Dear Chairman and Commissioners:
The City of Corpus Christi ("City") strongly supports the proposed Barney Davis to
Naval Base Single-Circuit 138 kV transmission line. The City, along with other parties, has
agreed to a Stipulation indicating that the transmission line should be constructed along the
Stipulation Route, or Route 11 in Electric Transmission Texas, LLC's application.
Attached is a resolution passed on May 12, 2015 by the City recommending adoption of
the Stipulation. The City respectfully urges the Public Utility Commission approve the
Stipulation and Stipulation Route as agreed to by the City and all other parties.

RESOLUTION RECOMMENDING ADOPTION OF A SETTLEMENT
ADDRESSING THE PROPOSED ELECTRIC TRANSMISSION TEXAS,
LLC, 138-KILOVOLT (KV) ELECTRIC POWER TRANSMISSION LINE
CONNECTING THE BARNEY DAVIS SUBSTATION TO NAVAL BASE
SUBSTATION NEAR NAVAL AIR STATION CORPUS CHRISTI BY
THE PUBLIC UTILITY COMMISSION OF TEXAS.
WHEREAS, Electric Transmission Texas, LLC ("ETT") is a transmission utility coowned by subsidiaries of American Electric Power ("AEP") and MidAmerican Energy Holdings
Company, and which notified the City of Corpus Christi of a proposed 138-kilovolt ("kV")
electric power transmission line to address transmission service reliability issues that exist for the
Flour Bluff/South Corpus Christi area; and
WHEREAS, the City of Corpus Christi communicated to ETT about its concerns with
potential routes and the impacts it could have on neighborhoods, home values, the tax base, city
infrastructure, training missions at NAS-Corpus Christi and the environment prior to the
company filing its application for a certificate of convenience and necessity ("CCN") with the
Public Utility Commission of Texas ("PUC"); and
WHEREAS, the line will reportedly provide the necessary support of the area
transmission network needed to reduce the possibility of the loss of electric load, particularly
during scheduled maintenance outages of autotransformers at the Airline Substation west of Oso
Bay; and
WHEREAS, the PUC will ultimately make the final decision on the route for the new
transmission line. ETT projected the in-service date for the new transmission line in the third
quarter of 2016; and

WHEREAS, on May 16, 2014, ETT submitted its routing recommendations to the PUC
in an application for a CCN in PUC Docket No. 42467, Application of Electric Transmission
Texas, LLC to Amend its Certificates of Convenience and Necessity for the Proposed Barney
Davis to Naval Base 138-kV Single Circuit Transmission Line in Nueces County; and
WHEREAS, the City intervened in PUC Docket No. 42467 on May 27, 2014 as
authorized previously by City Resolution No. 030107 on February 25, 2014; and
WHEREAS, on October 6, 2014, the City signed on to a Stipulation that Route 11,
which includes approximately three miles of underground transmission line in the Clear Zones
for Waldron Field and Truax Field to protect the pilot training mission at NAS Corpus Christi
and protect the health, safety and welfare of the student pilots and their instructor pilots; and
WHEREAS, unique, specific and compelling safety concerns support the underground
placement within the Clear Zones; and

WHEREAS, ETT received signature pages from 53 of the 54 Intervenors in this case and on
January 12, 2015, the administrative law judge determined the lone remaining Intervenor is unopposed
to or took no position on the Stipulation; and
WHEREAS, on March 13, 2015, parties to PUC Docket No. 42467 submitted a
Stipulation addressing all outstanding issues in the proceeding, including the routing of the
proposed line and related infrastructure.
NOW, THEREFORE, BE IT RESOLVED, that the route stated in the March 13, 2015
Stipulation should be approved by the PUC as being consistent with the following principles
previously set forth in City Resolution No. 030107:
•
Avoidance of incompatibilities with Navy flight training missions at Naval Air Station
Corpus Christi, Truax Field and Waldron Field.
• Underground placement of the transmission line in any Clear Zone or Accident
Prevention Zone as required by`Federal law. The City intends to cooperate with ETT in
providing reduced cost of use of City rights-of-way to incentivize underground
placement.
• Avoidance of routes that cross environmentally sensitive areas, such as wetlands,
endangered species habitat, wildlife management areas or refuges, seagrass beds, nesting
or spawning habitat.
• Use of existing arterial road right-of-way to the greatest extent possible while avoiding
impacting homes or businesses.
• Avoidance of placement of high-voltage power lines through a residential neighborhood
that decreases the property value of homes and vacant land, and decreases vital tax
revenues for local governments.
• Avoidance of a route along high-growth and future-growth residential corridors identified
in comprehensive master plans, long-range infrastructure plans or development
agreements which will drive future economic activity and sustainability.
• Rendering the City of Corpus Christi whole if existing municipal infrastructure, including
water lines, waste water lines, storm sewers, drainage areas, natural gas lines, fiber optic
lines, park facilities, recreation centers, senior community centers, or other servicedelivery location are impacted. Inclusion of appropriate clearances for future
maintenance, repair, upgrade, repaacement, or expansion of infrastructure and facilities.
