Maintaining and updating the lists of current and applicable local, national and international laws and their relevant interpretations is a requirement Eni Integrated HSE Management systems 1.2 SCOPE The objective of this procedure is to implement an organisational system able to ensure: − the availability of the current national legislative framework for Health, Safety and Environment; − the regular updating of the legislative framework and the interpretations of laws; − the basics for the verification of respect of legal requirements and prescriptions of authorisations; − the periodical control and review of the existing state of authorisations. Rev 2 Management of legal and other requirements Page 6 MANAGEMENT OF LEGAL AND OTHER REQUIREMENTS HSE – IMS Procedure No 14 2 Page 7 of 11 IMPLEMENTATION MECHANISM This section identifies the: 2.1 • Responsibilities of all concerned • Procedures to be implemented RESPONSIBILITIES 2.1.1 HSE General Manager/Legal Affairs Manager The HSE Manager, in co-operation with the Legal Affairs General Manager are responsible for ensuring: − the maintenance, availability and updating of an archive/ legal register for all the HSE local and national rules, applicable to Petrobel activities; − the assessment of obligations due to the variations of laws in co-operation with the affected Divisions/Departments; − the drawing up of informative notes and reports on current and future variations of laws and regulations for the Management − the updating of HSE IMS procedures and work instructions on the basis of the variations of the legislative framework. − Legal Affairs General Manager is to directly submit Petrobel HSE Department any new or updated related HSE law. 2.1.2 General Managers All General Managers are responsible for ensuring: − the planning and implementation of HSE controls in accordance with laws or prescriptions of authorizations; − the maintenance of an archive including the authorizations and prescriptions related to each site; − the availability of authorisations and/or prescriptions within the Sites; − the planning and periodical control and review of the existing state of authorisation of the facilities; Rev 2 Management of legal and other requirements Page 7 MANAGEMENT OF LEGAL AND OTHER REQUIREMENTS HSE – IMS Procedure No 14 2.2 Page 8 of 11 PROCEDURAL ACTIONS TO BE IMPLEMENTED Responsible for Action HSE General ACTIONS TO BE IMPLEMENTED • Manager Collection of all local and national legislation; document and make it available and accessible to all Petrobel Division/Line Managers for fulfilling the legislative requirements. In doing so he will be assisted by: − HSE Department; − Legal General Department; − HSE Department of IEOC in maintaining contact with oil associations in order to follow the evolution of international legislative framework and providing support for the interpretation and application of rules and prescriptions; • Collaborations and contacts with EGPC, EGAS, EEAA and other competent administrative authorities to keep abreast of HSE legislative updates. • Distribution of the variations of laws, by means of: − drawing up and distribution of concise summary notes whenever required; − • distribution of updated copies of laws. Updating of Petrobel’s legislative archive and developing/ updating Petrobel’s Legal register At the HSE General Department is maintained the legislative archive, including: − national laws; − local rules relating to the area in which Petrobel sites are located; − international requirements mandatory for Petrobel For the updating of the legislative archive it is necessary to gather one copy of local, national laws and to contact and collaborate with the Local Administration and with the Governmental Control Agencies and oil associations at national and international levels in order to keep up-to date the legislative framework and its future evolutions. General Manager General Page 9 of 11 Implementation of all requirements of local, national and international applicable legislations. • Gathering all permits/approvals prior to the initiation of activity. • Liaison with HSE department in this regard • Impacts assessment due to variations of laws on the Organisation's activities. Legal Affairs After assessment of legislative variation, it is necessary to General Manager identify the new obligations on the Organisation's activities to & General Managers 2.3 ensure control and respect of the legal requirements. This evaluation will be carried out in conjunction with Legal Affairs Department and the affected Divisions/Departments. MANAGGMENT OF OTHER REQUIRMENTS All interested parties could contact directly with Petrobel by fax, mail, telephone or to attend to head office and submit Petrobel with any notice or requirement and this will be forwarded to the relevant department to evaluate and take the necessary action.
