During Tuesday’s Pre-Congress Luncheon, “New Technology: What It Means for You and Your Workforce, and How to Embrace It,” ADP Chief Human Resources Officer Dermot O’Brien will lead a panel discussion on the roles of mobile, social media, and the cloud in business today. One tribute from each of the APA’s nine regions has been selected to compete for the title of payroll champion and make their region proud. At the end, only one will stand alone in the arena as the victor, an example of what it takes to overcome any payroll obstacle. For the past several months, the tributes have been undergoing intense training and preparation that has been documented every step of the way within the pages of PAYTECH magazine and on social media. Armed with their own special tool of choice and years of knowledge and experience in the payroll profession, they all have proven to be formidable competitors. Today, she is that President, and she realizes that, just as those who came before her, the President doesn’t have all the answers and has a network of go-to people to turn to for help and support. “I still look up to all of the Presidents before me, and I always will,” she said. “They’re the ones who have guided us and made it easier for us. One piece of guidance I’ve received that I will follow is to be yourself.” As the Manager of Global Payroll for global security company Northrop Grumman, she succeeds Deborah Viers Traylor, CPP, who steps out of the role after circumstances led to her service as APA’s first two-term President. Barbara said she is often shocked at the number of payroll professionals she comes across who do not serve on an APA committee. “At Congress, hopefully I can touch others and give them that starting point and explain how important it is to take advantage of the opportunities and resources APA offers,” she said. “I want to help them become more active and engaged.” Should those members have trouble believing they can rise to the heights Barbara has, she can take them back to her first days in payroll. She was waiting tables at Chili’s Grill & Bar as a college student when she noticed a job posting for a payroll associate that paved the way for her career. “I want to share my experiences so that they can see that I’m a real person and if I can do it they can do it,” she said. “I don’t want to be just another speaker saying the same old thing. I really do want to deliver a message through my story.” She learned from mentors who came before her, former APA Presidents, and other leaders who she knows are down to earth. “Everyone is so sincere and genuine,” Barbara said. “This is what makes it so great. Payroll is not all about me and what I am going to get out of this. APA’s Government Relations Task Force (GRTF) works with the legislative and executive branches of government to find ways to help employers satisfy their legal obligations, while minimizing the administrative burden for employers, government, individual workers, and payroll professionals. There are currently nine GRTF subcommittees: • Child Support and Other Garnishments • Federal Tax Forms and Publications • Immigration • IRS Issues • myRA • Payroll Cards • Pennsylvania Local Taxes • SSA Wage Reporting Redesign • Unemployment Insurance These subcommittees work to develop effective responses to regulatory and legislative developments. So far in 2015, the GRTF has submitted comments on payroll issues to the IRS, the Consumer Financial Protection Bureau, and the Office of Child Support Enforcement. At the state level, the GRTF has been active in influencing legislation in eight states regarding wage payment methods and local taxes. There is also an in-person meeting for subcommittee members who are able to attend APA’s Annual Congress.
