Minutes of the 1st Meeting of the Expert Committee under ‘HRIDAY’ held on
13th May, 2015
An Expert Committee was constituted under HRIDAY for the purpose of evaluation of
proposals received in response to the Expression of Interest floated by the National Institute
of Urban Affairs, titled “Selection of Agencies as HRIDAY City Anchors for 12 Cities Under
Scheme “HRIDAY” of Ministry of Urban Development, Government Of India”, on the April 17,
2015. The final date for submissions of proposals was 11th May at 3:00 pm. A total of 19
Agencies and consortiums applied for the EOI. A total of 59 individual proposals were
received from the 19 Agencies.
The 1st Meeting of the Expert Committee was organized on 13th May, 2015 and was held in
the chamber of the HRIDAY Mission Director. The members of the committee and list of
participants were as follows:

Mr. Bimal Patel joined the meeting through tele-conferencing.
 The members of the Committee considered the evaluation of proposals from various
agencies on the basis of past experience criteria and approach and methodology
submitted by agencies.
 The National Mission Directorate evaluated the proposals on the basis of documentary
evidence for past experience and marks were awarded out of 70. The Expert Committee
reviewed and accepted the marking based on past experience. The marks out of 70
assigned for the Past Experience Criteria is placed at Annexure I.
 The Expert Committee directed their attention to the evaluation of Approach and
Methodology as proposed by different agencies. Based on joint discussion and review of
the Approach and Methodology submitted by the Agencies, the Expert Committee
deliberated and awarded marks out of 30. The marks out of 30 assigned for the Approach
and Methodology Criteria is placed at Annexure II.
 Based on the evaluation and marks allotted, the following agencies have been
recommended for appointment as HRIDAY City Anchors.
