Howard County Traffic Engineering
met with the Long Reach Board and
residents on June 17, 2014 to hear concerns from the
residents about the Tamar Drive and Old Montgomery
Road intersection in Jeffers Hill. They returned to report on their findings on March 17, 2015. Kris
Jagarapu, Department of Planning and Zoning traffic
engineer, presented the results of the traffic studies
and a preliminary plan for a roundabout. The statistics
were compared to previous studies, and it was found
that there has been little change in the volume of
traffic traversing the intersection. The intersection operates at an A-B level of service which is very good;
however, there continues to be safety issues.
The county recommends a roundabout that would be
approximately the same size as the Owen Brown
Homespun/Cradlerock roundabout that is working
well. The Tamar Drive intersection will work in conjunction with the roundabout that is being installed at
the corner of Oakland Mills Road and Old Montgomery
Road. The Village Board and the residents that attended the meeting were in favor of the county going forward with the design plans for the roundabout. Once
the engineering design is further developed, the county will present the plan to the Village Board for further
input on the conceptual design. The development and
construction of the roundabout will be dependent on
the county budget.

Spring with its April showers is

three low cost ways you can slow
the flow of rainwater & improve
the landscape of your yard.
Free Soil Test
Local residents can help restore and protect
Columbia’s waterways by participating in free soil
testing that will analyze the nutrients in their lawn’s
soil and determine the type and amount of fertilizer
needed. By reducing the application of unneeded
fertilizer, residents may save money and help protect
Columbia’s streams, ponds and lakes. Soil sample
bags may be picked up and delivered to your Village
Association office. Instructions for how to take a soil
sample will accompany the bag. For more

Free Rain Barrel
Howard County is giving away barrels for you to build
your own rain barrel. The barrel comes with
pre-drilled holes, but additional parts and assembly
are required. To collect your FREE BARREL visit
the rain barrel and compost bin workshops at Alpha
Ridge Landfill with the Master Gardeners on the first
and third Saturday of the month, April through
October. Alpha Ridge Landfill is located at 2350
Marriottsville Road, Marriottsville, MD 21104. The
workshops are held at the gazebo, just inside the
entrance to the landfill.
Rain Garden Cost Share Program
The Columbia Association (CA) is offering the Rain
Garden Cost Share Program to provide a cost-effective
way to help residents of Owen Brown and Long Reach
villages plant their own rain gardens. CA, through a
grant from Maryland Department of Natural
Resources, will pay 75% of the rain garden installation
cost with the remaining 25% paid by the resident. CA
also has a landscape firm on contract for installation.
Residents need to apply to their village Resident
Architectural Committee for rain garden approval. CA
will schedule installation once the application is
approved, the 25% resident share is paid to CA, and
the maintenance agreement signed.

Exterior alterations to your property
require approval by the Resident
Architectural Committee (RAC), which meets
every other Wednesday.
Application forms and a helpful Guideline Booklet can be picked up

The list of applications for RAC review is posted at Stonehouse two
weeks prior to the RAC meeting, on our website, and postcards are

Tips!
As the weather gets
warmer, now is a good time to attend to exterior
maintenance and improvement of your home.

It’s a great time to walk around your house and
inspect the building. Look for mildew or discoloration, peeling or rotting siding or trim, fallen
limbs and other yard waste.

Remember that any alteration to the exterior of
your house or property requires approval by the
Long Reach Architectural Committee. This includes landscaping more than 4 feet from the
foundation of the house, walkways, decks, patios and any type of landscape edging. Also remember that any construction project must be
completed within 120 days of the start date.

Just in time for spring cleaning, yard waste recycling collection has resumed and will continue
through the spring, summer and fall. Howard
County will accept unlimited yard clippings. For

Nina Basu (Phelps Luck)
I have been privileged to serve Long Reach for more than a decade. I am asking for your vote to continue to advocate for our community. I love Long Reach and am thrilled to raise my family here. As a community, we have faced
some challenges. However, this community has come together like no other to meet those challenges. I have been
a tireless advocate for Long Reach, working to transform our Village Center and to continue to strive to make our
community better.
William A. Taylor (Kendall Ridge)
I welcome the opportunity to represent my community on the Long Reach Village board. I have been a resident of
Columbia for 25 years and I have lived in the Village of Long Reach for over 15 years. In recent years past, I have
served on the board in various capacities Including chairman and vice chairman of the board. As part of the village
board, we were able to accomplish many projects such as increasing the presence of the police in our neighborhoods
when necessary, act as a liaison from the community to the Owners of the village center, and act as a sounding board
for the community regarding development of certain property. As a member of the board, I would like to see more
community programs for our youth and more support from the local businesses for community projects. Thank you.

Hello, my name is Ed Coleman and I am asking for your vote to be your representative on the Columbia Association
board.
My priorities include:
 Ensuring that the Columbia Association steps up and becomes a full partner in the revitalization of our Village
Center.
 Keeping and improving our neighborhood pools for recreation, exercise and competitions.
 Improving the openness, responsiveness and services to all residents.
The actions of the Columbia Association have a direct impact on our property values and our quality of life. Our
homes represent a long-term investment and the Columbia Association board must develop a vision and framework
to reflect our goals as a community and provides stability as Long Reach and Columbia embrace the future.

Janet Evans (Locust Park)
I am a business professional with 20+ years’ experience and am a firm believer in balance fiscal, social and environmental. As a CA Representative, I would like to support Long Reach with additional opportunities for building community, including enhanced pedestrian accessibility through improved path and bicycle navigation, supporting activities to bring people together and the revitalization of the Long Reach Village Center.
Additionally, I think it is critical to robust community governance to have transparency and open discussion. I would
invite community input and would communicate on issues relevant to Long Reach.
Decision making that supports environmental, social and economic sustainability in a thoughtful and balanced way
can create the conditions for a community to thrive and the balance to sustain it going forward. This is consistent
with the vision on which Rouse founded Columbia and continues to apply to future growth within Columbia and Long
Reach Village.
Long Reach Community Association Election Rules
Following are the rules that will be in effect for all absentee and in-person voting for the Village Elections.
References for specific items are as follows: Covenants, the Long Reach Covenants; Articles, the Long Reach Articles of Incorporation;
By-Laws, the Long Reach Community Association By-Laws.
1. The voting will be held on Saturday, April 25, 2015, from 9:30 am to 12 noon at Stonehouse in the Long Reach Village Center.
2. Only members of the Association in good standing are eligible to vote (By-laws, Section 8.07).
3. The Columbia Association assessment rolls and the apartment tenant lists together form the official voter registration list. Nonappearance of a qualified voter's name shall be referred to the Election Monitor Committee for resolution (By-laws, Section 8.07).
A current, valid identification acceptable to a member of the Election Monitor Committee will serve as proof of resident
membership (By-laws, Section 1.10). Tenants must also present an executed copy of their lease in order to verify membership [LR
Covenants, Article I, Section 1.20, (ii)].
4. Each voter is allowed one vote for each membership held in the Association, but if a membership is jointly held, i.e., multiple
owners or multiple tenants, etc., and any such vote is in dispute, then no vote shall be counted for that membership (Covenants,
Article III,3.02.B.; Articles, Article Seventh B.). Multiple votes may only be cast by the owner of more than one lot, the owner of
more than one condominium unit, and/or the owner of more than one share in a cooperative (Covenants, Article III and Articles,
Article Seventh A.).
5. Votes must be cast in person with the following exceptions only (Covenants, Article III, E.; Articles, Articles Seventh E.; By-laws,
Section 1.07A):
a. In the case of a corporate member, the vote may be cast by the president or a vice president of such corporation or such
other officer as may be designated in writing by the president or a vice president of the corporation (Covenants III,
3.02E.; By-laws, Section 1.07A and 8.08).
b. Any member unable to attend the Annual Meeting may cast an absentee ballot (By-laws, Section 1.07A). The rules
regarding absentee ballots appear on the absentee ballot packet.
6. All votes must be cast on validated ballot forms only [By-laws, Section 8.03(viii) and (ix)].
7. Votes for three Village Board candidates will be counted. The Village Board will be elected to two-year terms. Votes by the same
voter may be combined on one ballot if initialed by the Election Monitor Committee representative. Any additional votes cast on
any ballot beyond those permitted will not be counted. Write-in votes will not be counted (By-laws, Article VIII, Section 8.07).

VOTING INFORMATION
Who Can Vote
Owners and tenants of Long Reach lien-paying property in good standing are entitled to vote. Only one vote per ownership or tenancy interest will be counted. (Tenants must have on file at Stonehouse a copy of their current lease.)
When & Where to Vote In Person
Polls will be located in the courtyard at the Long Reach Village Center, 8775 Cloudleap Court. Polls are open from 9:30 a.m. to 12
noon, Saturday, April 25, 2015.
What to Bring to Verify Residence
Current, valid identification is required of everyone voting in person on Election Day. If you are a leaseholder, you must also bring a
copy of your current lease. Copies will be made at no charge.
Absentee Voting
You may vote by absentee ballot, either by returning your mailed ballot or requesting a ballot by mail or in person from Stonehouse.
All absentee ballots must be received at Stonehouse by 4 p.m., or by a member of the Election Committee no later than midnight,
Friday, April 24, 2015.
Ballot Priority (Multiple Ballots Received)
If multiple ballots are submitted for a single property, the first ballot received has priority.
