WEST MIDLANDS POLICE Force CID – Economic Crime Unit JOB DESCRIPTION OCU/DEPARTMENT: Force CID SECTION: Economic Crime Unit GRADE: 1. POST NUMBER: POST TITLE: Financial Intelligence Analyst DATE: July 2014. JOB PURPOSE Responsible to the Detective Inspector through a line manager, for the analytical investigation and tracing of criminal assets with a view to confiscation. This will include the preparation and submission of financial statements to the CPS/Crown Courts 2. MAIN DUTIES AND RESPONSIBILITIES a) Advise and support officers in matters relating to the investigation of individuals by examining and analysing financial accounts and other documents, trace assets and identify lines of enquiry. b) Analyse and assess documentary evidence obtained, including data recovered from computers, in order to prepare statements, visual representations or written results of analytical findings. Present at court or to Senior Investigating Officers or the Crown Prosecution Service. c) To prepare comprehensive statements to be used in confiscation proceedings, the aim being to deprive convicted criminals of criminal wealth. Statements will be prepared under the appropriate legislation which will be the Proceeds of Crime Act 2002, (POCA), (the predominant legislation), the Drug trafficking Act 1994 and the Criminal justice Act 1988. d) Identify documents and exhibits relevant to the line of questioning to assist officers in suspect interviews e) To research and maintain up to date knowledge of current stated cases in relation to confiscation and money laundering prosecutions. f) Assist in the preparation and compilation of court files and attend court and give evidence on relevant matters as required. g) To liaise with financial institutions. 1 h) To investigate Suspicious Activity reports (SAR’s) forwarded to the Force by SOCA outlining suspicion within financial institutions of possible money laundering activity including consent to transact issues. i) To offer suitable advice to officers in relation to all investigations. j) To offer appropriate advice and assistance to officers from LPU, Force CID and specialist departments to maximise the potential for asset recovery and crime reduction offered by POCA. k) To be able to offer advice to investigators on incorporating money laundering offences into the criminal investigation process. l) To undertake external mandatory training and associated on going professional development programme administered by the National Policing Improvement Agency. m) To undertake any other duties as directed by the Detective Inspector – Economic Crime Unit. TECHNICAL COMPETENCIES Knowledge of Legislation and Policy Demonstrates a sound working knowledge of all legislation, policies and procedures relevant to the current role (POCA), (CJA) (DTA). Familiar with the codes of practice (PACE) and is able to apply this knowledge to suit the needs of the current role. Able to deal with associated paperwork, handling of exhibits and gathering of evidence. Has a good working knowledge of PACE powers and warrants and application of the same. Interviewing Effectively uses a good working knowledge of legislation relating to interviews, significant statements and special warnings. Able to manage an encounter with a solicitor practising an ‘active defence’. Able to confidently support the preparation of an interview strategy using available resources including recognising the value of intelligence, and understands the management of disclosure and no comment interviews. Prepares and plans carefully and is clear about the purpose of the interview. Asks relevant questions and is able to obtain the required information. Understands the concept of civil interviews. Investigation Effectively plans and prepares work in order to progress investigations. Analyses results obtained from interviews etc. in order to identify further offences, offenders and lines of enquiry. Submits high quality reports and case files within time limits. Has an appreciation of the operating practices of Force Intelligence Officers. Understands the use of hearsay evidence within both civil and criminal cases. Intelligence Gathering and Analysis Including Informant Handling Able to gain intelligence from various sources and is aware of how to give that information to the relevant department. Able to liaise with intelligence personnel if necessary to gain advice as to the gathering and analysis of information. Is aware of Source handling policy and relevant best practice. 4 Written Communication Written reports are legible, concise, accurate and demonstrate an ability to record relevant information in writing. Good sentence construction and use of correct grammar and spelling. Accurately enters data onto operational computer systems. Maintains accurate written records. Reports Able to prepare an accurate report based upon a set of papers or a series of complex information within given time limits. Information and Technology Is able to use internal computer systems and the internet to support investigations. Can use computer systems to produce charts tables and reports in support of the investigation process. Understands implications of the Data Protection Act. 5. 6. ESSENTIAL REQUIREMENTS i) Must have proven experience and be able to demonstrate good knowledge of analytical practices and uses within a financial arena. ii) Must have i2, Excell, Advanced Excell (pivot table) training iii) Must be able to communicate with senior officials of UK and foreign financial institutions, also solicitors barristers and judges. iv) Must be confident in regular court appearances and effective in expressing a point of view under cross-examination. v) Must be able to maintain a high level of confidentiality when dealing with information of a sensitive nature. vi) Must be able to work on his/her own initiative whilst within a team environment. vii) Must have the ability to work under pressure to specific deadlines, where necessary exhibiting both adaptability and flexibility. DESIRABLE REQUIREMENTS i) Investigative experience within a financial arena. ii) Experience of complex Investigations. iii) Experience of giving evidence under cross-examination. iv) Evidence a good understanding of the requirements of the National Intelligence Model. v) Map info training. vi) Experience of power point compilation and presentation. 5 7. SUPERVISORY RESPONSIBILITY None. 8. SUPERVISION RECEIVED The post holder will be responsible to a Sergeant within the ECU, who will supervise, advise and give guidance where necessary. 9. CONTACTS OUTSIDE OWN SECTION CPS, Crown Court, Magistrates’ Court, other police forces, law enforcement agencies, financial institutions, SOCA, police officers and support staff. 10. SPECIAL CONDITIONS To successfully complete the various courses during the training process. May be required, as part of investigations, to travel beyond West Midlands Police area. The Authority reserves the right to vary the duties and responsibilities of staff under conditions prescribed in National Agreement. Thus, it must be appreciated that the above duties may be altered as the future changing needs of the service may require.
