Welcome to The Payroll Games!
Like anything worth fighting for, payroll presents its challenges that sometimes seem unwinnable. From old
foes like wage and hour laws to new issues related to the Affordable Care Act, the payroll landscape can
appear very bleak. However, there is a light at the end of the tunnel. With the right tools and education,
survival is probable. With the knowledge of how to use this education, victory is imminent.
Join us at the 33rd Annual Congress under the neon lights of the Capital City in fabulous Las Vegas. Here,
at the epicenter of this year’s Congress, all things payroll begin and end. Bear witness to the launch of
The Payroll Games as you are introduced to this year’s nine Regional Tributes. Each of these fine tributes
represents a special skill or aspect of payroll life. Tributes were chosen after a thorough inspection of the
skills, experience, and personality necessary to succeed at payroll in their region.

Social Security Administration
Mr. Koskinen was confirmed as Commissioner of the IRS in 2013. Prior to the
IRS, he held several leadership positions in the private and public sector, most
recently as the nonexecutive chairman and acting chief executive officer of
Freddie Mac. He will discuss the agency’s efforts for balancing service and
enforcement, Affordable Care Act developments, increasing electronic filing
of employment tax returns, and efforts to thwart identity theft tax refund fraud.
Ms. Colvin has more than 20 years experience at the Social Security
Administration. In that time, she has held several executive positions within
the Policy & External Affairs, Programs & Policy, and Operations departments.
She has been leading the agency as Acting Commissioner since February
2013 and will speak on SSA’s wage reporting redesign progress, Business
Services Online developments, online Forms W-2, and other SSA initiatives
directly affecting payroll.

to the Lineup
New in 2015, our featured government speakers will appear in one general
session, on Friday, May 8. The IRS/SSA Executive General Session will feature
addresses from the IRS and SSA commissioners and a special welcome address
from a third federal agency commissioner. Join us as we bestow the Government
Partner Award to a representative of a federal government agency working
closely with APA to get the most out of payroll without driving it to distraction.
In order to keep up with the ever-changing payroll and accounts payable

the number of CPE credits. This information is required by NASBA to be included
in the descriptions to assist CPAs in identifying classes they can attend to earn

CPAs can earn up to 34 CPE credits for attending Congress and Virtual Congress.
Earn up to 26 CPE credits by attending, signing into, and completing the required
evaluation form for each Pre-Congress session, applicable General Sessions,
and workshop session. An additional 8 CPE credits can be earned for attending
all Virtual Congress sessions. Virtual Congress is free to APA Members and is

Recertification Credit Hours
FPC and CPP designation holders can earn up to 26 RCHs for attending this

Registration for Wednesday and/or Thursday only includes workshops, meals, and

Ticket Purchases
Kosher and Onsite Meal Requests
By requesting a kosher meal and indicating the meal functions you will be
attending, you confirm that you will be eating your special request meal purchased
by APA on your behalf. There is no additional charge for the kosher meal(s), unless
you elect not to eat it, fail to pick up the special request meal, or eat a regular
attendee meal in its place. In any of these instances, you will be invoiced $50.00
for each individual kosher meal that you ordered. Vegetarian, gluten-free, and
kosher meals will be limited onsite. If one is not selected at the time of registration,
it will not be honored onsite.
Cancellations/Substitutions
Because Congress is always fully booked, APA cannot honor cancellations or
refunds. However, you may substitute another member or colleague from the
same street address by faxing a letter to us at (210) 224-6038 with the following
information: original registrant’s name, new (substitute) registrant’s name, title,
company name, full street address, and phone number. If you are unable to attend
and cannot find a substitute, notify us in writing by April 17, 2015, and you will be
issued a credit for another APA-sponsored meeting less a $150 cancellation fee.
This credit is good for one year from date of issue; no exceptions will be made
to this policy. For all substitutions, you will be responsible for the difference
in price, if applicable.
Granting Attendee Registration and Admission
APA, or their officially designated event management, in their sole discretion,
reserves the right to accept or decline an individual's registration for Congress.
Further, APA, or event management, reserves the right to prohibit entry or remove
any individual, whether registered or not, whether they are attendees, exhibitors,
representatives, or vendors, who in APA’s or event management’s sole opinion are

Dress Code/Weather
All Congress events are business casual with the exception of Thursday’s Payroll
on Fire Party, which is casual. Suggested business casual attire:

Women: Slacks, skirts, casual shirts or blouses, sweaters, blazers
Please note that meeting rooms at the MGM Grand will be cool; you may wish to
bring a sweater or jacket for your personal comfort.
Typical springtime temperatures in Las Vegas are in the high 80s during the day
and low 60s at night.

Recertification Credit Hours (RCHs), Continuing
Education Units (CEUs), and Continuing
Professional Education (CPE) Credits.
CPPs and FPCs: After attending the 33rd Annual
Congress, you will receive an online evaluation. After
completing the evaluation, you will have an opportunity
to print your thank you letter confirming your attendance
and the award of up to 26 RCHs and 26 CEUs. Retain the
“thank you for attending” letter in case you need it for a
recertification audit.
CPAs seeking CPE credits need to fill out and return a
CPE credit evaluation form and sign in at each workshop
and all general sessions. You will receive notification of
your CPE credits 6-8 weeks after the conference.
The APA is registered with the National
Association of State Boards of Accountancy
(NASBA) as a sponsor of continuing
professional education on the National Registry of CPE
Sponsors. State boards of accountancy have final authority
on the acceptance of individual courses for CPE credit.
Complaints regarding registered sponsors may be
submitted to the National Registry of CPE Sponsors through
its website: www.learningmarket.org. No prerequisites or
advance preparation required. Delivery method: Grouplive. Program level: Overview. The American Payroll
Association’s CPE sponsor identification number with
the National Association of State Boards of Accountancy
(NASBA) is 103152.
CPE Complaint Resolution Policy: The APA will make
every effort to resolve complaints regarding NASBA
compliance within a reasonable amount of time and
in a confidential manner. A formal complaint must be
submitted in writing and must set forth a statement
of the facts and the specific remedy sought. Submit
