Request for Expression of Interest (EOI) from Prospective Information and
Communication Technology Firms in Respect of Design and Development of
Electronic Health Management Record System (EMRS)
Friends in Global Health Initiative in Nigeria (FGHIN) is a Non-Governmental, Not for Profit
organization working in Partnership with donor agency in the field of public health.
To further her mandate in the strengthening of health through Health information system,
FGHiN is seeking competent companies that will design and- develop a web based
electronic medical records system for use in Hospital facilities.
FGHiN has effectively implemented an MS- Excel based EMR spreadsheet with some level
of complexity in dynamic query and customization of reports, FGHiN in moving forward
based on lessons learnt and recommendations by CDC Nigeria intends to transform this
spreadsheet across all its supported sites to an SQL based EMR system that will
communicate at both front and back ends with the National DHIS system.
Scope: Features of the EMRS
(a)
To provide FGHiN with an integrated EMR platform using open source technology
capable of communicating with the National District Health Information System (DHIS)
framework and can upload data seamlessly onto the National Data Repository
(b)
To provide basic demographic and clinical health information
(c)
To provide Clinical Order entry and prescribing
(d)
Accepting patient orders
(e)
Order and administration of drugs
(f)
Managing referral orders
(g)
Health Information and reporting
(h)
Secure and confidential and exchange of electronic information
(i)
Web based using SQL
(j) User friendly and Secure offline data storage
(k)
Reports customization including data input from remote sites using SMS enabled
smart phones
(I)
Schedule notification to client and CSSP (SMS)
(m)
OCR data capture functionality
(n)
Access control
Eligibility Criteria for Expression of Interest
The basis for selection for this EOI is the eligibility criteria employed to establish the ability
of responding firms to satisfactorily carry out the required services which are stated below;
To this end, Information and Technology firms are to forward the requisite information and
declarations establishing their compliance with the eligibility criteria by way of
comprehensive profiles which shall be evaluated in line with following categorization of
mandatory and professional selection criteria-.
Prerequisite Criteria
(a)
Copy of Certificate of incorporation with Corporate Affairs Commission (CAC)
(b)
Tax Clearance certificate for three years
(c)
VAT registration certificate & VAT remittance evidence
(d)
A sworn affidavit that the firm is not bankrupt, in receivership or under liquidation or
involved In any litigation which can potentially affect the company’s ability to conclusively
participate in this engagement
(e)
Sworn affidavit of disclosure to indicate if any of the officers (or related persons) of
the FGHiN is a Chairman/Director of the company.
Professional Selection Criteria
(a)
List of similar assignment of comparable functionality with supporting details
comprising brief description, implementation role, size and status of the project
(b)
Proof of implementation across the various phases such as outline proposal, detailed
proposal and final design realization
(c)
Company profile including profile of the technical team
(d)
Evidence to show that the firm has prior experience in providing ICT services in the
past

should not be treated as such. Only pre-qualified applications will be invited for a technical
evaluation of submissions based on which detailed financial bids shall be requested.
