The Colombian National Police in its continuous work of internationalization achieved to be the place of the 1st USIP World Police Games USIP 2015. That will be held from September 26th to October 04th. Country headquarter Colombia The Colombian republic is located in South America's. Colombia has a social and democratic type of government. Colombia is organized politically in 32 departments and a capital district which is Bogota. City Headquarter. Bogota Colombia. It is the Colombian Republic Capital, a city located strategically in the county's geographic centre, on the plateau of the Cordillera oriental de los Andes, 2.630 meters above sea level. Police Academy General Francisco Paula de Santander (Escuela de Cadetes de Policía General Francisco de Paula Santander) It is the Colombian national police official academy. It is considered the ALMA MATTER of the Colombian National Police, the academy of higher education where it is granted the undergraduate police administrative title, and graduate specialization on police services. Participant Requirements ( see also the USIP Rules and Regulations) Be an enrolled student in a police academy or be an active police member, all the police athletes must have a police career minimum of 6 months, Time certification in the institution which must added at the moment of the accreditation, for all students in the country that represent, to show the administrate certificate of the designation and a presentation official document from the institution directors where certify police membership 2 5. Accommodation 1. The Colombian National Police will provide transport once the delegation arrives at the El Dorado airport in Bogotá, to the place of accommodation according to the traveling details of all the delegations. 2. The Colombian National Police will provide at the Police Academy barracks-style accommodation, with sheets, pillows and towels. (For the first 1000 people to register) after this number the delegations will assume th room and board if this quota is completed, each delegation can bring 74 people. Check in will be at 25 of September at 00.00 hours. th 3. The meals will be available from September 26th until October 4 4. The fee including using the accommodation of the Police Academy will be 150 US dollars including meals and st participation at the 1 World Police Games. If delegations want to book a different accommodation ( like hotel etc.) they can choice a hotel accommodation from the list attached with this General invitation to Enter. See the last page of this Invitation to Enter. Important notice: st The fee of 150 US dollars for take part at 1 World Police Games has to be paid even not using the accommodation at the Police Academy 3 6. Competition information and Registration The rules and regulations by the International Sport Confederations shall apply unless otherwise stipulated below or in the written briefing of each stage. Categories. All sport disciplines will be made open category as male as female gender. Participate Registration Important ! All countries should have registered previously in the website www.juegosmundialespolicias.com on established deadline and paid USD 150 fee, per competitor. All countries will receive a detailed manual for registration on the website with their username and password. You will also receive USIP registration form nr. 1, 2 and 3. The protest fee is 200,00 EUR. 8. Delegation Managers Each participating delegation should send their delegation manager at least 5 days before the official start of the 1st USIP World Police Games to Bogota (21st of September) to coordinate all the logistics, accreditation, receiving vehicles, coordinate lodging and food arrangements. Also to check the procedures for weapons, ammunition, medical and medications to be allowed to bring in Colombia. Accreditation and control These operations will be effected on 26.09.2015 (all the day) by the representatives of the USIP and organizing committee at the Police Academy. 10. Eligibility to start The provisions laid down in the Statutes, the Rules and Regulations, the Competition Rules as well as the Anti-Doping Regulations of the USIP shall apply. Article 23 USIP Statutes: The Competitors 1. Participation in championships is restricted to athletes, who: a. meet the starting requirements of their international union b. belong to a national sports organization that is a member of the USIP c. are police officers or students of a public police academy, and have reach the age of 18 at the time of the championships (including preliminary rounds) d. and have signed the Anti-Doping Declaration. 2. The Rules and Regulations of the USIP specify the conditions for participation in competitions. Article R 10 /2: Competitors 16 1. In order to be able to take part in world championships organized by USIP, members of the member unions have to fulfil the following conditions: a. fulfilment of the provisions set out in Article 23 of the Statutes; b. status of police officers or students of a public police academy. The police shall be a number of bodies and institutions in charge of maintaining public law and order (administrative police and crime investigation departments). 2. Military police, members of the military, members of fire brigades and civil servants, not belonging to the police, shall be excluded from world police championships. Sub-paragraph 1.5 of the USIP Competition Rules 1.5. Participation in the championships or games is restricted to athletes who: - meet the starting requirements prepared by their respective international sports association, - are members of a national police sports association that is a member of USIP, - are police officers or students at public police academy and have reached the age of 18 at the time the championship takes place. For verification of a person’s eligibility, the presentation of the relevant documents may be required (verified copy). In case the subject matter documents are not delivered, the permission to start needs to be refused. 1.6. Sportsmen and women that participated in the military championships are not eligible to enter World Police Championships and World Games of Police Schools for 12 months following such military championships. 1.7. Competitors suspended from the sport contests by the respective sport association due to violation of the relevant doping regulations are not eligible to enter the competitions. 1.8. All teams shall wear uniform sportswear displaying the emblems of their individual member union. 10. Verification of eligibility to enter 11. For verifying a contestant’s eligibility to start, the production of his/her police ID, his/her passport/personal identity card as well the signed Anti-Doping-Declaration will be required. All participating countries have to bring the USIP Declaration of Participation for each athlete who will participate, signed by the respective President or Secretary General. The verification of eligibility will be effected by the representative of the USIP Technical Commission and a representative of the Organizing Committee. Anti-Doping Doping tests (urine and/or blood) will be conducted during the Championship, with the current WADA list of prohibited substances being applicable. (www.wada-ama.org). Every Competitor must sign the USIP Anti-Doping-Declaration and hand it over to the USIP Technical Delegate and/ or the organization at the accreditation. 17 12. Referees The organizing committee may enter as many referees as required for the good realization of the 1st USIP World Police Games. Expenses/fees 13. 13.1 Travelling expenses Each member union will defray its own travelling expenses. 13.2 Board and lodging The Colombian National Police will provide barracks-style accommodation, with sheets, pillows and towels. (For the first 1000 people to register) after this number the delegations will assume room and board if this quota is completed, each delegation can bring up to 75 people. The fees of each participants (athletes, coaches, delegates) of the 1st USIP World Police Games 2015 will be USD 150 (American currency), this will be obligatory paid by the mission manager in the first five (5) days before the beginning of the world games in the meeting on September 21st current year. - With the USD 150 you have the following: Bed sheet, blankets and towels. Cleaning service Food buffet type ( two different menus in each meal) Drinks Transportation of the delegation to the sport stages. The Police Academy lodgings/accommodations will be assigned according to confirmation order, once it covers all the lodgings/accommodations the countries that want to participate should to assume the lodging fees in the arranged hotels by the organization. The lodgings/accommodation assignment proses will be included by the accommodation and meals commission during the meeting phases of registering by the delegations (DRM), in Bogota, where it is expected to get confirmation of this information by each delegation. Lodgings/Accommodation time. The lodgings time for delegations, excepting delegation managers, will cover since September 26th to October 04th of 2015. 18 The sport Accommodation/lodgings (Delegates, coaches and athletes) of delegations will be cover by the 1st World Police Games Bogota 2015 organization committee, during the established dates inside the Sport Villa. The arrival of the delegation managers will be five (5) days previous the meeting that will be carry out in September 21st. Participants/athletes For all participants 150 US Dollars has to be paid to the organizer (Article R 12/3 of the USIP Rules and Regulations). The fee has to be paid to the organizer on location at the Police Academy in Bogota. Guests Should a member union intend to take guests with them to the Championship and should the organizer be able to provide the respective accommodation, each guest shall pay the actual costs charged by the organizer. The total amount of the registration fee should be paid in cash to the Colombian General Treasurer / or his representative in Bogota at the beginning of World Police Games. An invoice will be established after paying the fee . Participation will be refused to a member organization having failed to meet the payment obligation of the fee. 14. VISA The participants who need visa to entry into Colombia will obtain it from the Colombian Embassy of their country. 19 15. Restriction of personality rights Entrants consent through their entry that their personal data/information shall be recorded for the generation of entrant, competition and results’ lists in a file and shall be published on the Internet or in USIP publications. They also consent that photographs/film recordings produced prior to, during and after the event may be used for the purpose of USIP public relations work. 17. Disclaimer The USIP and the Colombian Organizer shall not assume any liability in the event of accidents, theft and other events of damage or loss. The disclaimer shall be recognized upon registration for the event. 20 18. Final Notes One contestant per team has to wear the police uniform of their respective country at the opening ceremony. All teams shall wear uniform sportswear displaying the emblem of their individual member union. All teams should bring their own National Anthem. ( CD/DVD or Memory Stick) As to the Final/ Closing Banquet, you are requested to attend adequately dressed to suit the occasion (sports clothes and blue jeans are not welcomed!). The participating teams are responsible for the assurance of their delegation.
