Background: Construction of LVCO Bridges A-32 and E-20 will require acquisition of real property. The Board of Commissioners of Leavenworth County must approve the professionally prepared real property valuations prior to proceeding further (presenting offers and negotiating). Stakeholders involved: BOCC, Public Works, affected landowners. Action Needed by Commission: Approve the real property valuations prepared for LVCO Bridges A-32 and E-20. Options to Consider: 1) 2) 3) 4) Approval; Table; Reject; Return; Fiscal Impact: The total estimated amount for easements and cost-to-cure items is: Bridge A-32: $2,879.00 Bridge E-20: $7,462.00 Staff Recommendation: The Public Works Department recommends that the Board approve the real property valuations prepared by Taggart & Associates, Inc., and authorize the Public Works Department to proceed with the real property acquisition process to include negotiations and offers. Sample Motion: Approve the preliminary just compensation estimates prepared by Taggart & Associates, Inc. for the replacement of Bridges A-32 and E-20, and authorize the Public Works Department to proceed with negotiations and the real property acquisition process. Briefing Report Authorization to Award Justice Center 1st Floor Carpet To: The Board of County Commissioners of Leavenworth From: Public Works Date: 07/06/15 Issue: Replacement of the carpet in the common areas of the 1st Floor Justice Center Background: The carpet in the Justice Center is approaching 15 years old. The carpet on the 1st floor is worn in several locations. The worn carpet creates trip hazards for the public and employees. During KERIT recent safety survey they noticed this trip hazard and given the recommendation to address the issue. Buildings and grounds solicited bids from 4 different contractors. Seifert’s Flooring, Inc. Tonganoxie, KS $17,391.00 Midwest Carpet Tonganoxie, KS $20,801.53 Webber Flooring Lenexa, KS $17,142.75 City Wide Lenexa, KS $22,565.68 Seifert’s Flooring, Inc. receives a 5% advantage for being an in county contractor. With this advantage Seifert’s Flooring, Inc. is the low bidder. Huhn Briefing Report Authorization to Solicit Bids for Winter De-Icing Salt To: The Leavenworth County Board of Commissioners From: Public Works Date: July 6, 2015 Issue: Authorization to solicit bids for the purchase of de-icing salt for the 2015-16 Winter season. Background: In order to prepare for the upcoming winter weather season, Public Works requires replenishment of the deicing rock salt stores. 2014 $57.97 Independent Salt – Kanopolis KS 2013 $56.48 Central Salt – Lyons KS 2012 $54.76 Independent Salt – Kanopolis KS Stakeholders: BOCC, PW Action Needed by Commission: Authorize PW to solicit bids for the potential purchase of rock salt Options to Consider: (1) Approval; (2) Table; (3) Reject; (4) Return for more work Fiscal Impact: Approximately $200,000 - $250,000 is budgeted annually for this expenditure in the Road & Bridge Operations budget. This will be a 2016 expenditure. Staff Recommendation: Authorize PW to proceed with bid solicitation, in accordance with the Leavenworth County purchasing policy, for 2016 de-icing rock salt. Briefing Report Authorization to Solicit Bids for Metal Culvert Pipes To: The Leavenworth County Board of Commissioners From: Public Works Date: July 6, 2015 Issue: Authorization to solicit bids for the purchase metal culverts Background: The public works department has depleted the stockpile of small (18” to 36”) metal culvert pipes. These pipes are typically used in the repair and maintenance of the property entrances to allow for water flow within the road ditches. Stakeholders: BOCC, PW Action Needed by Commission: Authorize PW to solicit bids for metal culvert pipes in accordance with the LVCO purchasing policy. The anticipated total bid will exceed the $25,000 threshold and requires BOCC authorization. Options to Consider: (1) Approval; (2) Table; (3) Reject; (4) Return for more work Fiscal Impact: LSR and Road & Bridge have budgeted for this expense. Staff Recommendation: Authorize PW to proceed with bid for metal culverts to replace the stockpile.
