This curriculum features three levels based on the leadership scope and needs for law enforcement agencies both small and large. These levels include Basic Police Leadership (BPL), Police Leadership Academy (PLA) and Police Executive Leadership Symposium (PELS). Your agency has the ability to choose which leadership levels fit your needs. Participants will be required to take a certification exam at the conclusion of each program. Three PELA Program Levels Cost / Hours Topics Covered • Basic Police Leadership (BPL) This course will provide the skills necessary to effectively begin mands of the new direct leader in any law enforcement agency. Police Leadership Academy (PLA) This course is designed to meet the needs of professional law enforcement employees serving in supervisory through midlevel management ranks. Leadership topics are approached from an advanced supervisory to organizational level with critical human dimension components included. Graduates of the three modules will be armed with a skill set that promotes a more detailed understanding of team building, communication styles, servant leadership, the importance of legitimacy and procedural justice and followership in the dynamic and ever changing world of policing. The Institute for Law Enforcement Administration is one of the premier learning centers for law enforcement executives, managers and supervisors in the nation. Members of the Institute for Law Enforcement Administration staff will facilitate the PELA programs. knowledge of all topics being taught in the PELA programs. In addition, local and regional law programs. FACILITATOR: T. Neil Moore, Ed.D. Director, Institute for Law Enforcement Administration He served 22 years in law enforcement. He served with the Fort Wayne, Indiana Police Department (FWPD) from 1977 through 1997. The last ten years of his service with that agency were as the chief of police. After retirement, Dr. Moore served as the Director of the Fort Wayne Regional Community Policing Institute and then served as an Assistant Professor at Indiana University (Fort Wayne). In 2005 Dr. Moore was selected to develop and to implement a new criminal justice degree program at the Indiana Institute of Technology. Immediately prior to assuming his post as Director of the Institute for Law Enforcement Administration, Dr. Moore served as the Executive Director of the Indiana Criminal Justice Institute. Dr. Moore received his BA in Criminal Justice Studies (1972) from Kent State University. He received a Master of Public Affairs (MPA) degree from Indiana University’s School of Public and Environmental affairs in 1986.
