Attendees of the 33rd Annual Congress
found the odds—and the IRS rulings—
ever in their favor Tuesday as the Opening
General Session introduced its lofty theme
of The Payroll Games.
Taking its cue from the fight-to-thedeath franchise The Hunger Games, oversized screens introduced the crowd to nine
regional tributes. Amid soaring music, rising
excitement, and suited-up peacekeepers
lining the aisles, a purple-suited “Effie” dryly
joked of payroll as a privilege, and the games
as a way of “thinning the herd.” Naturally, a
blue-haired “Caesar Deferralman”—Brian
Walter, CSP, CPAE, of Extreme Meetings—
took the stage to welcome the tributes in the
flesh one by one.
APA President Barbara Youngman, CPP,
had the distinct honor of announcing the
2015 Payroll Woman of the Year and Payroll
Man of the Year: Gretchen Inouye, CPP, and
Timothy Walstrum, CPP, members who have
served the Association tirelessly on national
committees and task forces.
Inouye, a Payroll Consultant right here
in Las Vegas, joined the APA in 1985 and
earned her CPP in 1987. Her volunteer
service includes:

“This isn’t even possible. I thank you so
much. I thank this Association for the privilege and for the honor of having been able to
participate in so many venues and so many
opportunities,” Inouye said, accepting her
award.
A past recipient of both the Meritorious
Service Award in 1991 and a Special Recognition Award in 2001, she recalled that she
had just lost her husband before the latter.
“At that time, Dan (Maddux) held me when
I cried. I’m trying not to cry right now. This
is such an honor.”

ahead, Tuesday’s Pre-Congress Luncheon,
“New Technology: What It Means for You
and Your Workforce, and How to Embrace
It,” invited attendees to explore the changing
roles of mobile, social media, and the cloud
in today’s payroll environment.
Dermot O’Brien, ADP’s Chief Human
Resources Officer, facilitated the discussion,
beginning with a look at where payroll has
been: cash, pre-printed checks, computergenerated checks, PDF statements, cloud
and web-based access, and most recently,
a consumer-grade user and practitioner
experience.
“So, what’s next?” he asked. “That’s the
big question.” In search of the answers, he
engaged his panel:

Keynote Speaker Wants You to Find Your Signature Move

Being called a “big mouth” usually isn’t a
compliment, but entertainer Jason Hewlett
gladly takes it as such. Everyone has a signature move, Hewlett asserts. For Michael
Jackson, it was the moonwalk. For Hewlett,
it’s a big mouth.
Hewlett will bring his manic energy,
comic and musical impressions, and a hearty
serving of inspiration to today’s luncheon
program, “Discover the One and Only
Amazing YOU!”
“My goal is to make them laugh and to
feel joy,” Hewlett said of Annual Congress
attendees. “I want them to walk away
feeling better about themselves, excited
about their jobs and what they can do with
them that no one else can, and that will
spill into their everyday lives. I will illustrate this message through impressions,
music, and comedy.”
To do so, he might bring to life Guns and
Roses, Led Zeppelin, Journey, Elvis, Justin
Timberlake, or even a raptor dinosaur.
He will talk about the concept of mentors
and masters in our lives. Not surprisingly,
perhaps, his childhood dentist is one of his
mentors.
“He discovered that I had the biggest
mouth of any kid he ever worked on,”
Hewlett said. “He encouraged the idea
that I could use that to make people laugh
with voices, faces, noises, all sorts of silly
things. That led to me singing in the hall at
school, where I was discovered by the music
teacher who changed my whole life. I’m very
driven by the idea of mentoring and being
mentored.”
Like that dentist, Hewlett exhorts others
to look for positives and to be an encourager.
“As a manager, you want to catch the
weaknesses but also point out strengths,”
he said. “Be a mentor and say, ‘Hey, you’re
really good at this. Keep doing it.’ Often we
focus too much on the negative.”
Besides his impressions and zany facial
expressions, another of Hewlett’s signature
moves is his insistence on performing a
family-friendly show.
“One of the main reasons that I am not
known in the public sector is that I have
chosen to be more within the corporate realm
because they require family-friendly entertainment,” he said. “About a decade ago I was
offered a very lucrative contract in Las Vegas,
Hewlett often performs just a comedy
show, so when an organization such as the
APA gives him the chance to be a keynote
speaker as well, he seizes the opportunity.

ACA Session Attendees Still Coming to Grips With Law

As an attorney, Ellen Feeney, Vice President and Counsel at ADP, was quick to
lay out a legal disclaimer at the start of the
Tuesday afternoon Power Hour Workshop
Session, “The Affordable Care Act Is in
Effect: What Could Go Wrong?” sponsored by ADP.
Feeney, who specializes in healthcare
reform, noted that the discussion was not
about offering legal or tax advice, stating
a political opinion, or giving a final word.
Instead, it honed in on the still-sensitive
law’s direct impact on employers.
Leading a panel discussion before
a standing-room-only crowd, Feeney
invited comments from fellow ADP
experts Robyn Crosson, Senior Counsel,
and Pete Isberg, Vice President of Government Relations.
Even five years after the federal statute
became law, she said, “The ACA is probably
one of the most contentious issues that’s
part of our national debate today. Our
position is that we want to help employers
understand it and to help them comply.”
One of the challenges is that it has kept
changing over time—and will continue to
in the days ahead.
“We’re likely to see some tinkering, at a
minimum, with ACA,” Isberg said. “Keep

The interactive session allowed
attendees to respond to various questions
via text, with the results then displayed
on a screen. On the list: the biggest worry
when it comes to ACA. Gathering the
data to do annual reporting was the most
popular choice by far, burdening more
than three-quarters of the respondents.
Other concerns included keeping records
for an audit, penalties, and the cost of
compliance.
Crosson agreed that people are most
worried about gathering the data—and
they may not be paying enough attention
to the data recordkeeping.
Feeney added, to much laughter, “It
actually requires some effort, not just
good-faith thoughts.”
As for the role payroll plays in ACA
administration, 44% chose the tracking of
employee hours. A smattering of attendees
chose gathering data for ACA annual
reporting, providing new 1095 forms, and
responding to marketplace notices, while
46% picked “all of the above.”
Isberg went over vari ous penalties
for lack of compliance, urging payroll
professionals to not “inadvertently miss”
their targets by not keeping up month to
month. Per-employee penalties can easily
land in the millions of dollars. “Don’t be
responsible for that particular error,” he
said.
ABM Industries colleagues Fonda Gill,
CPP, and Sandra Heinrich, CPP, attended
the session, and each acknowledged still
wanting more nuts and bolts about the
ACA by the time it was over.
“It’s so overwhelming, and very complex,”
said Gill, Senior Director of Payroll, based
in Atlanta. And the penalties, she’d been
told, “can shut a company down.”
ABM Industries does have an internal
employee heading up the company’s ACA
effort, but “being a large company, we’ve
got more than 100,000 employees,” said
Heinrich, Payroll Director, who is based in
Houston. “We don’t want the IRS coming
after us as an example that they’re serious
about this.”

the same, “there are still some opportunities
from a technological perspective.”
Lugo said he and his leadership team
are early adopters for new solutions—even
though it’s been challenging to get everyone
on board.
“The majority of our employees don’t have
email addresses,” he said. But with a little
hand-holding and a chance to understand
the benefits, things are changing.
Smith, too, talked about having to “coach
and encourage, and coach and encourage.”
Smith said her organization takes time to
roll out new solutions, making sure they’re
well-tested first.
“We encourage mistakes to drive that
commitment to excellence,” she said. “We
all learn by playing and using the tools.”
Caldwell spoke about how technology
plays into her company’s overall business
strategy.
“New and advanced technology is very
important in the retail world,” she said.
“We’ve had to figure out how to do things
faster and better and more efficiently, all
while keeping costs down and maximizing
profits.”
A self-service solution with mobile
capabilities has been key, especially when
it comes to freeing up the time managers
previously spent on back-office duties.
Those managers can now be out in front, she
said, adding to a greater guest experience.
Lugo said technology has come so far that
it’s “hard to imagine things can improve. But
they always can. I’d like to see more empowering of the employees, and empowering
of the managers as well, giving them the
ability to make changes without having to
go to HR.” He also dreams of report writing
along the lines of talk-to-text. “That’d be
pretty neat.”
Carmel O’Hara, CPP, Payroll Administrator for the Golden Gate Bridge Highway
and Transportation District in San Francisco, said after the session that automation
and self-service are “here, part of our lives,
and part of payroll.” She sees these advances
making employees and managers more efficient and businesses more successful, and
her own organization is in the RFP process
for a time and attendance, scheduling, and
absence management system.
“We’re going to embrace the technology
that will make us more efficient,” she said.
“I can’t wait.”

for Saddle Creek Logistics Services in Lakeland, Florida, was just happy to hear that
others were sharing some of her challenges.
The instant aspect of social media has made
the company’s associates expect an almost
immediate response from payroll, which has
made things more difficult.
“There are more of them and fewer of us
these days because of the technology,” she
said. “It’s nice to know I’m not the only one
struggling with that. Sometimes it’s nice to
know someone else is feeling your pain.”
