2. Competition aim The 5th New Post Kyiv International Half Marathon 2015 (hereinafter – the Competition) is held with the aim to popularize and propagandize mass run events in Ukraine, as well as:

TOP RUN company is the competition organizer.
The organizer establishes an organizing committee of its staff members, as well as attracts highly specialized experts in different sports.
The Organizing committee approves “Regulations” about the competition realization.
The Organizing committee structure includes: • Competition Manger of TOP RUN LLC Chernitskyi D.L.
• Project Manager of TOP RUN LLC Tretyakov I.O. • Head of the Main Department of Family, Youth and Sports in Kyiv Trofimov O.
• Kyiv Athletic Federation in Kyiv, President of Federation Hrynuik V.R. The Organizing committee approves the Regulations about the competition realization, as well as makes supplements and amends to the Regulations.
The Organizing committee is responsible for:
­ Data management for participants;
­ Funds raising for the competition financing;
­ Document and material preparation for the Mandate commission work;
­ Prize providing for the Competition winners and medallists;
­ Refereeing providing;
­ Lease of sports structures, premises and technical equipment for the competition realization;
­ Organization of security measures and medical maintaining for the race;
­ Control of preparation and realization of the Competition, consideration of official objections and controversial issues settlement, as well as consideration of documents and participation admission in the competition is entrusted with the Mandate commission.
The Mandate commission structure includes:
­ The Organizing committee representative;
­ Meet chairman of the Competition;
­ Chief scorer of the Competition.
The Competition Manger Chernitskyi D.L. is the head of the Mandate commission. Professional sportsmen and experts are allowed to be invited to the commission. 5. Basic rules of the Competition realization The Competition realization meets the Technical regulations in full:
In the track­and­field competition:
The International Association of Athletics Federations (ІААF), the International Association of Athletic Federations (AIMS), the Ukrainian Athletic Federation (ФЛАУ), the Technical regulations of the competition and appropriate decisions made by the competition organizer. The competition organizer guarantees the competition realization in any weather conditions.
The competition organizer reserves the right to make changes to the competition program.
Ground rules The competition organizer reserves the right to cancel the competition (before or during realization) due to force majeure.
Any decision of the competition organizer is not a subject of judicial proceedings. By participating in the competition and signing personally the start list (for the 15­
year­old and younger participants of the competition the parents or authorized attendants: trainer, teacher etc. sing) each participant of the competition proves he is acknowledged with all information about the competition provided by the competition organizer, understood and agreed with all regulations of the event realization breaching of which may lead to disqualification at least. The regulations and general terms is the official document acting as the agreement between the organizer and participant of the competition. Each participant of the competition participates in the competition of his own free will knowing all possible risks for own health during and after its finish. Each participant of the competition takes personal responsibility for his physical condition and ability to finish the chosen distance of the competition. Each participant of the competition (registered for 10 km and more) should have a medical certificate and insurance (at will) for the period of the competition realization. The competition organizer will not bear the responsibility for physical injuries, damages, worsening of physical condition a participant suffered during the competition realization. The competition organizer will not bear the responsibility for worsening of a patient physical condition after the competition realization. The competition organizer will not bear the responsibility for any losses (loss or damage of personal things) the competition participant bore during the competition realization. The competition organizer will not bear the responsibility for any losses, damages or other harm made by the competition participants or spectators during the competition. 6. Expenses on the competition organization and realization The event is realized by TOP RUN LLC financing, by means of sponsor and partner attracting. As well as by means of entry fee of the participants. Expenses for fare, accommodation and meals bear the sending organizations or participants by themselves, the organizers provide special conditions on the part of hotels offering affordable price of accommodation. 7. Admittance conditions to competition Admittance of the participants to the competition is carried out having the documents presented to the Mandate commission when getting participant starting package: ­ Identification document proving participant age (obligatory for all participants);
­ Medical certificate original with stamp of the body, institution, doctor’s signature and stamp indicating the participant has admission for the chosen distance (obligatory for all participants with more than 10 km, inclusive); ­ Document proving the participant’s right for free participation in the Competition or benefit for entry fee payment. ­ Foreign citizens should provide a medical insurance covering participation in the sporting competition. ­ Medical documents presented to the Mandate commission are not returned. ­ The commission accepts the medical certificate copy only in case of the original presenting.
­ Medical documents should be drawn up not earlier than a month before the competition. 8. Competition distances and age restrictions for the participants The competition is open for all of appropriate age regardless of sex according to the organizer requirements: In the track­and­field distances: In the half marathon: individually and teams (21, 0975 km) – for the 18­year­old participants and older;
Run for 10 km, 5 km and relay race ­ for the 14­year­old participants and older;
Run for 2 km – for the 14­year­old participants and older;
Run for 1000 m – for the 8­13­year­old participants;
Run for 500 m – for the 6­7­year­old participants;
Run for 100 m – for the participants under 6 years.
Age of the competition participants is determined as of April 26 in this year.
Age of the competition participants is confirmed on the day of starting package receiving while drawing up a start list under the document (copy) proving the birth date. Parents or authorized attendants (trainer, teacher etc.) confirm the age for 15­year and younger participants of the competition. 9. Routes and track The competition track lies in Kyiv joining two banks of the city. Track covering: 97% ­ asphalt, 3% ­ cobbles; general elevation ­172 meters.
Start and finish of all distances is carried out at the same place. 10. Date and time of the competition realization:
Date of the competition realization: April 26, 2015. Start at 8:30.
Location: Kyiv territory. Start and finish at the Kontraktova square.

Competition registration The competition participants are allowed for the competition granted duly and timely registration for the competition. The competition organizer has a right to discontinue or completely stop the registration without a prior warning. On­line registration is possible on the competition organizer web­site www.kyivhalfmarathon.org.
Registration is valid only after the competition participant paid an entry fee and total amount passed to the competition organizer account. The applications of the competition participants not paid within 7 banking days after the application placing are automatically cancelled. Registration fee paid by the competition participant may be reregistered for other person not later than 30 days before the competition start. Participant is regarded as registered after the application filling in and entry fee paying. Electronic registration will be open from February 17 to April 19, 2015. Registration fee paid by the competition participant is not subject for refund in any circumstances, for example: if a participant cannot participate in the competition, finish the chosen distance, meet the time limit, as well as a participant is disqualified or the competition is cancelled due to force majeure and etc. The competition participants who paid a registration fee for a certain race may change the application due to life circumstances for another race informing the competition organizers by the competition organizers e­mail: [email protected] not later than 30 days before the competition start. The competition organizer reserves the right to change (reduce) an amount of entry fee in case of impossibility to provide certain goods and services (t­shirts, meal tickets and etc.). Total amount of the Competition participants is limited at all distances and makes 6000 participants in total for all distances. The competition regulations envisage the distance change in 30 days before the day of the competition realization. 12. Entry fee
The entry fee is determined by the competition organizational committee and has different prices. It depends upon the payment period and chosen distance. Packages are sold on the official page of the event web­site and announced to all participants. The Entry fee price does not include remittance charge. The Competition participants pay the entry fee by means of e­payment on the organizer web­site or in cash at the competition n organizer office at the address: Kyiv, Sholudenka str., 1­Б. office 417.
13. Entry fee refund Funds paid for registration fee are not refunded under the Public offer agreement the participant takes registering for the event. 14. Personal data Each participant of the competition agrees his personal data, photo, video or audio materials with his participation and without his coordination may be used for the event advertising without any remuneration by the competition organizer. All photo and video materials of the competition available for the organizer may be used by the competition organizer as subsidiary documents proving accuracy of the competition results and cases of the competition rules breaching. 15. Starting packages, receiving of starting packages Delivery of starting packages is carried out on April 24­25, 2015, at EXPO at the address: the National Sports Complex Olimpiyskiy, Velyka Vasylkivska str., 55
A “starting package” of the half marathon participant includes: ­ Bib;
­ Chip for result fixation;
­ Package to leave the things in checkroom;
­ Band to receive package with the things in checkroom;
­ Water at the finish and meal points;
­ Finisher medal (medal is given when all distance is covered at the time limit, only for the participants of 21, 0975 km race.)

NOTE: Chip price is included in the entry fee. There is no refund value for receiving of chip for result fixation. NO PACKAGE REGISTRATION AND DELIVERY ON THE EVENT DAY!
The competition participants receive starting packages personally showing a start list and identification document. The participants who cannot get starting packages in a day before the competition should inform the organizer about this by e­mail [email protected] in 7 days before the start. The event sponsor Nova Poshta delivers starting packages for not local participants arriving on the event day. A participant should write by e­mail [email protected] and indicate the delivery address, the nearest Nova Poshta branch and receiver’s full name. The competition participant who was not able to participate in the competition may get starting package within 10 banking days after the competition in the competition organizer office informing him by e­mail [email protected]. Or requesting to send starting package to the indicated address. Starting package delivery is carried out at the client’s cost. The organizer may attract sponsors for free delivery. Registration may be closed early if total limit of the participants for all distances is reached. 16. Results and registration The events are served by:
­ Electronic timing service;
­ Video registration system;
­ Manual recording by judges.
The Competition organizing committee does not guarantee a personal result delivery for each participant in the following cases:
­ Participant attached bib incorrectly;
­ Participant ran with somebody else’s bib;
­ Electronic chip was unmagnetized, torn, crumpled etc.;
­ Bib loss.
During all distance a bib should be in the condition it was delivered. It is strictly prohibited to remove, to close and damage it (cut, bend etc.). If this condition is not met, the competition organizer will not guarantee availability and accuracy of the competition participant results.
Use of transponder (radio­electronic) timing system during the competition allows to determine the participant finish order accurate to 0.1 second. Results are recorded accurate to 0.1. and fixed accurate to round second (all results not ending with null are rounded off to round second upwards). Official time is time from the starting shot moment to the moment the competition participant crosses the finish line. Today is time between the moments when the competition participant crosses starting and finish line. The competition organizer should place on the web­site the preliminary competition results not later than the next day after the competition on the site kyivhalfmarathon.org.
The competition participants may appeal against the preliminary results within 5 calendar days after the competition preliminary result publication to the competition organizer e­mail: [email protected].
After this term is over the competition preliminary results (with changes if any) are considered as final. 17. Competition
Each competition participant should unconditionally follow the instructions of the competition organizer, judges, medical personnel and volunteers until the participant finishes the distance. Each competition participant gets a bib which should be on the visible place during the competition, on the chest.
Each competition participant is obliged to place his information (contact telephone number, e­mail, blood group etc.) on the bib back. It is absolutely forbidden to pass the bib to another person for use during the competition at the chosen distance. Each competition participant should cover the chosen distance by himself on the marked route not shortening the distance, following the highway regulations of Ukraine, and bears a personal responsibility for his own safety during the competition participation. It is absolutely forbidden:
­ For the competition participants to use technical equipment (bicycles, motorcycles, motorbikes etc.) at the competition distances; ­ The competition participants are strictly forbidden to use “leading” by the persons not participating in the competition or “leading” be means of technical equipment (bicycles, rollers (in run) etc.) at the competition distances.
18. Time limit Each competition distance has a determined time limit: In the track­and­field races:
In the marathon (42,195 km) ­ 6 hours,
In the half marathon (21,0975 km) ­ 3 hours,
In the run for 10 km ­ 1 hour 20 minutes,
In the run for 5 km ­ 40 minutes
The competition participants not following the time limit are withdrawn from the distance and may continue to move outside the completion route (pavements, food walks etc.) following the highway regulations of Ukraine. 19. Team competition (teams and relay races)
Mixed teams of commercial and private organizations including 4 persons aged 16 years and older are allowed to participate in the corporate relay race. If the organization cannot find 4 participants, it may involve the volunteers. All four participants of the team must participate in the relay race competition.
The team is considered as registered when its representative filled in the application, registration form and paid an entry fee for the team. The participant order for the stages of relay races is indicated during the registration. The participant order may be changed by April 19, 2015 inclusive on the web­site runukraine.org, in a personal profile. The registered relay race participants may change the participant stage order for another informing the organizers by e­mail [email protected] not later than 7 days before the competition start. During the relay race all switchovers should be done in the exchange zone. Breach of each abovementioned rule will lead to all team disqualification. The relay race result is the finish result of the last participant of the relay race fourth stage. All team participants who came in participate in the double event: individual and team.
The team event result is a sum of official results of all four participants of the team. Participation in the corporate relay race is paid by bank transfer under the organizer bill. The documents confirming the payment should be sent by e­mail [email protected] not later than 7 days before the competition. All questions regarding the organization of corporate relay race should be sent by e­mail [email protected]. Meal points Meal points are at 5, 10 and 15 kilometre. Water, medical and volunteer aid is available in the meal point.
Toilets are available at 5, 10, 15 kilometre of half marathon distance. 20. Special categories There are no benefits for the corporate relay race participants.
Free registration is available for the participants of GPW/ATO. In this case it is necessary to draw up an application by email: [email protected] indicating in the subject “Special category”. Sending the application it is necessary to attach the copy of the documents. Registration packages are given out of special quotas (not more than 50 persons).
If during the registration of the competition participants the participant does not meet the stated special category, the registration is cancelled with no remuneration by the competition organizer. 21. Election of winners and medallists The election of winners and medallists of the Competition is realized according to finish under the article No165.24 (IAAF regulations).
The winner of age­group is elected by actual time (chip­time). The winners will not be elected for the Nordic walking distance. 22. Awarding the winners The organizer determines the prizes for each distance at the organizer discretion. The race medallists are awarded in cash and noncash within 14 calendar days from the moment of competition finish. Payment is transferred to the winner banking account or in cash in the office of the race organizer: Kyiv, Sholudenko str., 1­Б, office 419. Money reward is paid only the winner presented the Organizer the original and copy of the documents: passport, personal tax number and statement on money reward. The winner and Organizer sign an appropriate document proving the fact of money reward. The participant awarding may be postponed if the participant does not appear to prize­giving ceremony in his age­group. In this case the organizer sends the prize on his own account to the address the participant indicated registering. The Competition organizing committee will not bear the responsibility for prize delivery if the participant indicated wrong address. The winners and medallists receive commemorative prizes. The participant of the marathon distance awarded in all­round cannot be awarded for medal place in his age­group. All participants at the half marathon distance who managed the time allowed receive commemorative medal at the finish. At 21 km distance prizes are given for 1­3 places by age groups:

Determination in age group is carried out by the participant real age at the moment of the Competition realization.

At 21 km team­distance prizes are given for 1­3 places in team all­around. Winners and medallists get commemorative prizes.
At 21 km relay race­distance prizes are given for 1­3 places in team all­around.
Winners and medallists get commemorative prizes.
At 10 km distance prizes are given for 1­3 places for men and women in all­around.
At 5 km distance prizes are given for 1­3 places for men and women in all­around.
At 2 km distance prizes are given for 1­3 places for mixed all­around.
At 1000 m distance prizes are given for 1­3 places for boys and girls in all­around.
At 500 m distance prizes are given for 1­3 places for boys and girls in all­around.
At 100 m distance the winners are not determined. 23. Objections and claims. Terms of objections and claims. The participant has a right to lodge an objection or claim heard by the board of justices including: a chief judge, senior judge of start­finish zone and chief secretary. Objections and claims may include:
­ Objections and claims regarding the placement;
­Objections and claims regarding the inaccuracy of time the participant run distance;
­Objections and claims regarding the participant disqualification for unsportsmanship behaviour.
Other claims may be disregarded by the commission because of their insignificance (misprints, incorrect personal data etc.).
Lodging the claim it is necessary to indicate the following data:
­ Surname and name (anonymous claims are not heard);
­ Claim nature (what the claim refers to);
­ Materials proving mistake (photo­, video materials).
Data of individual time measures are not considered. The Competition participants or the third parties who are the official representatives of the participants may lodge the claims only. Terms of objections and claims and way of their lodge:
The objections and claims affecting the placement in all­around are taken by the board of justices in written or oral form from the moment of winner posting and before the official medal ceremony. The placement after the medal ceremony may be revised by the board of justices only the facts of effective regulations breaching by the winner were revealed if the breaching revealing was not possible before the medal ceremony. The Competition Manager takes a decision about the placement revision. The participant has a right to lodge objection or claim regarding other issues in the period from the Competition finish within 5 bank days. Objection or claim has to be sent in written form by email [email protected].
24. Disqualification The board of justices has a right to disqualify the participant in the case:
­ A participant ran with the registered number of other runner;
­ A participant shortened the distance;
­ A participant run the distance he was not registered for;
­ A participant used expedient means of transport (bicycle, scooter, auto­means for transportation and etc.);
­ A participant started race before the official start;
­ A participant started race after the starting zone was closed;
­ A participant run to the finish after the finish zone was closed;
­ A participant started race not in the starting zone;
­ A participant did not provide medical certificate allowing the competition;
­ A participant ran without the Competition official number;
­ A participant showed unsportsmanship behaviour.
25. Business trip certificate The representative of TOP RUN LLC will put a business trip mark on the business trip certificate only when the participant package was received in a day before the competition. 26. Information sources Detailed information about the Competition is placed on the official site www.kyivhalfmarathon.org.
