of international scientific-practical conference «Kazakhstan model of
interethnic tolerance and social consent of N.А. Nazarbayev: twenty years of
success and creation», devoted to the Year of Assembly of People of
Kazakhstan
We, participants of international scientific-practical conference «Kazakhstan
model of interethnic tolerance and social consent of N.А. Nazarbayev: twenty
years of success and creation», devoted to the Year of Assembly of People of
Kazakhstan, discussed the development issues of Kazakhstan within the
modern world order.
Conference participants stated that:
- The conference work was focused on mutual interest of the participants in
advancing the model and conceptual ideas of tolerance and social consent of N.A.
Nazarbayev;
- Dynamics of successful development of multinational Kazakhstan causes
an international interest and recognition. More than 18 states visited the country in
order to study Kazakhstan model;
- Within the framework of cross-cultural collaboration a humanitarian
collaboration develops actively, new possibilities are opened for more intimate
knowledge with history, culture and traditions. In all regions of country Advices of
public consent, departments of tolerance and APK work actively. For advancement
of Kazakhstan experience of construction of "healthy" interethnic relations the
faculty members go out for foreign business trips. The launching of the honoured
department "Kazakhstan way - N. Nazarbayev" became the result of purposeful
activity in Altaian state university (Barnaul), the centers of APK in London and
Seoul and others.
- in the last decade the structural changes took place in АPK, characterized
by transition from consultative to the effectively-practical functions: Scientificexpert counsel of APK was formed, scientifically-expert groups operate at regional
Assemblies; the public funds of Assembly, Club of journalists on questions of
interethnic relations, Center on the study of sphere of interethnic and
interconfessional relations in Central Asian Republics were created; the regional
institutes of mediation operate. For successful realization of APK initiatives
Republican public institution of "Kogamdyk kelisim" at President of RK was
created in 2014.
- a today's conference that is devoetd to Year of Assembly of people of
Kazakhstan being held with the participation the scientific community of
Kazakhstan is an effective dialogue platform allowing to analyse and give an
estimation to basic principles of the Kazakhstan way and to define the prospect of
development of the state in the context of realization of new economic policy of
"Nurly zhol is Way in the future".
The new capital Astana, internal political stability, integral system of
concordance of interests of all people through the activity of Assembly of people
of Kazakhstan, parties, Non-governmental organizations, independent MASSMEDIA and other institutes of civil society are all the great creations of Nation
Leader became the major values and achievements of Independence.
2015 the year declared the Year of Assembly of people of Kazakhstan by the
Decree of President ought to show spiritual tolerance of all ethnoss of Kazakhstan
to the whole world. Therefore it is logically, that the anniversary of Assembly is
happening jointly with the events, devoetd to the 550 year of formation of the
Kazakh khanate, 70year of Victory in Great Patriotic war, 20 year of Constitution
of Republic of Kazakhstan and Assembly of people of Kazakhstan, 180th year of
Shokan Ualikhanov and 170th year of Abai Kunanbayev.
Forum participants believe that it is necessary to highlight the following:
- in the period of terrorism, extremism, radicalism threats the world can
resist only through the integrity of the spiritual beginning, peaceful nature and
public consent;
- one of the main achievements of national politics of Republic of
Kazakhstan in times of independence is a creation of the Kazakhstan model of
interethnic tolerance and public consent of N.А. Nazarbayev,which is the main
condition of realization of socio-economic and political reforms in the country;
- an experience of Assembly of people of Kazakhstan proves the aspiration
of Kazakhstan to live peacefully, to create the common future, guarding history,
culture and traditions of people.
- ethno cultural associations play significant role in the achievement of the
tasks set by Head of the state in Strategy of "Казахстан-2050" on steady
development of Kazakhstan;
- President elections in 2015 should be the choice of the people of
Kazakhstan in favor of Unity, Stability and Prosperity.
On the base of common opinion of conference participants there were
developed the recommendations:
To the Ministry of Education and Science of RK:
- taking into consideration of deficiency of qualified stuff in the sphere of
state ethnopolitics and modern realities of development of interethnic and
interconfessional relations to facilitate the launching of profile specialties in all
state and national universities of Republic with enough numbers of state grants,
also introducing of elective teaching programs on given issues.
- to facilitate the launching of Departments of APK and UNESCO in high
schools of Almaty with the purpose of systematic studying and advancing of
Kazakhstan model of interethnic tolerance and public consent.
- to create the base of these specialists in area of public
ethnopolitics(bachelor/master's degree on speciality "interethnic relations and
language politics") for attarcting them to participating in international and
republican dialogue platform, realization of joint projects.
- to facilitate the realization of complex and integrated research projects in
area of public ethnopolitics within the framework of the state grant financing.
- to widely use the G-global platform in advancing the ideas of peace and
consent.
To the Ministry of culture and Sport of RK:
- to develop the common concept of advancing of Kazakhstan model jointly
with APK, Ministry of Education and Science, Republican State Institution
«Kogamdyk kelisim» at President of RK.
- by the order of government to provide the release of domestic documental
and feature films on ethnic tolerance of people of Kazakhstan, public consent and
religious culture.
- by the order of government to provide the production of domestic kid and
youth literature, cognitive works on forming of culture of ethnic and religious
tolerance.
- to practice systematic publication of materials on positive experience of
Kazakhstan model in mass media.
To the Secretariats of APK in regions:
- to facilitate the wide distribution and advancing of Kazakhstan model by
using the experience of Secretariats of APK and Republican State Institution
«Kogamdyk kelisim».
- to joint the whole administrative, scientific-intellectual, cultural-spiritual
potential of the structures of APK in the Houses of Friendship.
- to attract wide layers of society of remote settlements to participating in
social and political and cultural and mass events..
- to provide the trips of the representatives of Secretariats of APK,
Scientific-Expert Group of APK, Houses of Friendship to remote settlements with
the purpose of interpretation of Kazakhstan model of N.Nazarbayev.
- to intensify the works of Counsel on Public Consent, Mothers’ Counsel.
The participants of conference congratulate the people of Kazakhstan on the
20year of Assembly of people of Kazakhstan, that became the symbol of the world,
tolerance and success. We believe that the culture of peace, consent and spirituality
will remain reliable basis of development and prosperity of our general house,
which is Republics of Kazakhstan.
