Recently one CA Board member strongly pushed letting
Dannon Garth Pond revert to wetlands rather than spending
the funds to implement the County mandated outfall repairs
and concurrently dredging the pond to maintain the water
depth necessary for some aquatic species. At the subsequent
CA Board meeting many residents appeared to testify as to
their appreciation of the pond and their valuing of it as being
as important as many of the more costly CA facilities. As a
result the necessary funding was left in next fiscal year's
budget.
However for years the CA Staff has been saying that Columbia
has 41 ponds. During talks with the County about what were
the real requirements for pond maintenance it was revealed
that many were an integral part of the stormwater
management system and that there are actually 121 ponds in
Columbia. Responsibility for maintenance of these ponds is
spread between CA, the County and some Homeowner
Associations. CA will be doing a study to determine who is
responsible for what, which ponds are necessary for
stormwater management, and which ponds are candidates
for possible reversion back to wetlands. Any decision to
actually convert an individual pond to wetlands will be vetted
in advance with the surrounding community.
CA adopted an Aquatics Master Plan a few years ago, and
among other things it called for the creation of additional
indoor lap lanes, preferably within a structure suitable for
hosting swim meets. The budget for next fiscal year includes
$350K to do the preliminary engineering work for a new
indoor pool. Recently the new CA President recommended to
the Board that this money not be spent, and instead pursue
more distant plans that could include partnerships with other
entities such as the county. The CA Board is currently
scheduled to discuss this further at the March 12th Board
meeting.

Soil Testing— Analyze the nutrients in your soil and
determine the type and amount of fertilizer
needed. Pick up a bag from Stonehouse and
drop it back off here. CA will send it to a lab
for analysis.
Excite Columbia— Columbia Association's (CA) citizens
academy, Excite Columbia, will return for its
spring 2015 session. The six-week program will
be held on Tuesdays, March 24 - April 28,
6:30- 8:30pm at CA Headquarters. To register,

Howard County GreenFest— Enjoy a free family event
celebrating Earth Month on Saturday, April 18
from 10:00am – 4:00pm at Howard Community
College in the Burrill Galleria. Get practical
information about steps to take to promote

Village-wide Yard Sale— SAVE THE DATE– the Long
Reach Village yard sale will be held on
Saturday, May 16. Call the village office to

Snow Information
Stonehouse Snow Closing: Stonehouse
does not follow Howard County school
closings. If the weather is bad, you can
call Stonehouse, 410/730-8113, to see if
Stonehouse is open. Conditions at each
of our facilities are evaluated independently to decide if activities can be conducted safely.
Every attempt will be made to put Stonehouse weatherrelated closings and/or class cancellations on our website, www.longreach.org, and on our Facebook page,
Do Not Park along Cul-de-Sacs: Your court cannot be
plowed if cars are parked on the street. Parking on the
inner circle of cul-de-sacs is always illegal, but plows can
only clear your circle if there is enough room.
Move Cars Off Public Streets: Please move all cars into
driveways so plows can clear curb to curb and have a
place to put the snow. Otherwise, cars will be plowed in.
Uncover Storm Drain Inlets: If melting snow has no place
to drain, it causes street icing and flooding.
Clear Your Sidewalks: The owner of property abutting a
sidewalk is required to remove snow from the sidewalk
within 48 hours after the snow has fallen (Howard
County Code). This also applies to townhouse and
condominium associations.

Architectural Committee (RAC), which
meets every other Wednesday.
Application forms and a helpful Guideline Booklet can be
picked up at Stonehouse. You can also download the Exterior
Alteration Application or In-home Business Application form

two weeks prior to the RAC meeting, on our website, and
postcards are mailed to adjoining property owners. For more

As the weather begins to get warmer, it is a good
time to prepare your property for Spring.
 Walk around your house & inspect the building
and yard. Look for mildew or discoloration,
peeling or rotting siding or trim, leftover leaves,
fallen limbs or other yard waste. Keep in mind
that yard waste recycling collection will begin
early Spring.
 By now, all holiday decorations should be
removed from the exterior of your house.
 Any alteration to the exterior of your property
requires an application and approval by the
Long Reach Architectural Committee before the
work begins. This includes edging along a
sidewalk or driveway or around flower or shrub
beds. Also, any construction projects must be
completed within 120 days of the start date.
 If you will be making home improvements this
Spring, call Howard County Licenses and Permits
410-313-2455 to find out if you need a permit.
 If you have county street trees at the curb in
your yard, you may prune them provided you
do not irreparably damage the tree.
 If you are planning on putting in a garden plot
this Spring, keep in mind that residential plots
exceeding ¼ of the rear yard or 150 square feet
(whichever is smaller) need annual approval by
the Architectural Committee. No approval is
needed for smaller garden plots.
