- Who Polices The Police?

To The Head of the Department:
I was beaten up by a security guard June 7, 2009, and then falsely arrested when he
lied about me. I detail the events of that night and my attempts to get justice in my
website: www.iamawomanandimatter.net I need you to investigate this incident.
Will you please tell me what law gives the police the right to arrest me based on the
claim of another human being—a security guard—with no investigation? If there is
such a law, that law must also apply to my claim that he beat me up—and yet he was
not arrested. What law states that the police get to decide who to believe and who to
protect? Is a security guard with a criminal record higher up in the hierarchy of who
gets protected by the law than a veterinarian? If there is such a hierarchy, that list
should be published so that I know where I stand.
The sixteen page report submitted to the DA by the police department did not include
my statement or the statements from my witnesses. The accuser’s statement and those
of his buddies were included. What law states that the police can decide which
statements they submit to the DA regarding an arrest? Will you also tell me which
law gives the police and the jailers the right to lie about me in their respective reports?
My Civil Rights were violated when I was falsely arrested. They were violated again
when no action was taken against the man who maimed me for life, in spite of the fact
that I reported the assault, provided witness statements to the police, and allowed
them to take photos of my injuries—which corroborated my witnesses’ description of
the attack.
The police were so busy covering their backs and lying about me in their sixteen page
report that they failed to do their jobs. The Chief of Police did nothing to help me
when I went to him after I was beaten up and falsely arrested. The DA did nothing
when I called to tell him the police were lying about me. The attorneys that I hired
told me to accept a ‘no contest’ plea to a misdemeanor of disorderly conduct, which I
did not commit, because the police had to “save face.” Nothing would have happened
that night if the security guard had not beaten me up and maimed me for life. I was
harming NO ONE! The police investigated NOTHING!
I was falsely arrested and my attacker was never punished. I was treated with
contempt by those working in the legal system. This abuse of power happens because
the police have immunity to the rules that the rest of us must live by.
I tried to handle this issue through the channels listed on the Wisconsin Department of
Justice Website. First I issued a complaint regarding this incident to the Chief of
Police. He covered for his officers and did not investigate my complaint. I later
issued a complaint to the Village of West Salem. The attorney who investigated for
the Village was part of the system that he was investigating. He sided with the police.
I have a Notice of Circumstance of Claim and Injury against the Chief of Police and
the Village, but no attorney will take the case because Wisconsin protects police
officers and grants them immunity to any injustices. I was maimed for life and my
Constitutional Rights were violated. Where do I go for justice? Is Wisconsin a Police
State?
