Status The Lanark Highlands Forest Rally counts towards the Ontario Performance Rally Championship (OPRC) 5. Rally Headquarters and Service Area Rally headquarters will be at the: MERA Schoolhouse 974 Concession 9A Dalhousie McDonald’s Corners, Ontario K0G 1M0 613-278-0388 This will be the location for registration, the official notice board, posting of results, finish podium, technical inspection, rally start and finish, all service and fuel stop. Type and Format of Event This is a performance rally consisting of ten special stages to be run over two separate closed roads in both directions. All competitive driving will be on gravel stages and will be completed in daylight. The road is one to two car-widths wide, generally smooth gravel. Some portions of the road surface may be wet. The Official Route Book will be distances and tulip diagrams (see GCR&R 2014 page 122, for the general format, example not in 2015 rule book). Optional two-pass reconnaissance is allowed. Total length of the route will be ~226 kilometers, including ~80 kilometers of stage (35%) and ~146 kilometers of transit (65%). The route has an elevation of 150m to 320m (above sea level) and is found on topographic maps 31C15 Sharbot Lake and 31F02 Clyde Forks. It lies within: Latitude Longitude 44° 56’ 23” 76° 27’ 48” to to 45° 04’ 13” 76° 39’ 15” 8. Entry Closing Date and Seeded Draw Entries will be accepted until the close of registration (Saturday, May 2, 10:00 hrs). The maximum number of entries accepted will be 30. Entries beyond this number will be held in order of receipt. Entries shall be completed in full using the online entry form found on Motorsportreg.com the Lanark Highlands Forest Rally section. Questions may be directed to the Coordinator or Registrar. 9. Entry Fees Entry fees prior to April 24, 1700 hrs Entry fees post April 24, 1700 hrs $500 $700 Entrants wishing to pay by credit card must pay in advance at MotorsportReg.com under MCO. USA entrants paying by cash or cheque, may pay in either CDN or US funds. An exchange rate will be utilized. If paying by credit card, the transaction will be processed in CDN funds. Entry Fee includes: Other than waivers, material is available in English only. ! 1 Competitor’s Official Route Book consists of distances and traditional tulip drawings. This Route Book will be considered “Official” for competition or inquiry purposes. ! Organizer-supplied Notes. ! Fixed location service. ! Availability of two-pass recce. ! Tickets for the post-rally awards dinner for Driver and Co-Driver. Extra tickets are available at $20 each at MotorsportReg.com under MCO, or at the event. ! Refunds for Withdrawals Requests for refunds for withdrawals must be made to the Coordinator by Sunday, April 26, 2015, in writing (includes email). Refunds will be processed after Sunday, May 3, 2015 and will be subject to a 5% fee if the entry was paid by credit card. Note that in certain circumstances, withdrawals could incur additional penalties as described in CARS GCR&R, Article 4.10. 11. Starting Order Starting order will be determined in accordance with CARS GCR&R 21.2.15. The draw will take place at the MCO Rally Group meeting, at Tifosi Lounge, St. Anthony Soccer Club, 523 St. Anthony St., Ottawa, Ontario, at 1900 hrs on Tuesday, April 28, 2015. All are welcome to attend. 12. Eligibility and Documentation 12.1. Crew Eligibility is as per CARS GCR&R 11, Eligibility of Crew (page 27 – 31). A completed CARS Registration Form / Waiver must be signed by the Driver, Co-driver and Entrant by the close of registration. All applicable documents must be self declared (CARS GCR&R 11.2.1) and must be valid on the day of the event. Rally licenses must be obtained prior to the rally. Competitors licensed by foreign ASNs — Rally America (RA) or National Auto Sport Association Rally Sport (NASA) — may compete in CARS-sanctioned events using their licenses and their sanctioning body’s competitor eligibility regulations. NASA or RA license-holders must also have a CARS entry permit, which is available through the CARS office or through the CARS representative at the event. To score points in the Ontario Performance Rally Championship, competitors must be members of a Rally Sport Ontario club, as indicated on the entry form. 12.2. Vehicles Eligibility is as per CARS GCR&R 12, Vehicles and Equipment. Garage and dealer plates are not allowed on rally cars in the Province of Ontario. Vehicles registered in the United States are acceptable, provided the driver is competing on a CARS entry permit and that it meets the requirements of current RA / NASA Rally Regulations. These vehicles shall be classified according to CARS vehicle class regulations. 13. Service Parks and Re-fuelling There will be a single Service Park located at the Township yard beside MERA. Rally HQ is used for all service. The Service Park will open at 1600 hrs on Friday, May 1, and close at 2200 hrs on Saturday, May 2. For the appropriate trailer parking area see Figure 2. Please check in with the Service Area Manager at the event. NOTE: A tarp at least as large as the vehicle is required under the vehicle during servicing. A $50 penalty will be levied on each team not complying in this regard. (Proceeds of the penalty will go to the owners of the service park.) Please remove all belongings and garbage after the event. There will be a designated re-fuelling zone at the exit of the Service Park. When the re-fuelling zone is open, re-fuelling must occur within it. The re-fuelling zone will be open during the rally as identified in the Official Route Book. 14. Technical Inspection Competitors must present their vehicle log books at technical inspection. Log books will not be available at the event. Log books are available from the CARS Regional Director (CARS GCR&R 12.8). Supplementary Regulations Page 5 Lanark Highlands Forest Rally 2015 Competitors whose vehicles have not been issued a log book, may contact the Chief Scrutineer prior to the seeded draw for instructions. The Scrutineer may inspect any competing vehicle at any time during the event to ensure vehicle eligibility and safety. A time allowance may be provided to facilitate this inspection. In the event that an infraction is found, the event Stewards will be notified. All competitors will be provided with door numbers. Competitors may also be required to display event and/or sponsor decals provided by the organizers. Competitors may opt out of this requirement by paying a surcharge not to exceed twice the entry fee. 15. Reconnaissance There will be a single-pass reconnaissance in both directions Friday from 1700 hrs to 1900 hrs and single pass in both directions on Saturday from 0645 hrs to 0845 hrs. Competitors must attend one recce drivers’ meeting before going on recce. Only two passes are allowed in each direction. The car number of the person driving the recce vehicle must be in place on the passenger side rear window of the recce vehicle. Rally Cars are not permitted on recce. A brief meeting will be held at rally headquarters prior to the reconnaissance session to provide teams with final instructions and schedule beginning at 1645 hrs on Friday, May 1, and 0630 hrs on Saturday, May 2. Recce vehicles must be registered before being allowed to participate; numbers are provided for the passenger side rear window. Street-legal, non-competing, unobtrusive vehicles are preferred. Please be respectful of the safety and rights of local traffic and of the image of the rally. During reconnaissance, while on the stage roads. The following actions are expressly prohibited: • Sliding of the vehicle; • Failure to remain in the proper lane; • Driving in excess of 60 Km/hr (radar equipment will be used to verify this); and • Driving in the opposite direction to rally traffic or backing up on the stage road. Failure of a competitor to obey any of the rules defined above will result in the following: First Offence: ! $100 fine in cash. ! In the case of a speeding infraction, in addition to the $100 fine; there will be an additional levee of $10 per each km/hr over 60 km/hr ! A Meeting with the event Stewards and organizers who will consider whether you should be allowed to continue. Second Offence: ! $250 fine in cash ! In the case of a speeding infraction, in addition to the $250 fine; there will be an additional levee of $20 per each km/hr over 60 km/hr ! A meeting with the event Stewards and organizers who will consider why you should be allowed to continue. ! Possible exclusion and forfeiture of entry fees. Speeding on transits: ! The result of speeding on transits during the event will be: ! $250 fine in cash ! in addition to the $250 fine; there will be an additional levee of $20 per each km/hr over the speed limit ! A meeting with the event Stewards and organizers who will consider why you should be allowed to continue. ! Possible exclusion and forfeiture of entry fees. Supplementary Regulations Page 6 Lanark Highlands Forest Rally 2015 Competitors are also reminded that practicing of the route within 60 days of the event is specifically prohibited under CARS GCR&R 17.8.1, with the exception of the official reconnaissance. Unauthorized practicing may result in additional penalties per CARS GCR&R 7.4. 16. Timing and Safety Rules Timing of the rally will be as per the CARS timing system, (CARS GCR&R 15, pages 53 to 59). Competitors should read this section carefully. Electronic stage timing will be utilized. Use of Safety Warning Devices is described in CARS GCR&R 17.9. Remember: Safety is paramount, and stages are hot until stopped by a red cross or the organizers. Please note both GCR&R 15.10 (Route Obstruction / Loss of Stage Security) and 15.13 (Interruption of a Special Stage). 17. Restarts As per NRR 15.14 DNF and 15.15 Restart After Retirement, competitors will be able to avail themselves of two opportunities to restart; once at the beginning of the second leg of the Rally, and once at the beginning of the third and last leg. Competitors are reminded to read the two rules carefully, as they will be applied without exception. 18. Awards / Banquet A complete list of awards will be posted on the Official Notice Board prior to the opening of Registration. Trophies will be awarded to the top two in each class or to the top three, provided that a minimum of five entries has been received. All awards will be presented at the Awards Banquet beginning 30 minutes after results are declared final. The Awards Banquet will be held in the McDonald’s Corners Agricultural Hall. Additional meal tickets for the Banquet may be purchased for $20 at registration. 19. Accommodations There are a number of accommodations available in the Lanark Highlands area. The event Web site, www.lhfr.ca, lists a number of area accommodation possibilities. A web search might turn up others. 20. Miscellaneous a) b) c) d) e) f) It is requested that Competitors and Service Crews refrain from using two-way radios near event radio cars. In addition to CARS GCR&R 6.3.2, facts judged by Judges of Fact include: ! Speed during reconnaissance. ! Speed on transits ! Practicing or testing on any published stage or gravel road. Rally HQ will feature a food service during Service and much of race day. Competitors and Service Crews are reminded that consumption of alcoholic beverages before the end of any day’s competition activities at an event is expressly forbidden. (Refer to CARS GCR&R 5.11). Any recordings of any kind (photos/video, etc.) taken of entrants and/or their vehicle or crew during the event may be used for promotion of the event or the club without explicit permission from the entrant. 21.
