Under the supervision of the Community Services Director/Comptroller, the Public Works
Supervisor plans, organizes, supervises and controls all the activities in the fields of
infrastructure, general maintenance and repairs, water and sewer facilities, drinking water wells,
septic tanks and leach beds, road maintenance, waste collection and disposal, recycling, heavy
equipment operation and maintenance and any other public utilities of KZA.

JOB SUMMARY
The Public Works Supervisor plans, organizes, supervises and controls all the activities in the fields
of infrastructure, general maintenance and repairs, water and sewer facilities, drinking water wells,
septic tanks and leach beds, road maintenance, waste collection and disposal, recycling EcoCentre,
heavy equipment operation and maintenance and any other public utilities of KZA. The Public
Works Supervisor must be able to read construction drawings and specifications so that he/she is
knowledgeable during the execution of contracts with outside firms or with band staff to carry out
work.


















KEY DUTIES
Coordinates, meets and assigns work to the equipment operators, maintenance, water &
sewer and road works staff;
Prepares work schedules for employees under his/her supervision;
Plans and coordinates for new infrastructures be they water, sewer, wells, septic tanks, leach
beds, roads or other related infrastructures;
Participates in the preparation of terms of reference for engineering, architectural or other
services as needed and in the evaluation of the proposals for such services;
Participate in the development of the engineering plans and specs for the projects;
Be involved in the long term planning of the community with inputs in the preparation of
short and long term Capital planning;
Prepares and/or assists in the preparation of RFP's in relation to sector requirements;
Prepares and submits proposals for specific Public Works projects to AANDC and other
funding agencies;
Verifies invoices and expenses;
Maintains up-to-date documentation and statistics for public works services;
Conducts on site visits to monitor day-to-day status of ongoing projects and contracts;
Keeps abreast of new funding sources and programs available to First Nations;
Keeps abreast of new technology and materials for public works;
Continues to monitor road and environmental conditions to identify short and long terms
needs for road repairs, hazards, signage, snow removal , access ways and improvement;
Planning and construction of new infrastructures in the areas of water and sewer, wells,
septic tanks, leach beds, roads and related infrastructures;
Have a broad knowledge of regulations for garbage, recycling, composting, ecocentre sites,
waste water treatment, storm waters etc.
Develops procedures and objectives that will enhance the efficiency and productivity of
operations and service delivery;
Coordinates and compiles annual budgets for all Public Works activities for submission in

consultation with the Community Services Director;
Ensures that all projects are carried out and that regular activity and progress reports are sent
to the Community Services Director;
Assess or acquires resources to conduct impact analysis on proposed projects on existing
systems and operations in the area of surface drainage, structures and renovations, roads and
bridges, mechanical installations, water and sewer facilities;
Conducts quality control of work contractors hired for specific projects and recommends
payment;
Act as a liaison between Community Services Director, Band Council, funding agencies,
employees, suppliers etc;
Plays an integral part of the emergency preparedness plan.
ACCOUNTABILITY
The Public Works Supervisor reports to the Community Services Director/Comptroller and is
responsible for all functions as assigned to the Public Works Department. As Supervisor the
incumbent will assure and assist all Sectors within Kitigan Zibi Anishinabeg with related
operational, project and maintenance planning as required.

Civil Engineering Technician Diploma from a recognized
Canadian College with three (3) years of related experience,
Ability to communicate orally in English and French;
Ability to read and write in English at a competent level;
Good knowledge of construction methods and practices in water
and sewer collection; leach beds; distribution systems; wells;
septic systems; road systems/access and ditches, pavement etc.;
Ability to read construction drawings and specifications;
Broad knowledge of construction;
Standard office computer literacy, instant messaging and use of
the Internet;
Knowledge of CAD software;
Effective interpersonal skills;
Ability to work independently and as a team;
Ability to exercise patience and confidentiality.
Valid Driver’s licence and ability to maintain throughout
employment

Dr. Restoule (Waub Zhe kwens) is from Dokis First Nation (Ojibwa) and from
the Eagle Clan. She is a registered Clinical psychologist who received her
undergraduate training from Western University and her graduate training
from Queen’s University. Dr. Restoule is the co-chair of the Native Mental
Health Association of Canada where she has been an active member for
almost 20 years. She served as a committee member to the Resolution Health
Support Program for the Truth and Reconciliation Commission and co-chair
with the Assembly of First Nations on the development of a Mental Wellness
Continuum Framework.
