
Overtime or Shootout win and one (1) point for an overtime or shootout
lose.
c. The top two (2) teams after the Round Robin will play in the Championship
game on Sunday. The game will be played until a winner is determined as
per the Overtime Rules.
d. The team finishing first (1st) in the Round Robin will be the Home Team for
the Championship game.
V.
Championship Schedule
The championship schedule will be presented by the Minor Convenor to the Board of Directors for
approval before being presented to the participating teams. It will be available no later than February
1st of the current playing season.
VI.
Game Formats
a. The length of games will be as follows:
a.1.
Peewee & Bantam: three (3) fifteen (15) minute stop time periods.
a.2.
Midget: three (3) fifteen (20) minute stop time periods.
b. The ice will be re-surfaced between 2nd and 3rd period for the Peewee and Bantam games.
Once the officials are on the ice, the teams may return to the ice, only the starting line-up will
remain on the ice. All other players will go directly to their benches.
c. The ice will be re-surfaced after every period for the Midget games. Once the officials are on the ice,
the teams may return to the ice, only the starting line-up will remain on the ice. All other players
will go directly to their benches.
d. In the event there is a five (5) or more goal spread in the last five (5) minutes of the third period, the
game clock will revert to running time. The game clock will revert to stop time if the goal difference
is reduced to four (4).

e. Every effort will be made to complete all games in the allotted ice time. A game may be curfewed
for reasons beyond HNO’s control such as injuries or acts of god.
f.
Each team will be permitted one (1) thirty (30) second timeout per game.
VII.
Warm Up Formats
a. Peewee & Bantam will have a five (5) minute warm-ups (The clock will be set). The warm up will
start upon the closing of the zamboni doors and the officials being present on the ice. Teams are
not permitted on the ice until the officials are present.
b. Midget will have a fifteen (15) minute warm-up. (The clock will be set). The warm up will start
upon the closing of the zamboni doors and the officials being present on the ice. Teams are not
permitted on the ice until the officials are present.
VIII. Overtime Rules
a.
Peewee & Bantam: In case of a tie in regulation time, the teams will remain at the same
ends and commence one (1) ten (10) minute sudden victory stop time period. If still tied, the
two teams will retire for ice resurfacing, change ends and then commence one sudden
victory overtime period of fifteen (15) minutes, with the first goal ending the game. If still
tied at the end of the second overtime period, a Shoot Out will conclude the game.
b.
Midget: In case of a tie in regulation time, the teams will remain at the same ends and
commence one (1) ten (10) minute sudden victory stop time period. If still tied, the two
teams will retire for ice resurfacing, change ends and then commence one sudden victory
overtime period of twenty (20) minutes, with the first goal ending the game. If still tied at the
end of the second overtime period, a Shoot Out will conclude the game.
IX.
Shoot Out Rules
a. Each Team will select five (5) shooters. The visiting team will shoot first with the home team
shooting next. Each team will alternate shooters until a winner is declared or the score is
still tied. If the score is still tied, the teams will alternate shooters until a winner is decided.
b. The first five (5) shooters cannot shoot again until every player has had their turn excluding
the backup goaltender. The final score will be only one registered goal against the team
regardless of how many goals are scored during the shootout.
c. The goalkeepers shall defend the same goal as in the last overtime period. The goalkeepers
may be changed after each shot.
d. Any player whose penalty had not been completed when the sudden victory overtime period
ended is not eligible to be nominated as one of the players selected to take the shots and
must remain in the penalty box or in the dressing room. Also players serving penalties
imposed during the game winning shots must remain in the penalty box or in the dressing
room until the end of the procedure.
X.
Tie Breaking Rules for Three Team Format
a. In the event that teams are tied for a playoff position, the following tie breaking procedure will
apply:
a.1.
If two (2) teams are tied:
a.1.1.
The winner of the round-robin game between the two tied teams gains the highest
position.

a.1.2.
The team with the most regulation wins in the round robin gains the highest
position.
a.1.3.
If the two teams are still tied after a.1.1 and a.1.2 have been applied, then the team
with the best goal average gains the highest position. The goal average of a team is
to be determined in the following manner:
Total number of goals for, divided by the total number of goals for and against.
Note: ALL round-robin games are included.
Example:
For = 10 goals;
Against = 4 goals
Percentage:

10 + 4
= 14
Note: The highest percentage gains the highest position.
a.2.

a.1.4.
If the two teams are still tied after a.1.1, a.1.2, a.1.3 has been applied; the team with
the least number of minutes in penalties throughout all the round-robin games gains
the highest position.
a.1.5.
If the two teams are still tied after a.1.1, a.1.2, a.1.3 and a.1.4 have been applied,
and then the team that scored the first goal in the game between the two (2) tied
teams gains the highest position.
a.1.6.
If the two teams are still tied after a.1.1, a.1.2, a.1.3, a.1.4 and a.1.5.have been
applied, a single coin toss will determine which team gains the highest position.
If three (3) or more teams are tied:
If three or more teams are tied, the point record established in the games AMONG
THE TIED TEAMS ONLY will be used as the first tie breaking formula in deciding
which team(s) will advance.
a.2.1.
The team with the most regulation wins would gain the highest position.
a.2.2.
If the teams are still tied after a.2.1 has been applied, then the team with the best
goal average gains the highest position. The goal average of a team is to be
determined in the following manner:
Total number of goals for, divided by the total number of goals for and against.
Note: ALL round-robin games are included AMONG THE TIED TEAMS ONLY.

qualify would be the team that received the least number of minutes in penalties
throughout all of the round-robin games.

If teams are still tied after a.2.1, a.2.2, a.2.3, and a.2.4 have been applied; a coin toss
will determine the winner.
XI. Officials
a. All games in Peewee and Bantam shall be refereed by a three (3) man system.
b. All games in Midget shall be refereed by a four (4) man system.
c. Officials in all categories shall be appointed by the Branch Referee-in-Chief.
a. In Peewee and Bantam the referee will be a minimum of Level III and each linesman to
be a minimum of Level II.
b. In Midget the referee will be a minimum of Level IV and each linesman to be a minimum
of Level III.
d. At the completion of each game the Referee will be responsible for having the Official Game
Report signed by the Official Scorer and himself/herself.
e. Goal Judges will not be used in any Branch Championship game.
EVENT INFORMATION
SECTION 2
The following information applies only to those teams that earn the right to represent their Zone at the
AAA Branch Championships.
A. Expenses paid by the HNO

B. Expenses to be paid by the Participating Teams:
i) All Transportation:
Each team is responsible for all transportation arrangements to and from the Championship.
ii) Accommodations:
Teams are responsible for their own accommodations for the Championships.
iii) Meals:
Teams are required to incur all expenses related to meals during the Championships.
iv) Skate Sharpening:
Each team is responsible for any skate sharpening and repair of equipment for this championship.
v) Non Refundable Championship Entry:
A $1,500 team entry fee is due by January 10th of the current season to be eligible for the Championship.
C. Manager and Coaches Meeting:

A Pre-Event Meeting will be held on the Friday before the first game of the Championship starts. The
Championship Chair will provide the meeting time and location by February 1 of the current season.
During these meetings, an overview of the Branch Championships will be reviewed including the playing
rules, disciplinary action, and operational procedures for the championship.
D. Team Registration:
Each of the participating teams of the Branch Championships will be responsible to go to the Pre-Event
Meeting. At this time, participating teams will present their approved Hockey Canada Registry Roster
and declare their 19 players or 20 players in Midget that will be eligible for the Branch Championships.
E. Hotel Accommodations:
Participating teams requiring hotel accommodations during the Branch Championships will be obligated
to find hotels on their own.
F. Team Uniforms:
Each participating team must bring to the event, their regular set of home and away team jerseys and
socks. Jerseys or socks for this championship will not be provided to the participating teams. The home
team will wear white uniforms; well the visitors will wear dark coloured uniforms.
G. Dressing Room Information
The Championship Committee will try to provide dedicated dressing room for each participating team
for the duration of the event. This will be confirmed at the Pre-Event Meeting.
If the Championship Committee is unable to provide dedicated dressing rooms for each participating
team at the Arena, the following process will be in place: The dressing rooms will only be assigned and
utilized (1) hour prior to your game and must be given up immediately after the game. Teams will be
responsible for ensuring their rooms are kept clean.
Each team is fully responsible for any and all damages that occur. Each team is responsible to provide a
lock and lock the dressing room.
H. Warm Up Pucks:
Each team is responsible for providing their own pucks for the pre game warm up.
I. Championship Committee
HNO will assign a Championship Chair for the event.
i)
The Championship Committee shall be appointed as follows:

The Branch Representative (HNO Rep) or designate, who shall act as Event Chair.

b)
The Branch Executive Director
ii) The Championship Chair will rule on all decisions, suspensions and grievances of this event
iii) A written report of any disciplinary action by the Championship Chair will be forwarded to the
Branch President.
iv) Only the Championship Chair shall make all press releases or public statements relating to
disciplinary action.
v) Championship Chair will make all decisions on hockey operations.

REGULATIONS
SECTION 3
a. Each team may have a contingent of twenty-four (24) or twenty-five (25) in the case of
midget of which two (2) of whom must be goaltenders and a maximum of five (5) nonplaying personnel, specifically Coach, Assistant Coach, Trainer, Manager. Once the
championship commences the player roster is frozen and further additions will not be
granted.
b. Each team and its affiliates must be approved and verified by the Branch Executive Director
and each team must be present an approved Hockey Canada Registry Roster and declare
their eligible players with by the Championship Committee prior to participation in the first
game of the Championship.
b.1.
Any player who is listed on the declared team roster for a team which is
participating in a National or Regional Championship will not be allowed to be on
the declared team roster of an affiliated team, which is participating in another
National or Regional Championship being played concurrently.
c. Zone Representative Teams formed for the purpose of vying for the Branch Champions must
consist of:
c.1.
Maximum of nineteen (19) players from the declared home association team
c.2.
Maximum of fifteen (15) affiliated players that were declared to the Branch office
on or before January 15th of the current playing season
d. Each team may dress a maximum of nineteen (19) players or including two goaltenders. The
players registered as goaltenders shall be eligible to play as goaltenders only (Hockey
Canada Rule 16). One alternate goaltender must be dressed and on the bench.
d.1.
Each Midget team may dress a maximum of twenty (20) players including two
goaltenders. But may have 20 players on their roster. Each team can declare up to 2
affiliate players who may only dress if a roster registered player is injured and has
been diagnosed by an independent doctor. The affiliated players must be declared
when the team registers for the Branch Championship. The players registered as
goaltenders shall be eligible to play as goaltenders only (Hockey Canada Rule 16).
One alternate goaltender must be dressed and on the bench.
e. Once the players, including a minimum of two goaltenders, are submitted at the managers /
coaches meeting that will be the team’s roster for the duration of the event.
f.
Emergency Replacements
f.1.
Emergency replacements shall not be allowed unless otherwise approved by the
Championship Chair.
f.2.
Any team required to supplement its roster shall choose these additions only from
its affiliated team or special affiliated player list of a lower division, sub-division or
category.
f.3.
During the championship competition, a replacement may be permitted for a
goaltender that becomes ill or injured during the competition or is under
suspension. The following process outlines the procedure and protocol for the use
of goaltenders.

f.3.1.

The local Minor Hockey Association will recommend at least one standby
goaltenders to the Championship Chair for approval.
The standby goaltenders will come under the direct jurisdiction of the
Championship Chair and will be used when a team has an ill, injured, or
suspended goaltender.
The procedure for using a standby goaltender shall be as follows:
f.4.1.
A team requesting to use a standby goaltender must make a request to the
Championship Chair through their team Manager.
f.4.2.
A standby goaltender will remain with the team requiring his services, until
no longer required.
The standby goaltenders will receive the same privileges as the other participants:
f.5.1.
Championship Chair decides standby goaltender attendance at games.
g. The Suspended Players and Officials
g.1.
A suspended player shall not be eligible to take part in the opening or closing
ceremonies of a championship. A player or team official ordered to the dressing
room for the balance of the game or for receiving a penalty that would require a
suspension shall not take part in closing ceremonies following the game.
g.2.
Should this take place during the final game of the championship, the player or
team official shall not take part in the closing ceremonies for the championship.
h. Championship will be played according to official Hockey Canada Playing Rules except as
provided for in, HNO Regulation D – Representative Teams.
i.
Protests will not be entertained on the outcome of any Branch championship game.
j.
There will be medals for the first and second place teams in all divisions.
k. Following Each Game the Teams Will:

Failure to return a championship trophy by this date (no extension) will result in a $350.00 fine

A championship team photo will be used in Championship publications promoting the events and winning
teams. Please remit a digital version of the team photo to the HNO Office.
The presenter of the trophy is to return a signed copy of this agreement to the HNO Office. One
copy of this agreement is to be retained by the Championship Team for team records.

SUSPENSION LIST

Effective 2015-16 Season
The following are minimum suspensions that shall be imposed for infractions, which occur in all Branch exhibition,
league ,play-off and tournament games.
Additional suspensions can be imposed wherever conditions and circumstance warrant.
These suspensions are in addition to game incurred.
It is the responsibility of each Team Manager and/or Coach to ensure their players/Team Officials sit out their
appropriate suspensions. When in doubt as to the relevant suspension, contact your respective League or
Association.
If you are unable to contact your respective League or Association, sit player(s)/Team Official(s) in question out until
clarification can be obtained.
Match Penalty Reports shall be forwarded to the Branch Office for possible further review.
The Suspension List has been designed to be the minimum suspensions to be levied for first time occurrence during
the hockey season. In order to reduce the possibility of having excessive punishments being levied, please do not
make these suspensions more severe as part of normal operations.
However, when dealing with repeat offenders, the Suspension List includes sections for accumulations of
infractions for players and sanctions against coaches. The accumulations are in addition to the suspension
for the infraction. These accumulations are taken directly from Hockey Canada’s Supplement Discipline for
minor and female hockey.

* a pre-game altercation is defined as any altercation that occurs prior to the teams lining up on the ice to start the
game.
** a post-game altercation is defined as any altercation involving players and/or team officials who coming off the
bench at the end of the game of any altercation that was clearly started well after the conclusion of the game.
NOTE: Junior Leagues shall continue to use the Branch approved
suspensions currently in place within their
respective Leagues.
1.
Suspensions of six (6) games or less will not be appealable to the Branch.
2.
Player and Team Official suspensions will be only served through "meaningful" games. A meaningful game
is a regular League, exhibition game sanctioned by the branch previous to the game in which the suspension
was earned, play-off (League or Inter-Branch) or sanctioned tournament game.
3.
Exhibition games that are scheduled after a suspension occurs and non-sanctioned games shall not be
used
for the serving of suspensions under any circumstances.
4.
Individuals under suspension, other than that assessed for a violation of Hockey Canada Rule 71, are
allowed to participate with their teams, at the discretion of their League or Association, but may not
participate in any regular League, play-off or tournament games, inside or outside the
Branch until their
suspension has been serviced in its entirety.
5.
Any individual who is under suspension by a Hockey Canada Branch, League or Association is suspended
from any and all involvement in Hockey Canada activities. Any individual under suspension who does participate in
Hockey Canada activities will be subject to discipline by Hockey Canada, the Branch or their respective League or
Association.
6.
Suspensions at one level of hockey apply to ALL levels of hockey within the Branch.
7.
Suspended individuals must serve their suspension through
the team with which they are registered or of
which they are
the property, unless the individual’s team has been eliminated from or is not participating in further
play that season and the individual is to remain with the affiliated team for the balance of the season (e.g..,
affiliated players cannot, except under
these circumstances, serve their suspensions with the affiliated
teams).
8.
Any individual under suspension, other than that
assessed for a violation of Hockey Canada Rule 71,
that has been carried over from a previous season shall not be
prohibited from participating in any tryout
activities (except sanctioned pre-season exhibition games). The suspension
will recommence at 12:01 a.m. the day of the first meaningful game of the team for which the individual is
registered.
9.
Hockey Canada Regulation O - Discipline of Club, Teams, Players and Officials:
a)
Any team using a suspended player in play-off, League, exhibition or tournament games shall be
liable to immediate suspension.
b)
Any person responsible for a team having used a suspended player shall also be suspended.
c)
Any team found guilty of having used any ineligible player in any League, play-off, exhibition or
tournament game, shall lose any points earned in any game in which the ineligible player
participated. The player and/or team officials shall be liable to further disciplinary action in
accordance with Regulation F10.
10.
HNO’s Suspension List has strengthened Rule 4.6 (c) to a mandatory 1 game suspension regardless of the
number of days until the next league/play-off game.
