Introduction
India is endowed with 7517 km of coastline dotted with 13 major ports (12 government and 1
corporate) and 187 notiﬁed minor and intermediate ports. All these ports serve as exim gateways
facilitating nearly 90 per cent of India’s global trade by volume. Ironically, coastal shipping
comprises only 6 per cent of the country’s total domestic cargo movement.
India’s road and rail network that serve as the common mode of transport and travel, besides being
congested and overused, are also costlier and note fully environment-compliant vis-à-vis coastal
shipping. The 4 million km of road network crisscrossing the country carries nearly 60 per cent of
domestic traﬃc. The National Highways which comprise a mere 1.7 per cent of this network,
account for nearly 40 per of the inland freight movement. Similarly, the rail network which has seen
minimal increase in extent and reach across the country has been, for quite a long time, running
over its 100 per cent capacity.
Given this scenario and the abundance of rivers and seas around peninsular India, it is logical and
essential to look for alternative and viable modes of transport, especially for domestic cargo
movement, as India’s population and consumption grow by the day.
Coastal shipping is therefore a feasible logistics option when compared to the over-utilised rail and
road. This mode of transport can be tapped for optimum utilisation in terms of cost, safety,
ﬂexibility of carriage, fuel eﬃciency and environment protection by drawing lessons from global
littoral counterparts such as China and The Netherlands.
Coastal movement can be 50 per cent cheaper than road and 30 per cent cheaper than rail. It is
therefore time for the maritime community and the country as a whole to acknowledge the
potential of coastal shipping and work towards making it as an eﬀective mode of transport, that is
here to stay. A thorough discussion would also beneﬁt the neighbouring countries which too have
coastal shipping potential.

Regulation & Reforms for a
Comprehensive Coastal Shipping Policy
There is a dire need for the Government to work proactively to
implement a comprehensive coastal shipping policy and inland
waterways. The Ministry of Shipping has been working on the promotion
of coastal shipping. However, there is a need to revisit issues regarding
regulation on manning norms, customs procedures, ﬁscal incentives,
infrastructure and other relevant issues.
Issues that will be addressed:
• Policy framework – regulation, South Asia linkage, ﬁscal issues like taxation & PPP

Conﬁdence among User Community
There is a dire need to address the concerns of users to realise the vision
plan of promoting coastal shipping. Reliability of service, frequency,
administrative requirements and a comprehensive multimodal logistics
solution will ensure gradual shift from the conventional modes of transport
to coastal movement. Given the vast spread of our population across the
country with uneven transportation network, an extensive connectivity
roadmap has to be chalked out by the authorities concerned by integrating
rail, road and coastal shipping.

• Customs procedures and provisions for ease of cargo movement
• The practical and operational issues in seamless multimodal logistics movement
• Bunker policy – availability, storage and cost

The Right Infrastructure
for Coastal Vessels & Cargoes
The maritime community has been voicing concerns over the lack of
availability of dedicated infrastructure for coastal vessels. While major
ports will have designated berths in some time, issues like draft, ﬁrst and
last-mile connectivity by rail and road, handling facilities and suﬃcient
modern tonnage to move cargoes need to be addressed. For instance,
China moves one billion tonne of cargo by 12,000 coastal vessels, while
India has only 140 such vessels to carry 150 million tonne of commodities
or 6 per cent of overall cargo movement.
Issues that will be addressed:
• The infrastructure scenario and the need of the hour – in ports and shipping
• State governments’ thrust on non-major ports to develop infrastructure
• Deployment of river sea vessels (RSVs) for transhipment of container cargoes
• RSV extension between India, Bangladesh, Myanmar and Sri Lanka
• Multimodal hinterland connectivity for smooth movement of cargo
• Transportation experts’ suggestions and viewpoints for beneﬁtting users.

Success Stories of Coastal Cargo Movement
There is a need to familiarise and sensitise the exim community about the
immense potential of coastal shipping in providing cost-eﬀective and
customised solutions for cargo movement. An aggressive campaign and
familiarisation drive on coastal shipping and inland waterways by way of
projecting success stories can build the momentum in both the government
and the maritime community on the beneﬁts of this transportation mode.
Issues that will be addressed:
• The Government drive to promote coastal shipping and inland waterways
• The operational eﬃciencies and monetary beneﬁts for shippers through modal shift
• The views of experts on eﬃcient coastal container movement
• New routing patterns and transhipment options
• Expansion of cargo proﬁle for saving cost and time

Growth rates, wherever asked, should be Y-o-Y; for instance, throughput grow
by 10 per cent in 2014-15, Y-o-Y over 2013-14 volume in case of ﬁscal years. The

• Jury shall have the right to make nominations as it deems ﬁt.
