imbalances in the demand for and supply of skills in the medium-to-long term? * Yes, those listed in items 1 - 31. Is there evidence of imbalances in the demand for and supply of skills in the medium-to-long term in non-metropolitan areas? If so, can you indicate in what part of Australia and the number in the occupation in over or undersupply. While not identified specifically for non-metropolitan destinations, the occupations reported in items 1-31 have been advised recently and into the medium term to be in demand through IBSA's annual Environment Scan (Escan) consultations. These consultations were undertaken in every jurisdiction and include regional industry representatives. There are seven general groupings in items 1- 31: managers; accountants, auditors and bookkeepers; ICT trainers and professionals; project managers, data and business analysts; secondary teachers and VET practitioners; telecommunications specialists and trades; broadcasters and performance technicians. Of these all have enduring metropolitan shortages while regional shortages continue to be reported for accountants and auditors; ICT account managers and professionals; project managers and administrators; and health and safety advisers as well as performance technicians. Quantification of these needs may be available in the specific submissions made by related industry organisations such as Australian Computer Society, Australian Information Industry Association and CPA. In relation to Accountants and Auditors: material supplied by CPA Australia and Chartered Accountants Australia, in their SOL 2015 submission shows that, not only is the demand for Accountants is increasing but that their supply through the Australian higher education system is static at best. Page 15 of 19 In relation to secondary school teachers, with the final year of the half year cohort (WA) and the move of year 7 students into secondary schools (WA & Qld), there is a predicted increase in the undersupply of secondary school teachers. Data from systems about the quantity varies - this under supply would be exacerbated in rural and regional areas, where the capacity to attract teachers is acknowledged. Are there any occupations which require formal licensing or registration arrangements in order to practice/perform in this occupation? For example: • Midwives are required to register with the nurses board in their state or territory • Panelbeaters are required to be registered or certified with the state Motor Vehicle Repair Industry Authority Yes. - Accountants require industry registration. - Teachers are required to be registered with their relevant state or territory board. - VET practitioners and Bookkeepers are required to have minimum qualifications that are monitored from time to time by responsible regulators. Is it expected that your employment sector will be impacted by any medium-to-long term trends which will impact upon demand and/or supply (excluding costs associated with training, labour hire, and international sponsorship)? Please provide evidence (e.g. data source, policy document) which substantiates these claims. For example: • New benchmarks for childcare centres mandate increased staff-to-child ratios and higher qualification standards for childcare workers. Yes. Demand is expected to continue to grow in ICT related roles consistent with Australia's deeper move to a digital economy. The Australian Government Digital Economy policy is at http://www.communications.gov.au/ digital_economy. Briefly the seven main elements of the policy for which ICT roles are in demand: Internet governance; Telework; Cloud computing; Digital business; Digital health and education; KANZ Technology summit; and Digital copyright infringement. Page 16 of 19 Managers with skills to support change are needed in industries experiencing structural adjustment. In its recent review of the leadership and management qualifications in the Business Services Training Package IBSA responded to industry advice that increasingly future managers must be able to manage organisation change. As a result the Advanced Diploma of Management, BSB60407, was adjusted and the key content areas are now: manage organisational change; provide leadership across the organisation; and develop and implement strategic plans. Telecommunications expertise to support the ongoing roll out of the NBN. The national rollout of Australia's NBN continues to be a major policy commitment of the Australian Government. while there has been a policy change to the technical requirements the demand for skilled telecommunications workers to support the rollout is high. Please consider advice from the Communications Information Technology Training (CITT) submission for further detail. Niche but small numbers of broadcast technicians are required annually to supplement the core provision of digital entertainment. The requirement for additional broadcast technicians has continued for the full eight years IBSA has been undertaking its annual Environment Scans - see further detail below on accessing IBSA's Cultural and Creative Industries Escan which includes broadcasting. While growth is recently not as strong in international education this market continues to grow creating stress for Australian VET providers to meet demand of both the local and international segments. The Australian Government sees the international education market as a critical contributor to the national economy and has created Australian Education International which supports the international education industry through policy development and advice; quality assurance and consumer protection; and qualifications recognition. More detail on the policy can be found at https://internationaleducation.gov.au/regulatory-information/pages/regulatoryinformation.aspx. In relation to secondary school teachers, policy changes in WA and Queensland and implementing the final year of the half year cohort (in WA), and the move of year 7 students into secondary schools (in WA and Queensland), makes the predicted under supply of secondary school teachers not only plausible but likely. IBSA annually reports skills needs and the labour market position of six industries: Business services, Cultural and creative industries, Financial services, Information and communications technology, Printing and graphic arts and Training and education. Page 17 of 19 This reporting is in the form of six industry, and a principal, environment scans (Escans) that provide specific data and industry intelligence relevant to this submission. The 2014 environment scans are available to review and download on the IBSA website https://ibsa.org.au/ environment-scan-escan. Of particular interest will be the progressive data showing trends in industry size and employment located in Chapter Two in the industry Escans and summarised in Chapter Two in the principal. Appendix B of the principal and Appendix A of the industry Escans include an extensive bibliography of references used in their writing along with the stakeholders consulted.
