OBJECTIVE

insurance for international students

WHY YOU NEED
INSURANCE?
MALAYSIAN IMMIGRATION
POLICIES
Students are required to take up medical
insurance to protect and insure their stay in
Malaysia.
To apply for a new or extension of student
pass, students are required to submit a copy
of their insurance certificate.

MOE POLICIES
A legal requirement under the MOE Code of
Practice for the Pastoral Care of International
Students.
All full time international students are required
to purchase insurance policy from the
insurance provider nominated by the
University.
Eligibility for health services.

INSURANCE?
MOE POLICIES
Minimum insurance premium must be at least
RM300 per year.
Insurance policy must include:
 Personal Accident & Death;
 In-patient Services;
 Repartition; and
 Out-patient Services
WHY UM INTRODUCE
NEW INSURANCE POLICIES?
Decision was made during a meeting with all
public university in KL and Selangor (IIUM, UPM,
UKM, UTM & UiTM) together with MOE on 18
June 2014.
Choosing the best practice on managing the
insurance matter follow the privatizing concept
use by other universities.
WHY INSURANCE IS COMPULSORY?
 Insurance offered are a GROUP insurance coverage which
covered 3000 students per year. If student allowed to have
their own insurance coverage, UM will not get the 3000
students for that GROUP insurance coverage and the
policies cannot be implemented.
 Effective from 1st April 2015, MOE will establish Education
Malaysia Global Services (EMGS) as the one-stop centre to
process the student pass of all international students
studying in public institutions in Malaysia. EMGS will use a
new system known as Student Application Registration
System (STARS) to process all visa matters. Under the
system, only ONE insurance provider can be appointed.

INSURANCE :
NEW RULES
1) All full time international students are required to purchase insurance policy from the
insurance provider nominated by UM. Students have to ensure that they are being
covered by the insurance provider endorsed by the university.
2) Students who are sponsored by scholarship have to pay in advance and claim back from
their scholarship providers.
3) The insurance fees for full time students will be removed from the tuition fees.
4) Students have to purchase and make the payment directly to the insurance provider.
5) Students have to directly deal with the insurance provider regarding all matters related
to insurance, claims and others. The university will not handle and interfere in all these
matters with regards to claims, payments, the issuance of confirmation and guarantee
letters and all the related matters.
6) The insurance provider will open a permanent office in the university (GROUND LEVEL,
BLOCK E, PERDANASISWA COMPLEX) where a full time staff will be on duty daily from
Monday until Friday from 9.00am to 5.00pm.

7) The insurance provider will provide direct cash payment method at the counter and also
online payment (internet banking) through their official website

expected to be officially open on 10 February 2015.

9) Students are required to keep the receipt of insurance payment as a proof of coverage
and make a copy to apply for the new or renewal/extension student pass application
purposes.
10) Students that fail to get the insurance coverage will not be allowed to renew their
student pass as being set by the requirement.
11) The university will not, in all circumstances, be responsible for any issues regarding
student pass validity, medical claims, medicals expenses, medical costs or any other
expenses incurred for the failure of the students to subscribe to the insurance coverage.

The increase in premium fees for coverage is unavoidable as there is an
increase in treatment costs, medicine prices and the implementation of new
taxes. In order to mitigate this rise of insurance premium, students are given
