Call to Order President Patti Sholler-Barber called the May 14, 2015 regular Board of Education meeting to order at 7:04 p.m. in the Board Room of the Administration Building, 1220 Howard Street. II. School Reports/Committee Reports Committee Reports Curriculum Committee – Carol McGlinn, chair, stated that the committee had met on May 6 and discussed math fluency. She stated that a presentation was given by teachers on ways to embed math fluency into the curriculum at all grade levels. Ms. McGlinn concluded that the committee would meet again in the fall. President Patti Sholler-Barber announced the meeting dates for the remaining committees: Communities in Schools of Kalamazoo would meet on May 15; Teaching and Learning Council would meet on May 21; Wellness Committee would meet on May 21; Operations Committee would meet on May 26; and Policy Committee would meet on May 26. (File #19) VII. Consent Calendar President Sholler-Barber presented the Consent Calendar items: VII.A. April 30, 2015 Regular Meeting Minutes; VII.B. Purchase Recommendations 2015-44, 2015-45, 2015-46, and 2015-47; VII.C. Personnel Changes; and VII.D. Approval of Michigan Council for the Arts and Cultural Affairs (MCACA) Grant Application Submission for Arts in Education Residency (AIER) Program. Deputy Superintendent of Business, Communications and Operations Gary Start reviewed the purchase recommendations: 2015-44 in the amount of $72,335 for Chromebooks for student use at Washington Writers’ Academy from Washington’s School Improvement Grant; 2015-45 in the amount of $1,205,412 for thirteen (13) 2015 International School Buses from the 2010 bond; 2015-46 in the amount of $583,110 for 570 HP EliteDesk 800 PCs for all middle and high school computer labs from the 2010 bond; and 2015-47 in the amount of $1,077,030 for Chromebooks and charging storage units for student use at 13 elementary schools from the 2010 bond. Policy 5.8 – Prohibition of Bullying – First Reading Policy Committee Chairperson Craig Herschleb explained that proposed policy changes are introduced, discussed, and modified accordingly, and then brought back for a second reading and vote. He explained that the changes to Policy 5.8 were to include cyberbullying, which was now required by state law. The proposed revised Policy 5.8 is: Policy: The District strictly prohibits the bullying and cyberbullying of a district pupil, and also prohibits the retaliation or false accusation against a target of bullying, a witness, or another person with reliable information about an act of bullying. All students are protected under this policy; bullying is prohibited at school regardless of its subject matter or motivating animus. As defined within MCL §380.1310b, bullying is any written, verbal, or physical act, or any electronic communication, including, but not limited to, cyberbullying, that is intended to KPS Board of Education Meeting May 14, 2015 3 harm, or that a reasonable person would know is likely to harm, one or more students either directly or indirectly by doing any of the following: 1. Substantially interfering with educational opportunities, benefits, or programs of one or more students. 2. Adversely affecting the ability of a student to participate in or benefit from the school district’s or public school’s educational programs or activities by placing the student in reasonable fear of physical harm or by causing substantial emotional distress. 3. Having an actual and substantial detrimental effect on a student’s physical or mental health. 4. Causing substantial disruption in, or substantial interference with, the orderly operation of the school. Cyberbullying means any electronic communication that is intended or that a reasonable person would know is likely to harm one or more pupils either directly or indirectly by doing any of the elements described in sections 1 through 4 above. The District will not tolerate or condone any act of bullying and/or cyberbullying, regardless of the motive, including, but not limited to, bias or discrimination toward any person on the basis of religion, race, color, national origin, age, sex, pregnancy, gender identification, height, weight, familial status, marital status, sexual orientation, disability, and/or any other distinguishing characteristics or association with another person who has, or is perceived to have, any distinguishing characteristic. Bullying is prohibited “at school,” meaning on school premises, at school-sponsored activities or events, on a school bus or related vehicle, at official bus stops, or on a telecommunications access device or service provider owned by or under the school’s control. “Telecommunications access device” and “telecommunications service provider” mean those terms as defined in Section 219a of the Penal Code (MCL §750.219a). Subject to any applicable law and this policy, bullying that does not occur at school but occurs off school campus, including “cyberbullying,” may be subject to disciplinary action if it causes harm to pupils or a substantial disruption to the educational environment as defined in items 1 through 4 above. The Superintendent is responsible for ensuring that this policy is implemented in compliance with Public Act 241 of 2011. Specifics 1. This policy shall annually be circulated in all school buildings and departments, discussed with students, incorporated into student handbooks, and posted on the District’s website. 2. Reports or complaints of bullying or cyberbullying shall be filed with the building principal, assistant superintendent of student services, or their designees, as described within the Student Code of Conduct and/or Administrators’ Handbook. The District strongly encourages reports or complaints of bullying to be filed promptly after it is believed that bullying has occurred. Except for District staff, who are involved in the investigation and determination of a bullying or cyberbullying incident, the District will maintain the confidentiality of an individual who reports an act of bullying. 3. Upon receipt of a report or complaint of any act of bullying, the principal or principal’s designee shall promptly investigate and document the findings and consequences, if any, and where appropriate, take corrective action. 4. In the event an investigation finds that bullying has occurred, the principal or principal’s designee shall promptly notify the parent or legal guardian of the victim(s) of the bullying, and the parent or legal guardian of the perpetrator(s) of the bullying. 5. Each school shall document any prohibited incident of bullying that is reported and any resulting disciplinary consequences. Resolution Authorizing 2015 Refunding Bonds Deputy Superintendent Start explained that this was a matter of paying off bonds and then refinancing at a lower rate of interest. He stated that the KPS financial advisor believed that the net savings would be approximately $4 million, and that these savings would be used to lightly decrease future millage rates, which would be a savings for our taxpayers. MOTION: It was moved by Trustee McGlinn, and supported by Trustee Dr. Warfield, that the Board adopt the resolution authorizing 2015 refunding bonds Board Comments: None. Audience comments: None. Administrative Appointment – Athletic Director of Kalamazoo Central High School (added on the floor) Assistant Superintendent of Human Resources Sheila Dorsey read the recommendation to appoint Ms. Wendy Bridges as Athletic Director of Kalamazoo Central High School. Comments by Trustees Craig Herschleb stated that he had had the opportunity to attend the KPS All-City Orchestra concert on May 11. He explained that the orchestras from Maple Street Magnet School for the Arts and Hillside Middle School combined and played two pieces, followed by the combined orchestras of Kalamazoo Central High School and Loy Norrix High School, which played three pieces. Finally, all four orchestras combined to play an additional three pieces. Mr. Herschleb stated that it was a wonderful concert. He also noted that the passage of the local special education millage would help to ensure that programs such as this would not have to be cut, and thanked the voters for their support of the millage. KPS Board of Education Meeting May 14, 2015 5 Mr. Herschleb announced that Thursday, May 21, would be the spring Girls on the Run 5K in downtown Kalamazoo. He explained that over 2,000 girls, community runners, and spectators cheering them on would be in Kalamazoo and encouraged everyone to come out in support of the girls. Mr. Herschleb noted that the Kalamazoo Girls on the Run was one of the largest in the nation. Carol McGlinn thanked the voters for coming out in support of the countywide special education millage. She noted that campaigning for the millage had been tough due to the state’s Proposal 1 being on the same ballot. Ms. McGlinn expressed her appreciation that Kalamazoo County citizens understand the value of education and how important it is to properly fund public education. She expressed her hope that the need for proper funding of public education would be acted on by the legislators in Lansing. Dr. Martha Warfield noted what a phenomenal county we live in, and thanked everyone who supported the special education millage. She stated that it was evident that a lot of people care about the students in Kalamazoo County. Dr. Warfield acknowledged a special person, her sister, Phyllis Seabolt, who had celebrated her 90th birthday on May 4. She explained that her sister was the first African American secondary teacher in KPS and had taught until 1970, at which time she went to Western Michigan University and taught for an additional 17 years. Dr. Warfield noted that Phyllis had had to prove that she could teach, so when she first started at KPS there was a supervisor in the room and she was treated like a student teacher. Dr. Warfield stated that her sister had made many special contributions to KPS. Jennie Hill thanked the voters for passing the special education millage and noted that it showed the community support and trust in public education for all students. Ms. Hill congratulated Kalamazoo Central High School seniors Demetria Webster and Jacob Caruso and Loy Norrix High School seniors Lauren Dougherty and Lyric Kleber for their B’nai B’rith Scholar-Athlete awards. Patti Sholler-Barber congratulated the KPS students who were recently awarded YWCA Young Women of Achievement Awards. Ms. Sholler-Barber noted that farewell and moving up ceremonies would be taking place in elementary and middle schools, and high school graduations would be held the first week in June. She reminded students to continue their hard work at school and not to let up as the school year drew to a close. Ms. Sholler-Barber thanked the voters for the countywide effort in support of the special education millage that was passed on May 5. She noted that public education continues to receive fewer funds from the state of Michigan, and that passage of the countywide special education millage was an outstanding effort in a child-friendly county. She thanked everyone who had spent long hours working on the millage and the community groups that had supported the effort in many ways. Ms. Sholler-Barber concluded her remarks by complimenting the student artwork on display in the KPS administration building, and noted that the Art Hop reception on May 1 had been great. KPS Board of Education Meeting May 14, 2015 6 Comments by the Superintendent Dr. Rice stated that the KPS All-City Orchestra concert had been outstanding. Dr. Rice extended his congratulations to Phyllis Seabolt on her recent birthday. He stated that she was an inspiration and a natural teacher. Dr. Rice thanked the voters, the KPS Board of Education, community supporters and organizations, KPS staff, Deputy Superintendent Gary Start, Facilities Management Executive Assistant Karen Jackson, Assistant Superintendent of Student Services Cindy Green, and Executive Supervisor of Transportation and Operations Terri Aman, who were very important in informing the community about the special education millage. He also expressed his appreciation to the other public school districts in Kalamazoo County that had also had their share of votes in support of the special education millage. Dr. Rice explained that it was helpful to have pools of votes from a wide range of areas throughout Kalamazoo County. He thanked the adjacent communities for their support, and noted that the children were the winners. XII. RATIONALE: In accordance with Section 380.624 of the Revised School Code, the Board must adopt a resolution expressing its support or disapproval of the proposed Intermediate School District (ISD) budget, and must submit to the ISD Board any specific objections and proposed changes that the Board may have to the budget prior to June 1, 2015. RESOLUTION FOR LOCAL DISTRICT VOTE ON ISD BUDGET Kalamazoo Regional Educational Service Agency (“ISD”) GENERAL EDUCATION FUND BUDGET RESOLUTION A regular meeting of the Board of Education for Kalamazoo Public Schools was held at the administration building, 1220 Howard Street, Kalamazoo, Michigan on May 28, 2015 at 7:00 p.m. Members present were: Ken Greschak, TiAnna Harrison, Craig Herschleb, Jennie Hill, Carol McGlinn, Patti Sholler-Barber, and Dr. Martha Warfield. Members absent: None The following preamble and resolution were offered by Member and seconded by Member . WHEREAS: This Board received the Kalamazoo Regional Educational Service Agency General Education Fund Budget on or before May 1, 2015; and WHEREAS: In accordance with Section 380.624 of the Revised School Code, this Board must now adopt a resolution expressing its support or disapproval of the proposed ISD budget, and must submit to the ISD Board any specific objections and/or proposed changes the Board may have to the budget prior to June 1, 2015. THEREFORE, BE IT RESOLVED THAT: The ISD General Education Fund Budget for the 2015-2016 school year be (“supported” or “disapproved for the reasons attached hereto”), and that the Secretary of the Board is hereby directed to submit a copy of this Resolution to the Secretary of the ISD Board of Education, along with any specific objections or proposed changes to the budget. Rice, Ph.D. DATE: May 28, 2015 SUBJECT: 2015-2016 Michigan High School Athletic Association Membership RECOMMENDATION: It is recommended that the Board adopt the Resolution for Membership in the Michigan High School Athletic Association (MHSAA) for 2015-2016. RATIONALE: Each year, school districts that want to host events and/or have their secondary school students participate in MHSAA-sponsored state meets and tournaments must apply for and receive membership in the MHSAA. Kalamazoo Public Schools students have benefited from participation in meets and tournaments in a variety of sports with other schools throughout the region for many years. There is no cost to the district for membership. Renewal of the membership will ensure our continued participation in 2015-2016. IX.D. KALAMAZOO PUBLIC SCHOOLS Office of the Superintendent TO: Board of Trustees FROM: Michael F. Rice, Ph.D. DATE: May 28, 2015 SUBJECT: Administrative Appointment RECOMMENDATION: It is recommended that the Board appoint Mr. Atiba McKissack to the position of Principal at Hillside Middle School. RATIONALE: This recommendation completes a thorough process used to select the candidate for this position. The job was posted internally and externally, and all qualified applicants were considered. Interviews were conducted by teams consisting of Assistant Superintendent of Human Resources Sheila Dorsey; Assistant Superintendent of Teaching and Learning Services Dr. Deborah Piotrowski; Director of Secondary Education Johnny Edwards; Coordinator of Student Services Nkenge Bergan; Principal of The Woodward School for Technology and Research Frank Rocco; Hillside Middle School teachers Erin Hafer, Matthew LaFeve, and Jennifer Finta; and parents Anne Nower, Wendy Ranson-Hodgkins and Anthony Bradley. Mr. McKissack earned a Bachelor of Arts degree in education and a master’s degree in educational leadership/K-12 principalship from Western Michigan University. Mr. McKissack has worked as the Assistant Principal/Dean of Students at Loy Norrix High School for the past two years. For two years before his work as dean, he served as an assistant principal at Loy Norrix High School. Previously, he was a teacher for 11 years, four in the Detroit Public Schools as an elementary teacher and middle school industrial arts teacher, and seven years as an industrial arts teacher in Kalamazoo Public Schools (KPS). He then spent a year and a half as the technology integration teacher at Milwood Magnet School: A Center for Math, Science and Technology until he joined the Teaching and Learning Services Department as the KPS Instructional Technology Teacher Leader in 2009. Mr. McKissack was a member of the Kalamazoo Public Schools Aspiring Administrators’ Academy, Phi Kappa Phi National Honor Society, the Michigan Association of Computer Users in Learning, and the lead facilitator of the KPS Technology Curriculum Writing Team. He has served as a program facilitator for Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) as well as a mentor teacher to new teachers. IX.E. RATIONALE: This recommendation completes a thorough process used to select the candidate for this position. The job was posted internally and externally, and all qualified applicants were considered. Interviews were conducted by teams consisting of Assistant Superintendent of Human Resources Sheila Dorsey; Assistant Superintendent of Teaching and Learning Services Dr. Deborah Piotrowski; Assistant Superintendent of Student Services Cindy Green; Director of Secondary Education Johnny Edwards; Secretary of the Bilingual Education, English as a Second Language, and World Languages Program Holly Perkins; and Director of Curriculum and Instruction Dr. Terina Harvey. Mr. Hunsinger graduated with a Bachelor of Arts with honors from Kalamazoo College, where he majored in Spanish literature and minored in social science. He completed his master’s degree in educational leadership from Western Michigan University. Mr. Hunsinger has worked as the Interim Coordinator of Bilingual Education, English as a Second Language, and World Languages at Kalamazoo Public Schools for the past year. Previously, he worked at Hillside Middle School as a Spanish and social studies teacher for 19 years. Mr. Hunsinger has been very active at Hillside Middle School, where he served as a School Improvement Co-chair and student-teacher mentor, and in the Kalamazoo Public Schools, where he has done curriculum writing and teacher training.
