To that end 4 continental pots have been created. Each continent has a place in row 4, row 5 and row 6 according to the continental ranking. Only teams of row 4 are drawn, the places of the teams of row 5 and 6 then result automatically according to the related positions. The related positions are: A4-B5-C6, B4-C5-D6, C4-D5-A6, D4-A5-B6 *Compulsory place of Oceania awarded according to IHF regulations to the continental federation of Europe. European Handball Federation announced POR as substitute nation.
