Intelligence Analyst (Liaison) New England HIDTA Investigative Support Center Commonwealth Fusion Center Maynard, Massachusetts Salary $50,000/Year Position Summary: The New England High Intensity Drug Trafficking Area (NEHIDTA) is seeking qualified candidates for the position of Intelligence Analyst (Law Enforcement Liaison). This position is a grant-funded position contingent upon annual HIDTA funding from the Office of National Drug Control Policy (ONDCP). This position will be located at the NEHIDTA Investigative Support Center (ISC) in Maynard, Massachusetts. The position reports to the designated ISC Co-Manager of the New England HIDTA. Essential Duties and Responsibilities: Will serve as an all source Intelligence Analyst within the NEHIDTA ISC. Coordinate and meet with officials from the NEHIDTA, state/local fusion centers, and federal agency partners to facilitate collaborative information sharing, joint analytic production, and joint investigations pertaining to drug trafficking organizations operating in within the NEHIDTA region. Conduct outreach to Law Enforcement and Intelligence Communities partners outside the NEHIDTA region to facilitate collaborative information sharing, joint analytic production, and joint investigations pertaining to drug trafficking organizations operating in within the NEHIDTA region. Provide tactical analytic support including communications, social network, link, and financial analysis for ongoing drug related investigations being worked by NEHIDTA partner agencies. Coordinate and participate in regular intelligence sharing meetings and working groups to accomplish the objectives of designated NEHIDTA initiatives. Evaluate and consolidate incoming raw data/reporting for dissemination to relevant law enforcement entities. Perform extensive database research and be proficient in the identification and use of publicly available information. Prepare analytic products that will inform and assist NEHIDTA partner agencies and their key executives in decision making by providing timely, threat based products relevant to their missions within the NEHIDTA area of operations. o Products may include link charts, decision matrices, tactical analyses, bulletins, and threat assessments Provide substantive presentations on topics of interest to a wide variety of audiences from colleagues to key executives and from smalls groups of people to conference size meetings. Identify, coordinate, communicate, and connect Law Enforcement Officers working multiple investigations with common case links. Use and be proficient with common office software, link analysis tools, relational databases, and be familiar with basic geospatial software concepts. Represent the NEHIDTA and build collaborative relationships with local, state, and federal partners. Travel as necessary to attend meetings, training, and conferences. Knowledge, Skills and Abilities: This position requires successful completion of a background investigation to obtain a security clearance. Experience working in multi-agency investigations/operations. Exceptional writing and public speaking skills. Be able to work effectively in an interagency environment with federal, state and local law enforcement and intelligence professionals. Exercise sound judgment and work independently within guidelines. Understand and be aware of Federal 28CFR, part 23. Proficiency with computers, basic office software, networking technology, and information/physical security. Must be able to travel at government expense. Minimum Education/Experience: BS/BA or equivalent demonstrated experience working as an Intelligence Analyst in the Law Enforcement, Military, or Intelligence Communities. Demonstrated experience as a Law Enforcement Officer or Intelligence Analyst working drug related investigations. Preferred: Advanced degree. Five years or more experience as a Law Enforcement Officer leading/conducting drug related investigations and operations. Five years or more experience as an Embedded Intelligence Analyst working multi-agency drug related investigations. Experience producing finished intelligence to include threat assessments, trend analysis, and current intelligence products in support of counterdrug missions. Relocation expenses are the responsibility of the successful candidate. The successful candidate may be required to pass a drug test to screen for illegal use prior to final approval.
